The City of Iowa City herewith provides notice of a
public hearing to be held:
Tuesday, May 29, 1979 - 7:30 PM
Civic Center Council Chambers
410 E. Washington Street
Iowa City, Iowa
to receive citizen comments on the City's
application for Community Development Block Grant
funds in the Small Cities Program for improvements
in the Lower Ralston Creek neighborhood.
Persons interested in expressing their views
concerning said application, either verbally or in
writing, will be
given the opportunity to be heard
at the above-mentioned time and place. Said
application documents may be examined by the public
beginning May 21, 1979
from 8:00 AM to 4:30 PM on
Monday through Friday, except on legal holidays at
the following address:

AND ESTIMATE OF COSTS AND NOTICE TO BIDDERS
FOR THE CONSTRUCTION OF
1979 BDI SECOND ADDITION IMPROVEMENTS
IN AND FOR THE
CITY OF IOWA CITY, IOWA
Notice is hereby given that the City Council of
the City of Iowa City, Iowa,will meet in the
Council Chambers on.May. 29;::1979trat J30:P.m.,
Central Daylight Time, at which time and place the
City Council will hold a hearing on the proposed plans,
Specifications , form of contract, and estimate of costs
for the 1979 BDI Second Addition Improvements, Iowa City,
Iowa. Any persons interested may appear at said meeting
of the Council for the purpose of making objections to
said plan, specifications, or contract or the cost of
making said Improvements.
Sealed bids will be received by the City of Iowa City,,
Iowa, by the City Clerk until 10:00 a.m., Central
eopened
Daylight Time, on the 6th day of June, 1979, and
at a public meting presided over by the City Engineer
to be held at 10:00 a.m., Central Daylight Time,
Engineering Conference Room, Iowa City, Iowa, on the
date last mentioned, and said bids will be referred to
the next meeting of the City Council to be held on the
12th day of June, 1979, at 7730 p.m., Central Daylight
Time, to be acted on at that time, or at such later time
and place as may then be fixed.
The proposed street improvements will consist of
constructing Portland cement concrete paving,
box culvert, storm sewer, sanitary sewer, water
main, lift station modifications, force main,
together with necessary grading and related work
on Heinz Road from the south boundary of BDI
Second Addition to Iowa City, Iowa, to the north
boundary of said subdivision.
The kinds of materials and estimated quantities of
materials proposed to be used in construction of said
Site Improvements are as follows:

6. EROSION CONTROL

Each proposal shall be made on a form furnished by the
City and must be accompanied by bid bond or a
cashier's or certified check drawn on an
Iowa Bank or a bank chartered under the laws of
the United States, and filed in a sealed envelope
separate from the one containing the proposal, and
in the amount of $15,000, made payable to the
City of Iowa City, Iowa, and may be cashed by the
Treasurer of the City of Iowa City, Iowa, as
liquidated damages in the event the successful bidder
fails to enter into a contract within fourteen (14)
days following Notice of Award and post bond
satisfactory to the City insuring the faithful
performance of the contract. Bid Bonds must be
executed by corporations authorized to contract
as surety in Iowa and in a form prescribed by the
City of Iowa City, Iowa. Checks and bid bonds
of the lowest two or more bidders may be retained
for a period of not to exceed thirty (30) days
until a contract is awarded or rejection made.
Other checks will be returned after the canvass
and tabulation of bids is completed and reported
to the City Council.
The Contractor will be paid monthly in the form
of Anticipatory Warrants issued under Code Section
384.57, bearing Interest at 7%. Payment to the
Contractor will be made on the basis of monthly
estimates equivalent to ninety (90X)
percent of the contract value of the work
completed during the preceding calendar month
and will be based on an estimate of work
completed and prepared by the Contractor and
approved by the Engineer. Such monthly payments
shall in no way be construed as an act of
acceptance for any part of the work partially or
totally completed. Final payment will be made
not earlier than thirty (30) days from the date
of final accepi,,;;c_ of the completed work by the
City Councii.

By virtue of statutory authority; preference will
be given to products and provisions grown and
coal produced within the State of Iowa, and pre-
ference will be given to Iowa domestic labor in
the construction of the improvement.
All work is to be done in strict compliance with
the plans and specifications prepared by Shive-
Hattery E Associates, Iowa City, Iowa, which have
heretofore been approved by the City Council,
and are on file for public examination in the
office of the City Clerk.
Wherever reference is made to the specifications
in the plans or the contract proposal, it shall
be understood to include the "Standard Specifi-
cations for Highway and Bridge Construction,
Series of 1977, by the Iowa Department of Trans-
portation, Ames, Iowa," including the "General
Supplemental Specifications for Construction
Projects" which have been issued through Janu-
ary 15, 1979.
The successful bidder will be required to fur-
nish a bond in an amount equal to one hundred
percent (100%) of the contract price, said bond
to be issued by a responsible surety approved
by the City Council and shall guarantee the
prompt payment of all materials and labor and
protect and save harmless the City and Shive-
Hattery L Associates from claims and damages of
any kind caused by the operation of the contract,
and shall also guarantee the maintenance of the
operation of the contract, and shall also gua-
rantee the maintenance of the improvement for
a period of four (4) years from and after its
completion and acceptance by the City.
The work under the proposed contract shall be
commenced within fourteen (14) days after Notice
to Proceed is received and shall be completed
not later than September 30, 1979•
The plans and specifications governing the con-
struction of the proposed improvements have been
prepared by Shive-Hattery s Associates, Iowa
City, Iowa, which plans and specifications, also
prior proceedings of the City Council referring
to and defining said proposed improvements are
hereby made a part of this notice by reference
and the proposed contract shall be executed in
compliance therewith.
The plans, specifications, and proposed contract
documents may be examined at the Office of the
City Clerk. Copies of said plans and specifi-
cations and form of proposal blanks may be

secured at the office of Shive-Hattery E Asso-
ciates, intersection of Interstate 80 and High-
way I, in Iowa City, Iowa, by bonafide bidders
upon payment of twenty-five dollars ($25.00)
which will be returned to the bidders provided
the plans and specifications are returned to
Shive-Hattery & Associates in good condition
within fifteen (15) days after the opening of
bids. Suppliers returning the plans and speci-
fications in usable condition within 15 days
after the opening of bids shall also receive
full refunds.
The City reserves the right to reject any or all
proposals and to waive technicalities and ir-
regularities.
