The meeting was called to order at 7:15 P.m. The March board minutes
were approved unanimously with Roberta moving and Banne seconding, The
Mach finance reports were approved unanimously with Dennis moving and
Roberta seconding followed by the April report's unanimous approval
which was moved by Roberta and seconded by Jeff. February and March's
service reports were also approved unanimously with Roberta moving and
and Dennie seconding,
` A short, informal discussion followed concerning possible donations and
j also Jim's election as Chairperson of the Iowa Network of Community Youth
i Services,
OLD BUSINESS
After a discussion of possible new board members, Tom moved with Jeff
seconding to invite Paul McCue; a student at Central, and Judy Helly;
child services coordinator at the Iowa City Public Library, to become
board members. Doth have expressed interest and it was felt they would
be valuable additions to the board. The motion passed unanimously.
In discussing progress on funding Jim reviewed present City and County
contracts while also reporting on the approval of grants by lZ%A, possible
grants from IDSA, a received grant of $1fO00,00 from the Iowa arts Council,
and upcoming fundraising events.
In discussion of personnel it was noted that Peg McElroy will be working
as office manager 1/2 time through May, 3/1, time in Junef and full time
starting July 1.

Concerning the outreach coordinator position, it was reported there has
been twenty (20) applicants so far with the deadline Mary 15, 1979.
Peg reported in light of previous action U.A.Y. has now formally opened
their savings account at the First National Bank. Jeff moved and Neal
seconded to authorize the direct, treasurer, and accountant/office manager
to be signers for the account. It passed unanimously.

The subject of board meeting discussion topics started a lively and lengthly
conversation. The overall feeling seemed to be the board needs to "streamline."
meeting procedures to allow for more time to discuss important and relevant
matters concerning youth. The possibility of optional meeting times for
committee groups was also suggested.
The director's role in program administration was dieussed with no formal
action taken.
i The Synthesis reorganization was discussed dealing with possible replacements
for Jean Graham's vacant position. A more complete report will be sent to
board members.
A brief discussion was help concerning planning for the International Year
of the Child celebration. I -lore will be reported as progress continues.
In other new business the board refreshment committee was revitalized
(thanks to Amy) with duties to be rotated alphabetically. In June Al
will furnish refreshments for the meeting.
It was also reminded that the annual election of board officers is
scheduled for the June meeting. Jeff was appointed to continue as chair—
person of the nominating committee with Tom and Bane as members.
The meeting was adjourned at 9:50. The next meeting will be held Juno 110
1979 at 7.00 p.m.

RECOMMENDATIONS TO THE CITY COUNCIL
The certified list for the position of Police Sergeant.
RECOMMENDATIONS TO THE CITY MANAGER AND STAFF
None.
RECOMMENDATIONS TO THE CITY ATTORNEY
None.
SUMMARY OF RELEVANT DISCUSSION -
Following discussion the Civil Service Commission certified
the following police officers in order of standing as eligible
for the position of sergeant in the Iowa City Police
Department: William A. Kidwell, Cletus Keating, James F.
Linn, Patrick D. Tadlock, Ronald R. Fort, Frank J. Burns Jr.,
Edward P. Schultz, Paul C. Sueppel, Franklin A. Johnson, Ralph
E. Cox.
The list was prepared for signatures.
The Commission scheduled a meeting for June 14, 1979, at 7:30
P.M.
The meeting adjourned at 8:50.
