Eaton case. This matter was addressed by,the Council at its June 11,
1979, informal work session and the decision was to deny your request.
It was pointed out that the City Charter specifies that the City Manager
will administer the City personnel system and that this provision precludes
direct Council involvement in the manner you have requested.
Angela Ryan and I will continue to address this case for the City and
apprise the Council of all current issues and developments. We are
always anxious to enter into discussion in the interest of pursuing a
mutually acceptable resolution of this matter.

As per our conversation, I am enclosing material which I hope will be
helpful in resolving the problem of building greenhouses in Iowa City.
Since the Building Code does not specifically exempt greenhouses
from the snow load requirements of insulated roofs, we are asking the
Council to amend the Code. Since there is no snow load accumulation
on a heated greenhouse (and one could not use an unheated greenhouse
in this area), it does not seem reasonable to require such standards,
and as is explained in the attached material, there is no greenhouse
manufacturodr..to such standards. I might also add that the National
Greenhouse Company, which we represent, is one of the oldest manu-
facturers,s of greenhouses in this country, and is the largest maker of
commercial greenhouses.
I have checked with the building officials in Cedar Rapids, Waterloo,
and Mason City (places which would be expected to have equal or greater
amounts of snow), and all three agreed that they do not require green-
houses to meet the standards for insulated roofs. Mr. Curran in
Waterloo stated that they use the advice of the architect, contractor,
or greenhouse engineer in determining the suitability of the structure.
Mr. McGreevey in Mason City stated that his city also uses the 1976
Uniform Building Code, but considers greenhouses separately. Mr.
Beastron in Cedar Rapids also stated that they consider greenhouses
separately.
I will greatly appreciate your asking the Council to consider an
amendment to the Code, and please let me know if I can be of further
help.

(b) Distribution of Loads. Where uniform roof loads arc involved in
the design of structural members arranged so as to create comica' con-
sideration may be limited to full dead loads on all spans in combination
with full live loads on adjacent spans and on alternate spans.

framed or solid, wherein stresses caused by any point loading are
distributed throughout the arca of the shell, the requirements for un-
balanced unit live load design may be reduced 50 percent.
(d) Snow Loads. Snow loads full or unbalanced shall be considered in
place of loads set forth in Table No. 23-C, where such loading will result in
larger members or connections.
Potential accumulation of snow at valleys, parapets, roof structures,
and offsets in roofs of uneven configuration shall be considered. Where
snow loads occur, the snow loads shall be determined by the Building Of.

Snow loads in excess of 20 pounds per square foot may be reduced for
each degree of pitch over 20 degrees by R, as determined by the following

This petition is to request a hearing to contest the Notice of
Violation issued by David Lee Malone, City Housing Inspector, for
the four apartments in the College Block Building at 127 East College
Street, Iowa City. The attached Notice of Violation cites the lack
of required screens and storm windows. We contest this Notice for
the following reasons:
1. The comprehensive rehabilitation, renovation and restora-
tion of the College Block Building undertaken during 1978 was reviewed
as new construction by the City Building and Housing Departments.
Prior to April 13, 1979, we were never at any time advised of a
storm window/screen requirement. Our Building Permit was issued
May, 1978. Final Unrestricted Occupancy Permits effective August
17, 1978 were issued for the College Block Building signed by Mr.
Siders for the City Building Department and another signed by Mr.
Kalif£ for the City Housing Department. The apartments were in-
spected again by the Housing Department in December, 1978 and no
violations were cited.
2. All windows were custom fabricated and/or restored in
1978. Removable screens sufficient for the number of windows per
apartments were issued each tenant in August, 1978.
3. Each apartment is centrally air-conditioned and heated,
regulated by individual thermostats. The heating/air-conditioning/
ventilation system provides for the introduction and exchange of
fresh air in each apartment.
4. The design and construction of each apartment exceeds
prevailing energy requirements. All exterior walls are one foot
thick solid brick, as is the center wall running north to south in
the building. All interior walls and ceilings contain 6 to 9 inches
of soundboard, styrofoam insulation and sheetrock. A four hour
insulated fire wall separates the sleeping/bath/kitchen area of
each apartment. Each apartment contains 925-950 square feet, with
gas/electric utility bills averaging $25 to $30 per month per apart-
ment.

5. The College Block Building is on the National Register of

j As directed by Section 23-16 of the Municipal Code of Iowa City, Iowa,
this is to advise you of the following action:
ACTION:
Pursuant to Section 23-17(b) of the Municipal Code of Iowa City, Iowa,
the Chief of Police authorized the installation of a passenger loading
zone at 1107 Kirkwood Court. This action was taken on Friday, June 1,
1979.
COMMENT:
This action was authorized by the Chief of Police to relieve an undesirable
condition. This condition was created by the installation of "No Parking
it Anytime" on the south side of Kirkwood Court as directed by Council in
April of this year. At the time of installation, it was noted by the
resident at 1107 Kirkwood Court that she conducts a preschool at this
address. Parents leaving and picking up children who are attending the
preschool would necessarily have been required to walk across Kirkwood
Court due to the prohibition posting. Therefore, a passenger loading
zone has been created in front of that address to facilitate the safe
delivery and pick up of preschool children. Should you have questions

Housing and Inspection Services to hold in abeyance any code enforcement
activities regarding these provisions until a final decision is made by
the Council.

Re: Addition of Motorcycle Parking to the Burlington Street Lot
As directed by section 23-16 of the Municipal Code of Iowa City, Iowa,
this is to advise you of the following action:
ACTION:
Pursuant to section 23-277 of the Municipal Code of Iowa City, the City
Traffic Engineer will authorize that four parking meters (LB1, L82, LB3
and LB4) be removed from the Burlington Street surface parking lot. The
four diagonal stalls will be converted to unmetered motorcycle parking.
This action will be taken on or shortly after 20 June 1979.
COMMENT:
This action is being taken to provide motorcycle parking in the Central
Business District. It replaces four metered diagonal stalls which have
created certain problems in the past. These problems arose from limited
size of the Burlington Street surface lot. The width of the Burlington
Street parking lot is too narrow in the first four stalls to permit
adequate aisle width when cars are parked on both the east and west side
of the aisle. The action being taken will resolve this problem and
provide for motorcycle parking.

I feel that I can offer knowledge and experience with public
library operations to the board. As a past assistant director of
a public library I am familiar with the problems and responsibilites
of public libraries.
I feel that the library must be progressive and innovative in
persuing new programs which will better serve the informational needs
of the community. I also believe, however, that libraries must be-
come increasingly aware of their fiscal responsibility to provide
the maximum amount of service for each tax dollar spent.
Also, having a technical background ( DS in aerospace engineering)
I feel that I have a better then average understanding of computer
and automated systems. Automated systems must be studied carefully
they are not good in all situations, and should be installed only
in situations where they will truely be cost-effective and provide
better service.

Dear Mayor Vevera and Members of the City Council:
The knowledge and experience which I could contribute to the Iowa City
Library Board includes: professional experience with library techniques,
past voluntary service to the library, experience as a trustee of a board
with large budgetary responsibility, promotional and fundraising experience,
study of the Library Board from an academic point of view, and a library users
concern for duality service.

My duties at the Institute of Public Affairs include responsibility for
our research library. This collection includes some 10,000 books
I pamphlets,
and magazines dealing with Iowa state and local government, official records,
4 and the public administration process in general. I administer the cataloging,
storage, and distribution of this material.
In addition to my library duties I edit, design, and distribute our
research and training publications. I also write articles about Institute
activities, develop promotional programs, and organize conferences.
This past April, I was the chairman of the annual used book sale conducted
by the Friend's of the Iowa City Public Library. This project is the Friend's
I� major fundraising event each year. This year's sale enlarged the Friend's
treasury by more then $6,000 after expenses, compared to about $2,500 last year.

I would also bring to the Library Board the experience of previous service
on a board with similar duties and responsibilities. During the past three
years I have been a board member of Student Publicatinns Incorporated, the
trustees of the Daily Iowan. SPI is a non-profit corporation which contracts
with The University of Iowa to publish the newspaper. The board administers a
budget of more then $600,000, hires a professional staff and the student editor,
establishes policy, and represents constituent interests.
I am proud to say that I am now serving as the chairman of this organization
for the second time. During my tenure, the paper has erased a substantial debt,
and is about to end its second successive year in the black after several deficit
budgets. In addition, we have made cash purchases of over $50,000 in new
equipment and maintained competitive salaries.
Most new board members will need time to learn about current issues facing
the library. However, I feel I am already well acquainted with many of these
issues because of a research report which I wrote this spring. This study
covered the powers and duties of the Library.Board, the Library Director, and
discussed such recent concerns as the bond issue, new building plans, computer
conversion, and user fees.

It has been brought to nb attention as President of the Board of
Directors of United Action for Youth that the time for appointment
of city sponsored board members is near. In the interest of main-
taining a viable, interested board there are several comments I
would like to make,
Mr. Neal Morris has proven himself vitally concerned and willing to
Participate in the various functions I have asked of him and a real
asset to the Board.
Air, 1.fike Rase has had a problem with attendance apparently caused by
a prior commitment of long-standing duration to Junior Achievement
Programs which meet every Wednesday evening,causing a conflict with
our meeting time. Hoping to randy this I changed our meeting night
to Tuesday and this has not made any appreciable difference in his
record.
