Since the Building Code does not specifically exempt greenhouses from the snow load requirements of insulated roofs, we are asking the Council to amend the Code. Since there is no snow load accumulation on a heated greenhouse (and one could not use an unheated greenhouse in this area), it does not seem reasonable to require such standards, and as is explained in the attached material, there is no greenhouse manufacturodr..to such standards. I might also add that the National Greenhouse Company, which we represent, is one of the oldest manu- facturers,s of greenhouses in this country, and is the largest maker of commercial greenhouses. I have checked with the building officials in Cedar Rapids, Waterloo, and Mason City (places which would be expected to have equal or greater amounts of snow), and all three agreed that they do not require green- houses to meet the standards for insulated roofs. Mr. Curran in Waterloo stated that they use the advice of the architect, contractor, or greenhouse engineer in determining the suitability of the structure. Mr. McGreevey in Mason City stated that his city also uses the 1976 Uniform Building Code, but considers greenhouses separately. Mr. Beastron in Cedar Rapids also stated that they consider greenhouses separately. This action was taken on Friday, June 1, 1979. COMMENT: This action was authorized by the Chief of Police to relieve an undesirable condition. This condition was created by the installation of "No Parking it Anytime" on the south side of Kirkwood Court as directed by Council in April of this year. At the time of installation, it was noted by the resident at 1107 Kirkwood Court that she conducts a preschool at this address. Parents leaving and picking up children who are attending the preschool would necessarily have been required to walk across Kirkwood Court due to the prohibition posting. The four diagonal stalls will be converted to unmetered motorcycle parking. This action will be taken on or shortly after 20 June 1979. COMMENT: This action is being taken to provide motorcycle parking in the Central Business District. It replaces four metered diagonal stalls which have created certain problems in the past. These problems arose from limited size of the Burlington Street surface lot. The width of the Burlington Street parking lot is too narrow in the first four stalls to permit adequate aisle width when cars are parked on both the east and west side of the aisle. This collection includes some 10,000 books I pamphlets, and magazines dealing with Iowa state and local government, official records, 4 and the public administration process in general. I administer the cataloging, storage, and distribution of this material. In addition to my library duties I edit, design, and distribute our research and training publications. I also write articles about Institute activities, develop promotional programs, and organize conferences. This past April, I was the chairman of the annual used book sale conducted by the Friend's of the Iowa City Public Library. This project is the Friend's I� major fundraising event each year. This year's sale enlarged the Friend's treasury by more then $6,000 after expenses, compared to about $2,500 last year. i I would also bring to the Library Board the experience of previous service on a board with similar duties and responsibilities. During the past three years I have been a board member of Student Publicatinns Incorporated, the trustees of the Daily Iowan. SPI is a non-profit corporation which contracts with The University of Iowa to publish the newspaper. The board administers a budget of more then $600,000, hires a professional staff and the student editor, establishes policy, and represents constituent interests. I am proud to say that I am now serving as the chairman of this organization for the second time. During my tenure, the paper has erased a substantial debt, and is about to end its second successive year in the black after several deficit budgets. In addition, we have made cash purchases of over $50,000 in new equipment and maintained competitive salaries. Most new board members will need time to learn about current issues facing the library. However, I feel I am already well acquainted with many of these issues because of a research report which I wrote this spring. This study covered the powers and duties of the Library.Board, the Library Director, and discussed such recent concerns as the bond issue, new building plans, computer conversion, and user fees.
