Consider a resolution approving the final Large Scale Non - Residential Development plan and final plat (Bcyrum Subdi- vision) of Hy -Vee Food Stores, Inc. S-7914 Comment: The Planning and Zoning Commission, at a regular Z///// meeting held June 7, 1979, recornrended (fib) approval of the subject development plan and final plat located south of Highway 6 Bypass and east of Gilbert Street subject to (1) the legal papers being revised, (2) the signatures of the utility companies and registered land surveyor being pro- vided, (3) complete review of the final plat and other iters as necessary by the Engineering Department, and (4) appro- priate sign heinq provided at the north entrance to the parking lot, off Boyrum, indicating "Entrance Only." This recommendation is consistent with the staff recommendation presented in a staff report dated ,lune 7, 1979, which was attached to the Council agenda of June 19, 1979. Also at- tached to this agenda is a memo from Jim Brachtel (Traffic Engineer) regarding the location and necessity of the northern access point to the Hy -Vee Food Store site. (first consideration) Comment: The Planning and Zoning Commission, at a regular meeting held May 17, 1979, recommended (6-0) approval of amemAmments to the sign requirements for the M1 zone subject to the definition of Front Wall being changed to correspond with the definition as presented in a May 17 memorandum from Don Schmeiser, and that line 3 in the section entitled GENERAL RE).UIRF14 TS should begin "Section B.l.a " A mem explaininq the subject amendments was attached to the Council agenda of May 29. Comment: Dr. and Mrs. Barrett Stoll filed a claim with the City for damages to property in their basement at 2119 I Street caused by a water main break in the amount of $4,600. A memorandum from the legal staff was furnished with the Council packet of June 8. The legal staff recommends approval of this motion. Action: I P Item No. 10 - CONSIDER MOTION APPROVING IDOT PEPMIT APPLICATION FOR STREETSCAPE I PHASE. II -A. I Comment: This would authorize the Director of Public Works to sign an IDOT permit application for work in the Burlington Street right-of-way associated with Streetscape Phase II. Dyer property on South Riverside Drive (Highway 218). Item No. 13 - Hyl Comment: The City of Iowa City was awarded a grant of $38,666 in September of 1978. Advertisements for bids for furnishings and equipment using these funds occurred on June 4, 1979. The bid opening was held on June 21, 1979 at 10:00 A.M. The firms listed on the resolution submitted bids judged to be the lowest and/or best of those we received. DEPARTMENT TO ISSUE PURCHASE ORDERS FOR AI1DI0 EQUIPMENT, VISUAL EQUIPMENT, STAGE EQUIPMENT o 29 AND SEWING EQUIPMENT TO BE ACQUIRED WITH FUNDING AVAILABLE THROUGH STATE. SENIOR CENTER FUNDS. Comment: The City of Iowa City was awarded a grant of $38,666 in September of 1978. Advertisement for bids for furnishings and equipment using these funds occurred on June 4, 1979. The bid opening was held on June 21, 1979 at 10:00 A.M. No bids were received in the categories listed above. There remains approximately $7,600 of the grant to be used for purchase of equipment specified in these classes. As the money must be encumbered by June 30, 1979, which does not allow sufficient time to begin a new bid procedure, it is imperative that we use this method and purchase this equip- ment. Failure to encunber the money by this date will result in orfeittg�ff the mining funds. Action: Item No. 15 - ODNSIDFR AN ORDINANCE AMENDING SECTION 17-6(d) OF THE CODE OF ORDINANCES OF IOWA CITY CFILING HEIGHT 70 EXEMPT DWELLINGS WHICH WERE CONSTRUCTED PRIOR TO 1919 FROM THIS PROVISION. (first con- sideration) Comment: This amendment would exempt dwellings which were constructed prior to 1919 from the provisions on ceiling heights in the Minimum Housing Code.
