We live at 2026 !Juscatine In Iowa City and have been for six years.
One of the factors causing us to buy our property was the possibility
of purchasing one-half of the vacated F Strect to enlarge our lot.
As the lot slopes down toward F Street, we were not wanting to build
on it, but want it for aesthetic reasons.
7e discussed the buying of F Street with Tim Brandt when he was
Mayor and with the City legal department at that time. Unfortunately
nothing was in writing but by conversation on the phone. They advised
us that due to the existing high pressure gas line underneath the
street that nothing could be built on the ground and that as we were
maintaining it and keeping it in tip-top shape that there was no real
need to push for buying it. We agreed and let the matter stand.
However, this past week -end we had a survey team sent out by the
City to stick little red flags on this ground and determine where
the street boundaries were. 'dhen asked what they were doing they
informed us the City was thinking of putting a house or two there.
We talked to Lyle Seydel this morning and discovered that the City
has become a landlord which I totally object to. de were further
told that he thought a three or four bedroom house could go there
and maybe even two of them to be used for low incom families. I
informed him that I objected both to the use of the lot as such and
to the builing of low income housing next to my home. I further told
him that I felt it would draw the property value down of my home
which I have worked hard to maintain. lie suggested I call the City
Manager.
I talked to the City "anager and expresced these same views. He in
turn suggested that we draft a letter to the Council and the Mayor.
I am hereby submitting in writing this time my offer to buy either
my half of this street or all of it.
We will await hearing from you about this as soon as possible.

Re: Parking Prohibition - 800 Iowa, 100 N. Lutas
As directed by section 23-16 of the Municipal Code of Iowa City, Iowa,
this is to advise you of the following action:
ACTION:
Pursuant to section 23-234 of the Municipal Code of Iowa City, Iowa, the
Traffic Engineer will direct that signs be erected on the north side of
the 800 block of Iowa Avenue (Governor Street to Lucas Street) and on both
sides of the 10 block of North Lucas Street (Iowa Avenue to Jefferson
Street) so as to prohibit parking at all times. This action will be taken
shortly before the start up of the Governor Street bridge rebuilding
project.
COMMENT:
This action is being taken to support the detour route which will be
developed around the Governor Street bridge during the reconstruction of
the Governor Street bridge. As soon as the project is complete and the
bridge is open to traffic, the no parking anytime signs will be removed
from both the 800 block of Iowa Avenue and the 10 block of North Lucas
Street.

Re: Hy -Vee LSNRD
This memo is to address the concerns regarding the unapproved railroad
crossing from the parking lot of Contractor's Tool and Supply to S. Gil-
bert Street. It is the view of Traffic Engineering that this access to
the Hy-Vee/Drug Town parcel will have minimal impact on the traffic
circulation for the Hy-Vee/Drug Town parcel. It is anticipated that the
majority of customers destined to either the Hy -Vee or the Drug Town
parcel will use the Boyrum access point. This will be particularly true
when S. Gilbert Street is realigned to the west.
In regards to the railroad traffic on this spurline, the number of
trains per day is extremely low. It is Traffic Engineering's under-
standing that the only service -point south of Highway 6 is the Yoder
Feed Mill on the west side of the Iowa River. Train speeds in this
location are extremely low -- less than 5 miles per hour. This slow
speed is due principally to the condition of the track which is ex-
tremely poor.
In summary, from the perspective of traffic circulation, the principal
access to the Hy -Vee parcel will be Boyrum Street. The use of the
railroad crossing access point by Hy -Vee customers will be extremely
light. Should you have further questions or comments regarding this,

Re: Item 6 - 7913 Northern Access Point
It is my understanding that there is concern about the location and
necessity of the northern access point to the Hy -Vee site. The principal
concern is that traffic attempting to exit from this point could cause
excessive traffic congestion and create safety problems. As designed
this access point will be for entering only and not exiting. I would
suggest that during peak times when traffic flow on Boyrum Street and
Hollywood Boulevard is heavy exiting traffic will use the southern
access point to exit the Hy -Vee site. This choice will be a natural
selection on the part of the driver. Congestion at the southern point
will be less. The number of conflicts will be less and the left turn
movement will be much simpler to make. The normal driver will select
the southern access.
While the number of exiting vehicles from this northern access point
will be self limiting during peak times there is a potential for indi-
viduals attempting to exit the Hy -Vee site during off peak times. If
P&Z is sufficiently concerned about this off peak exiting movement there
are alternatives to the design presented by Hy -Vee which would reduce
the likelihood of vehicles exiting from this point.
The first alternative would be to narrow the drive from 24 feet to some
lesser dimension and arrange the geometrics of the opening such that
only southbound vehicles on Boyrum could make this right turn maneuver
with ease.
A second alternative to eliminate exiting traffic would be the elimina-
tion of this northerly access point. This would ensure that all exiting
traffic would use the southerly access point to exit the parcel.
In addition to exiting traffic there is some concern regarding traffic
crossing Boyrum Street from Hollywood Boulevard in a westerly manner and
entering the parcel parking lot in a nearly straight -on maneuver. The
trade-off being made here is between vehicles from Hollywood crossing
the four -lanes of Boyrum to the parking lot in a straight manner or
crossing two lanes of Boyrum left -turning southbound, weaving into the
right-hand lane in approximately 120 feet and then right turning into
the southerly access point. Either one of these maneuvers will be tend
to add to the congestion of the Hollywood/Boyrum intersection.
From the perspective of safety the vehicle moving across the inter-
section will have conflicting traffic coming from the north in his field

iI of view for a longer period of time. If the northerly access were
closed and the driver were forced to use the southern access point, he
would then have to merge with conflicting traffic in a parallel fashion
which would potentially give rise to side -swiping or rear -ending acci-
dents.

I understand the Commission is also concerned about the deletion of the
median in the south leg of the Boyrum/Holl
ywood The principle intent of the median on the south leg lwas rto�hinder cvehicles
exiting from the northerly access Point and attemtping to make a left-
hand turn to go north. Upon further study it appears as though
this will be a minor problem during peak hours as discussed above.
During off peak hours a truly inspired driver who chooses to exit from
this northerly access point could do so whether or not the median was .
present. There is ample width in the Paving for the installation of a
median at a later date should it be deemed necessary. A significant
disZdvantage of the median is that it would be restrictive to trucks

STATEMENT TO THE 101,1A CITY COUNCIL
There are several issues we would like to speak to: The
first issue is citizen input into the transit system and the
way it is run.
Last_winter I appeared befor this council to ask that the
City not make schedual and rate decisions in a vacum. I asked
the City to not make decisions with no one except City employees
who do not use the system makeing input and to make changes just
to be making changes. Well, it appears as if that very thing
has happened. ItCappears that rate and schedual changes
are being made without the effective input or even the consid-
eration of the effects on, the citizens of the City of Iowa City.
What is needed in Iowa City is a transit commision to
give some guidence to the transit system. This would allow
input from the users of the system and would stop what appears
to be an eletist decision makeing process.
The second issue that should be considered is ridership.
In a time when this City is allowing a parking ramp,that the
citizens defeated several times, to be built, the cost of
owning and operating a privatly owned vehicle (POV) is soaring
out of sight. Within several years ;x1.50 to .;2.00 a gallon is
not an unreal expectation. Use of the bus to go to work,
recreation, and simply to shop will be the only Dray to go. There
will be a lime in the near future in which a large number of
people will be forced to give up their POWs and use the City
bus system for every one of their transportation needs. There
will be no choice in the use of the bus system very soon in the

City's future.
One group that this council should remember are those who
are already in this situation. Those to whom the bus system
is a basic neccesity. Those people who are not rich, in
this defintion, anyone who can afford to own and operate
a POV
in todays economy is reasonably rich. You should remember those I
who have no choice but to go to the HY-Vee for
groceries or to

work on this bus system. Their only
y means of doing these things
is the Iowa City bus system. -

For you to even consider a rate hike is a dis-service to j

those who use the system now or will have to use the system

in the near future. The rates should remain where they
are to
encourage use of the system by those who have a choice, and
to not limit the use of the system by those who do not have
a choice.

In closeing, the rates should stay where they are at this
point, and a governing commision should be formed to keep the f
transportation system in touch with those who
use it.
I am not convinced that the changes need to be aysweeping
as the new proposed route changes would tend to be.
Ply concern
is simply that things that can be done esily now will become
harder after the new routes are in effect.

Proposed FY79 Budget Amendments - Receipts and Expenditures
Attached are documents pertaining to proposed revisions to the FY79 approved
budget. They include a listing of proposed expenditure adjustments, a listing
of proposed receipt adjustments, a revised financial summary for all City
budgeted funds for FY79. The adjustments for expenditures and receipts are
additional operating expenditures or commitments that have been discovered
which were not anticipated during the FY79 budget process. For purposes of
discussion, these items are classified as proposed amendments or additions
to the FY79 budget. These expenditure amendments have not been included in
the previous budget appropriation.
In order to officially amend a City budget, sources of revenue or funding
must be identified for all proposed expenditures. As stated in the Code of
Iowa, Chapter 384.18, purposes for which a current fiscal year budget may be
amended are the following:
1) to permit the appropriation and expenditureof unexpended
unencumbered cash balances on hand at the end of the pre-
ceeding fiscal year which had not been anticipated in the
budget
2) to permit the appropriation and expenditure of amounts
anticipated to be available from sources other than pro-
perty taxation and which had not been anticipated in the
budget.
3) to permit transfers from Debt Service Fund to Capital
Improvement Reserve Fund, the emergency fund, or other
funds established by State Law to any other City fund,
unless specifically prohibited by State law.
4) to permit transfers between programs within the General
Fund.
Publications of the required financial documents were submitted to the
Iowa City Press -Citizen on June 19 for publication that week. The
hearing is scheduled for June 26, with Council action regardblic
ing these

information is available in the Department of Finance if you have any
questions regarding the proposed budget amendments.

CONSIDERATION
In consideration of the granting of approval to do the above described work on the highway right of way the applicant a-
grecs to reimburse the Iowa Department of Transportation for (1) the cost of work previously constructed by the Iowa Department
of Transportation [hat the applicant will destroy or remove; (2) the cost of materials that the applicant will remove from the right i
of way; or (3) the applicant will do certain work at his expense. Reimbursement to the Iowa Department of iranspartation or
work m be dune at applicant's expense is as follows:
All work as described above, in the development of a parcel of land described
as lots 8 & 9 of St. Mathias Second Addition to Iowa City, Iowa.
AGREEMENTS
The applicant agrees that If granted a permit to du said work the following stipulations shall govern.
I. The applicant shall lake all reasonable precautions during the conslmelion to protect and safeguard the lives and property nl the (raveling public
and shall save the Stale and the Iowa Department or Transportation harmless of any damage or losses that may be sustained by the traveling public on account
of such consturcllon operation.

4. Operations in construction and maintenance of the facility shall be carried on in such a way so as to not Interfere with or Interrupt Irallic on the
highway eaeepl in special cases which will be covered by additiorialstlpulations.
If permission Is given to do work that may frtledere will, the free flow of traffic, or when work is done within 10 feel of the edge of the pavement, the
applicant shall furnish two competent flagmen to control traffic and safely direct traffic by the work area.
S. The applicant shall seed and mulch all areas in the right of way disturbed by the operation and be responsible for the vegetative cover until well
established.
Any surfaced areas such as driveways, shoulders, sodded waterways and plantings disturbed by the operation shall be restored to their original
condition.
6. The applicant shall maintain any drainage structure built within the right of way that is built for the benefit of the applicant and not necessary
for highway use.
7. This permit is subject Io any laws now In effect or any laws which may be hereafter enacted,

portation at any time when, In the judgment of the Department it is necessary In the improvement or maintenance of the highway or for other reasonable

Approval is hereby requested to enter within the state road right of way and to do grading and build drainage structures
incidental thereto. Proposed work is shown on the attached plat and cross sections, and further described as follows:

CONSIDERATION
In consideration of the -panting of approval to do the above described work on the highway right of way the applicant a-
grees to reimburse the Iowa Department of Transportation for (1) the cost of work previously constructed by the Iowa Department
of Transportation that the applicant will destroy or remove; (2) the cost of materials that the applicant will remove from the right
of way; or (3) the applicant will do certain work at his expense. Reimbursement to the Iowa Department of Transportation or
work to be done at applicant's expense is as follows:
AGREEMENTS '
The applicant agrees that if granted a permit to do said work the following stipulations shall govern.
1. the applicant shall lake all reasonable precautions during the conslmclun to protect and safeguard the lives and property of the traveling public
and shall save the State and the Iowa Department of Transportation harmless of any damage or losses that may be sustained by the traveling public an account
of such nlnshurllon operation.
2. The applicant shall hold the Stale and the Iowa Department of Transp Ballon harmless of any damage that may result In said highway because of
the consimctiun or maintenance of the facility, and shall reimburse the Slate or the Iowa Deparlmenl of Transportation for any expenditures that the Stale or
Iowa Department of TunsPortallon may have to make on said highway on account of said applicant's construction.
