Lusk Avenue code review City Council members discussed the Lusk Avenue code review and the six claims outlined by Manville Heights neighbors as outlined in a memo from Mayor Throgmorton which includes an email from Karin Southard (IP2 of the 11/9/17 Information packet) and a memo from the City Manager and City Attorney (IP3 of the 11/16/17 Information Packet) responding to the Mayor's specific inquires. Action: Staff from CMO, CAO and NDS will begin advancing discussions on the following topics related to the 'Kinnick House' discussion: 'Infill tripwire'- potential neighbor notification when residential building permits are received for a structure that may not fit the mass/scale of the surrounding properties In addition to pending zoning changes, explore a 'quick fix'zoning code solutio that may limit the mass/scale of a new structure to a size relative to surroundin properties 4- Consider the feasibility of an alternate appointment to the Board of Adjustment that can step into a decision-making process when there is a recusal of a permanent appointee Continue to explore a reciprocal representation agreement with in-house couns of neighboring municipalities Emphasize to the Board of Adjustment at the time of an appeal that they resery the right to defer votes and that they should carefully consider all input prior to indicating how they will vote. Council Work Session November 21, 2017 Page 2 Clarification of Agenda Items • [Agenda Item 4d(4)]... Iowa City Downtown District Budget ... Mayor Pro tem Botchway questioned the purpose of the budget. City Manager Fruin stated the budget was showing how the ICDD was planning to allocate the SSMID property tax funds. Botchway also requested a review of city -funded organizations "commitment to diversity and inclusiveness'. Council member Dickens asked City Attorney Dilkes if he needed to recuse himself from the item since his business is in the downtown. Dilkes did not think it was necessary since Dickens did not serve on the ICDD board. Action: The CMO will add "Review city -funded organizations' commitment to diversity and inclusivity'. • [Agenda Item 9]... Rental Permit Requirements ...Council member Thomas asked if there was time to insert the University impact zone (1 mile radius) on the rental cap map. Howard responded that the University impact map was created specifically for the stabilization effort for multi -family, so it is slightly different than what they are considering now with the single-family duplexes. [Agenda Item 4f(7)]... James McCoy: Iowa City Municipal Carbon Fee and Dividend Resolution ... Council member Cole stated he was supportive of either a proclamation or resolution. Mayor Throgmorton thought a resolution would be more appropriate so that Council could act on the item. Council member Taylor had discussions with McCoy to ensure that there was no conflict with the climate action committee and McCoy had assured that it complimented what the climate action committee was trying to do. Action: The CAO will prepare a resolution of support related to item 4f(7) — Carbon Fee and Dividend Proposal. [Agenda Item 121... Council Appointments ...Council member Taylor mentioned the Council appointments and Mayor Throgmorton stated they would be deferring those appointments to the December 51' meeting. Information Packet Discussion [November 9, November 161 ➢ November 9 1. (IP3, Invitation from League of Cities: Municipal Leadership Academy —December 2) Council member Taylor shared her interest in attending the academy. Mayor Throgmorton verbally authorized the attendance. Action: The City Clerk's Office will help Council member Taylor get registered for the Municipal Leadership Academy. ➢ November 16 1. (IP7, Memo from Animal Services Supervisor: Urban Wildlife — Deer) Council member Taylor shared her feelings on a proposed deer kill to decrease the population. Council member Mims stated if the survey indicated the number of deer has risen, she would support a hunt. Council member Thomas has also heard concerns from the public regarding the deer population. Council Work Session November 21, 2017 Page 3 2. (IP6, Memo from City Manager: Student Oriented Housing Information) Mayor Throgmorton noted the data and the increased number of bedrooms primarily serving the student market since 2015 and stated it was helpful to have the data. (IP8, Copy of letter from Office of Public Housing, U.S. Department of Housing and Urban Development: Special Recognition of Iowa City Housing Authority) Mayor Pro tem Botchway congratulated the Housing Authority.
