That the proposed vacation of Sand Lake Drive, located north of Stevens Drive and west of South Gilbert Street (Sand Road) be approved contingent upon the relocation and reconstruction of Gilbert Street to become effective at a date to be deter- mined after a final construction schedule is formulated with retention of any applicable utility easements. 2.
