Comment: The Turf Ordinance allows, in addition to other remedies, the contract mowing of property and the assessment of costs to the Property. A list of the properties involved will be furnished at the time of the public hearing. (2) Consider resolution setting a public hearing on October 9, 1979, for neighborhood site inprove- ments - sidewalk repair program. Comment: This resolution would set a public hearing for this HCDA funded sidewalk project. The estimated cost is $88,000. The proposed schedule would provide for approval of plans and specifications also on October 9 and a bid opening on October 23, 1979 at 10:00 a.m. With this schedule, the work would begin this fall and be concluded next spring. Consider an ordinance approving the final PAD plan Of Court Hill -Scott Boulevard, Part VII (passed and % adopted). 5-7915. Comment: the Planning and Zoning Commission, at a regular meeting held July 20, 1979, recommended by a 4 to 0 vote approval of the subject develcpment located northeast of Amhurst Street subject to 1) the legal papers being revised, 2) the signatures of the utility companies being provided, and 3) a revision being made to show a curb at the end of Hanover Place. There was neighborhood objection to the development centering around two issues: 1) that the development is out of character with the existing uses in the neighborhood, and 2) that access should be provided to Scott Boulevard because Oberlin Street was not designed as a collector street and therefore should not serve as a collector street for all of the undeveloped land between Amhurst Street and Lower West Branch Road. The Commission's recommendation is not entirely consistent with the staff's recommendation. Some concerns were presented in the staff report dated June 21, 1979, which was attached to the agenda of July 31, 1979. Determining the responsibility of the continued maintenance of the stormwater detention basin has not been resolved and is still a major concern of the staff's. A public hearing on this item was held August 28, 1979. The legal papers have been submitted and the staff is in the process of reviewing the documents. If the staff finds these docmments acceptable, the Council will be so advised at the informal meeting on Monday and this ordinance will be ready for adoption. Comment: This agreement provides for continuation of our present subsidized taxi service for the elderly and handicapped through June 30, 1980. Comment: This resolution would award a contract to Metro Pavers of Iowa City for the alley project in the amount of $23,808.41 (see attached bid tab). The only other bid received was from Grady Unlimited of Des Moines. Public Works recommends award of the contract. Action: Item No. 12 - CONSIDER RESOLUTION AWARDING CURB RAMP PROGRAM, 1979. Comment: Bids will be received October 2, 1979. Comment: The Civil Service Commission has directed that a recently demoted police officer be returned to his formes rank of sergeant. There are presently no vacancies for a sergeant and this action will create a sergeant's position in the Police Department and eliminate a patrol officer's Position. At such time as a vacancy for sergeant does exist, Council will be asked to eliminate thissitio i and designate it as a patrol officer. n Action: a$ 4a8 Item No. 15 - RESOLVTION AUTHORIZING JOINT AGFEDM BETWEEN THE IOWA `J ! CITY LIBRARY BOARD OF TRUSTEES AND THE COUNCIL OF THE CITY OF IOWA CITY TO COORDINATE NEGOTIATING PROCEDURES FOR PURPOSES OF COLLECTIVE BARGAINING.
