Dubuque Street. ^ Remove the nine meters on the east side of Dubuque Street and sign this as a Commercial Loading Zone. o Explanation ^ This would eliminate congestion, perceived or otherwise ^ Improve the sight line as traffic enters downtown Iowa City ^ Address safety concerns raised from business owners and distributors Commercial Loading Zones 0 80% of vehicles in the commercial zones were private or unmarked vehicles. o Recommendations ^ Addition of commercial loading on 10 S. Dubuque Street. ^ Increase fine for illegal parking in a commercial vehicle zone to $25.00. Current fine is $10.00. ^ More strict definition of commercial vehicle. o Explanation ^ These measures are to keep non-commercial vehicles out of commercial zones. 100 E. Washington Street o Recommendations ^ No changes to 15 minute loading zones ^ Change "No Parking Anytime" signs to read "No Parking, Stopping, Standing or Loading". o Explanation ^ High response from businesses to keep 15 min zones for customers ^ Change in signs would help address the congestion and illegal parking that occur on the south side of 100 E. Washington Street. Meter Occupancy o Average daily occupancy is 91 %, 98% during peak hours 0 39% of users are "feeding" meters o Recommendations ^ Increase hourly meter rate from .75 to $1.00 ^ Increase expired meter fine to $7 or $10 o Explanation November 17, 2008 Page 2 ^ We anticipate that these changes will encourage long term parkers to utilize garages and open up on-street spaces for intended short term use One-Wav traffic on 10 South Dubuaue o Recommendation ^ Convert 10 block of South Dubuque to one-way o Explanation ^ Change 11 meters on west side of street to roughly 20 diagonal spaces ^ Add two 15 minute loading zones ^ Maintain commercial loading on east side of street ^ No vehicles in middle of street • Additional chances o Eliminate sale of all day permits for commercial zones to contractors o Adjust enforcement area to patrol loading zones more frequently Downtown Vehicle Congestion ~~~ 3..
