HomeMy WebLinkAbout1975-01-02 Council minutesCITY COUNCIL ORGANIZATIONAL MEETING JANUARY 21 1975 The Iowa City City Council met foranorganizational meeting on the 2nd day of January, 1975 at 11:30 A.M. in the Council Chambers of the Civic Center. Council - members present: Brandt, Czarnecki, deProsse. Absent; Davidsen. Mayor Czarnecki presiding. It was moved by deProsse and seconded by Brandt that the letter of resignation from Councilman.J. Patrick White, effective January 1, 1975, be recieved and filed. Motion carried. Councilman Brandt nominated Mary Neuhauser to fill the vacancy for the unexpired term of Councilman White. The Mayor asked for other nominations._ Councilman Brandt moved that nominations cease. A secret ballot was _taken. After tallying the ballots City Clerk Abbie Stolfus announced that Mary Neuhauser was officially appcinted as the new Councilmember, for the term expiring on January 1, 1978, and then gave Councilmember 'Neuhauser the oath of office. Councilman Brandt moved that a unanimous ballot be cast for Councilwoman Davids.n as Mayor Pro tem for 1975. There were no objections. T.ie Mayor announced that as there were no other nominations, a unanimous ballot was cast for Councilwoman Davidsan as Mayor Pro tem for 1975. It was moved by deProsse and seconded by Brandt that _- the December 23rd, 1974 minutes of the Steering Committee be received and filed. Motion carried. It was moved by deProsse and seconded by Neuhauser to amend the Personnel Rules and Regulations by the addition of Section G.2.e. concerning Boards and Commissions Ex- penses -Motion carried, Brandt voting. 'no'.-. Itwas moved by deProsse and seconded by Brandt toadoptthe Res- olution adopting the City of Iowa City Personnel Rules and Regulations. Upon roll call Czarnecki, deProsse and Neuhauser voted 'aye' Brandt voting 'no', Davidsen absent. Motion carried 3/1. It was moved by deProsse and seconded by Brandt to adopt the Resolution approving the Unclassified Salaries_ and Compensations for 1975 for the Acting City Manager, the - City Attorney and the City Clerk. Upon roll. call Czar- necki, deProsse, and Neuhauser voted 'aye', Brandt voting 'no', Davidsen absent. Motion carried 3/1. The Mayor 1 Page 2 City Council Organizational Meeting January 2, 1975 noted that the Clerk had been classified in the Super- intendent range, and that the City Attorney would be revising the procedures of his Department by March 1st. It was moved by Brandt and seconded by dePorsse to adopt the Resolution Approving the Classified Salaries and Compensations. Acting City Manager explained the cost - of -living relating to employees outside of the bargaxnxng unit. Upon roll call deProsse, Neuhauser, Brandt and Czar- necki noted 'aye'. Motion carried, 4/01 Davidsen absent It was moved by deProsse and seconded by Neuhauser to adjourn the meeting. Motion carried, 11:45 A.M.
