CITIZENS' STEERING COMMITTEE FOR THE
HOUSING AND COMMUNITY DEVELOPMENT ACT

SUMMARY OF DISCUSSION AND FORMAL ACTIONS TAKEN:
Dick Plastino, City Director of Public Works, reported on possible expenditures
of Title I funds in four areas:

(3) Ralston Creek--Plastino reported that he oxpects a poor cost -benefit
ratio to lead both the SCS and the Corps of Engineers to withdraw from the
Ralston Creek problem. Therefore, a consultant is needed to work up "in-
ternal solutions. Regarding the proposal of the Ralston Creek Neighbor-
hood Association's for dredging and other short-term measure, Plastino
said that the dredging of the lower reaches of the Creek would cost up, to
$100,000, and that the total of dredging, removal of certain bridges, etc.,
would be $250,000 - $300,000.
(4) Architectural Barriers --Work such as the breaking of curbing and re-

Joe Pugh, Finance Director, said that $380,000 is needed from first-year
funds for acquisition of land for the River, Corridor. Regarding the
reallocation of revenue sharing funds (See December 16 minutes), Pugh
reported that this can be done, but that we need to await the 1975-76
budget. Funds freed by Title I spending can be recommended for expenditure
for social services and mass transit operation; but the

summary and price tag (where available) for each. Information is still
needed regarding the 4C's and Mark IV Social Service Cencer proposals,
as well as the removal of architectural barriers and construction of
swimming facilities.

of elderly citizens' needs be completed prior to funding of improvements.

The Committee would like figures on the approximate cost of amenities
related to Urban Renrwal, as well as the approximate cost of beefed-up
Code Enforcement.
