In order to facilitate the coming election, when all seats will be vacant, a redistricting plan must be prepared. It will require - the cooperation of the city staff. It is our understanding that the procedure for redistricting is a lengthy one, and we believe that preperation should begin at once. We urge the Council to initiate the necessary action so that voter information on the new districts can be brought to the public. Our experience shows that any change in election procedures re- quires a great deal of time for public assimilation. ,The more delay involved in giving the public the information, the greater the confusion and difficulty in the conduct of the election.
