car to replace one of our old ones. :'then these two cars-

supply cost adjustment clause which replaces our fuel cost

includes changes in nuclear fuel and the energy component
of purchases and sales as well as changes in fossil fuel

Dear Ed:
The League of Women Voters of Johnson County supports the new
City Charter and the Home Rule concepts it embodies.
In order to facilitate the coming election, when all seats will
be vacant, a redistricting plan must be prepared. It will require
- the cooperation of the city staff.
It is our understanding that the procedure for redistricting is
a lengthy one, and we believe that preperation should begin at once.
We urge the Council to initiate the necessary action so that voter
information on the new districts can be brought to the public.
Our experience shows that any change in election procedures re-
quires a great deal of time for public assimilation. ,The more
delay involved in giving the public the information, the greater
the confusion and difficulty in the conduct of the election.
It is for these reasons that we call attention to this issue,
since new voter information will be imperative for the success of
this election.

This is a follow-up to the letter you received recently about the one -
day meeting Friday, February 7, at the downtown Ramada Inn in Des Moines.
(I-235 Exit 3rd St.) The meeting will provide an opportunity for you to
hear about and express ideas and proposals for revision of the current civil
service law and will hopefully generate action to implement these needed changes.
We have put together an interesting program and have some excellent
resource persons. Enclosed is the tentative agenda which will give you the
- basic format of the meeting. - -
At the bottom of this page, you will find the pre -registration form.
Please fill this out if you do plan to attend. There will be a registration
fee of $5. This fee includes a buffet luncheon and break -time refreshments.
The registration fee will be collected at the meeting. I am alsoenclosing
the hotel reservation card if you do want-accomodations. -
It is very important that you return this form as soon as possible if
you plan to attend. As I said in the last letter, _a member of our legal
research staff is preparing a detailed report on revision of the current civil
service law. This report will be sent out before the conference to those who
have indicated to us plans to attend. We will 'mail the reports as soon as
we can.
We hope to see you February 7th. -

RESERVATION OF RIGHTS AGREEMENT
THIS AGREEMENT is made and entered into between the
undersigned parties on this 30th"day of January
1975. The parties to this AGREEMENT are Hawkeye Security Insurance
Company (hereinafter known as "Hawkeye", and the defendants in
two separate lawsuits one of which is now pending in the District
Court of the State of Iowa, in and for Johnson County Law No s
42541_(brought by Amerex Corporation, Laurence R. Short and First
National Bank, Iowa City, Iowa, as plaintiffs) and the other of
which is pending in the United States District Court for the Southern
District of Iowa, Civil Action File No. 74-283-1 (brought by
Lawrence R. Short and First National Bank 'of.'Iowa City, Iowa, as
plaintiffs) hereinafter referred to as "Defendants".

City of Iowa City,.Iowa, bearing the policy number or designation
HCC9-03907 and any predecessor policy thereto containing the
same terms and with respect to the COMMERCIAL UMBRELLk EXCESS
LIABILITY POLICY issued by Hawkeye to the City of Iowa City,
Iowa, bearing the policy number or designation ESP2-50285 and
any predecessor policy thereto containing the same terms.
All of the undersigned parties agree and covenant '
that the participation of attorneys provided at the cost of Hawkeye
in the investigation-, defense and trial of the above lawsuits >
shall not be a waiver of any provisions of,the policies and will
not be construed as an admission or acknowledgment of coverage
under the policies.- It is agreedthat all parties hereby reserve
- all of their rights tinder the provisions of the insurance policies
in question. Defendants do not require Hawkeye to specify and detail
the reasons or provisions of the policies relied on by Hawkeye.
Defendants are free to provide additional counsel or attorneys
