JANUARY 21, 1975
7:30P. I.I.
The Iowa City City Council met in Regular Session on
the 21st day of January, 1975 at 7:30 P.M. in the Council
Chambers at the Civic Center.
Present: Brandt, Czarnecki, Davidsen,..deProsse, Neuhauser.
Absent: none. Mayor Czarnecki presiding. The Mayor noted
that KXIC Radio Station recorded the meeting, portions to be
broadcast later are at the "discretion `of the radio station and
in no way controlled by the City or the Council_
It was moved by deProsse and seconded by Davidsen that
the minutes read thus far constitute a fullreading of the
minutes for January 7th Regular Council meeting and that
Council approve them subject to correction. Motion carried.
Mayor Czarnecki proclaimed the week of January _1.-25
as Jaycee Week. -
Lloyd Paulsen, 3006 Muscatine, presented a petition for
a traffic light at Southlawn -and Muscatine. It was moved by
• Brandt and _seconded by Davidsen that-the-petition be received
and filed. Motion_ carried. _ The Mayor advised the petitioner
that the Staff would investigate and report.
It was moved by Brandt and seconded by Davidsen that the
minutes of the meetings of the Housing Commission, 12/4/74;
12/11/74, 12/12/74 and 12/13/74; Airport Commission, 12/19/74;
Design Review Board, 1/9/75; Planning and zoning Commission,
1/9/75 and Riverfront Commission, 1/16/75 be received and
filed. Motion carried.
It was moved by Brandt and seconded by Neuhauser that
the Design Review Board recommendations on the Urban Renewal
Amenities Plan be received and filed and made part of the
discussion. Motion carried.
It was moved by Davidsen and seconded by Neuhauser to
receive and file the Iowa City Housing Commission's recommendation
that income limits for the Leased Housing Program be raised to
the maximum permissible by State Code and the City Manager
check with the Housing Commission and Housing Staff. Motion
carried.
It was moved by Brandt and seconded by Davisden to set a
Public Hearing to Rezone the South Half of Block 83 of the
• Original Town of Iowa City from C2 to CB for Feb. llt-h. Motion
carried.

The Mayor announced that this was the time set for the
Public Hearing on the disposition of funds for the Community
Development and Housing Act of 1974. Interested persons
appearing were as follows:- Ira Bolnick, member of the
Steering -Committee, presenting a clarification of their
report. Dr. Bob Ogeson, urging Council to provide funds for
swimming pools at each High School. John Neff, representing
citizens from a'forum at the First Christian Church, outlined
several suggestions. Bob Hibbeler, Goodwill Industries,
answered questions, noting that the workshop center planned
at the Me Too site was not a replacement for the Budget Store,
and elaborated on the services comtemplated: Fredine Branson,
Chairperson•of-the Housing Commission presented a statement
requestingfunds to buy houses, rehabilitate them and then
rent them to low income persons. Dick Buxton asked that
his proposal concerning the swimming pools be amended by
deletion of references to the referendum.. Pat Hanrahan,
representing the Johnson County Task Force for Area Agency
on Aging, requested that contemplated use of the Close Mansion
as a senior citizens center be denied and funds used for
construction of -a Human Resources Center that included a
Senior Citizens Center. Jim Lindberg appeared supporting
_covered ice skating -facilities: Margaret Mac Donald urged
• Council to consider acquisition of park and recreation land
located West of Dubuque, South of Foster Road and North of
Taft Speedway (Englert Tract). Richard Brass, SEATS Coordinator
summarizedtheirproposal requesting 100% subsidy for expansion
of SEATS services which have a direct bearing on Iowa City
citizens. Mayor Czarnecki requested that Mr. Brass separate
out the capital expenses from the operating expenses.
Carol Fre-sssini spoke concerning the need for the Child
and Family Resource Center. Paul Huston appeared supporting
the swimming pools, as a- joint' enterprise. Linda Fisher -
questioned what the $50,000 for recycling was.supposed to be,
and this was explained. James Harris suggested reappraising
the function of the inter -city area, and presented a statement.
Clemens Ehrdahl asked allotment of 'funds for sewer problems
in Southeast Iowa City. Ken Haldeman noted that the request
was for $650,000. Steve Noel appeared supporting_ swimming
pools in both high schools, noting that Iowa City does not
have a YWCA or YMCA. Alicia Claypool commented on several
of the items in the Steering Committee report, pointing out
the omission of_funding,for continued efforts of the Committee.
Mayor Czarnecki thanked all for attending and then further
procedure was discussed. Mr. Kraft suggested that Council
let the Staff know if any of the projects are definitely
not wanted, and stated that he would check on the feasibility

the Ralston Creek Committee at her home on January 29th at
8:00 A.M.

It was moved by Brandt and seconded by Davidsen that
the rules be suspended and the third reading of the Ordinance
to Rezone a Tract of Land at 2650 South Riverside Drive from
R1A to Ml Zone as requested by Charles Walden be given by
title only. Upon roll call Brandt Czarnecki, Davidsen;
deProsse, Neuhauser voted 'aye'. Motion carried and third
reading given by title only. It was moved by deProsse and
seconded by Davidsen to adopt the Ordinance. Upon roll call
Czarnecki, Davidsen, deProsse, Brandt voted 'aye', Neuhauser
voted 'no'. Motion carried 4/1. There was discussion
on whether the remaining R1A parcels should be referred to
Planning and ,Zoning for a_study. The general concensus was
against this action.
It was moved by deProsse and seconded by Neuhauser that
the rules be suspended and the second reading of the Ordinance
to Rezone Governor, Lucas and Dodge Street areas South of
Burlington Street and North of the CRI&P_ Railroadfrom an
R3A zone to an R3 zone be given by title only. Upon roll
call Davidsen, deProsse, Neuhauser, Czarnecki voted 'aye',
Brandt abstained. Motion carried and second reading given
by title only. City Attorney Hayek advised that he would
report in advance of meeting concerning the vote on this -
• Ordinance.

to Rezone 13 Lots in the Summit Street Area-South of Burlington '
Street from an R3A' zone to an R2 zone be given by title only.:
Upon roll call deProsse, Neuhauser, Czarnecki, Davidsen voted
'aye', Brandt abstained. _Motion carried and second reading
given by title only.
It was moved by deProsse and seconded by Neuhauser that
the rules be suspended and the _second reading of the Ordinance
Amending FenceandShrub Height Requirements of the Zoning
Code be given by title only. Upon roll call Neuhauser, Brandt,
Czarnecki, Davidsen,' deProsse voted 'aye'. Motion carried
and second reading given by title only.
It was moved by Brandt and seconded by Neuahuser to
amendtheOrdinance Amending Fence and Shrub Height Require-
ments of Chapter 3.38 of the Municipal Codetoconform to
Planning and Zoning language in the Ordinance.in-Item'14. Motion
carried. It was moved by Brandt and seconded by ,Neuhauser that.

the rules be suspended and the second reading of the Ordinance
to Vacate the Alley in Block 86 of the original Town of Iowa
City requested by the University of Iowa be -given -by title
only. Upon roll call Czarnecki, Davidsen, deProsse, Neuhauser,
Brandt voted 'aye'. Motion carried and second reading given
by title only.
It was moved by Brandt and seconded by Davidsen to -adopt ,
the Resolution AuthorizingAmendment of Contract for Urban
Renewal Legal ServiceswithJohn Hayek by providing fornew
compensation_ rates of $30.00 per hour for general urban renewal
matters and $35.00 per hour for litigation services.Upon
roll call Davidsen, deProsse, Neuhauser, Brandt, Czarnecki
voted 'aye'. Motion carried.
It was moved by Neuhauser and seconded by deProsse to
adopt the Resolution Approving a Bus Loading Zone on the North
Side of College Street Immediately Back from the Intersectionbuses.Gilbert for loading and parking of buses. Upon roll call
deProsse, Neuhauser, Brandt,' Czarnecki, Davidsen voted 'aye'.

It was moved by Brandt and seconded -by deProsse to adopt
• the Resolution Approving Ground Rules Agreement Between the
City of Iowa City and.the Police Patrolman's Association, -concerning
negotiations leading to the Union contract: Upon roll call

It was moved by Brandt and seconded by deProsse to adopt
the Resolution Approving an Engineering Agreement with'Hawkeye
Engineering_ for Urban Renewal Surveying Services. Upon roll
call Brandt, Czarnecki, Davidsen, deProsse, Neuhauser voted
'aye'. Motion carried.
It was moved by Brandt and seconded by Neuhauser to adopt
the Resolution Modifying the Agreement for Engineering Services
with Shive-Hattery and Associates for the Demolition and Site
Clearance Project, R-14. Upon roll call Czarnecki, Davidsen,
deProsse, Neuhauser, Brandt voted 'aye'. 'Motion carried.
It was moved by Brandt and seconded by Neuhauser to adopt
the Resolution Setting Public Hearing on the Resolution of
Necessity for the Muscatine Avenue Improvement Project for
February 11, 1975 at 7:30 P.M. Upon roll call Davidsen, deProsse,
