The Iowa City City Council met in Regular Session on the
lith day of February, 1975 at 7:30 P.M. in the Council Chambers
at the Civic Center.
Present: Brandt, Czarnecki, Davidsen, deProsse, Neuhauser.
Absent: none. Mayor Czarnecki presiding. The Mayrnot be
that KXIC Radio Station recorded the meeting, portions
broadcast later are at the discretion of the radio station and
in no way controlled by the City or the Council.
It was moved by deProsse and seconded by Davidsen that
the minutes read thus far constitute a full reading _of_the
minutes for January 28, 1975 Regular Council meeting and that
Council approve them subject to correction. Motion carried.
Mayor Czarnecki gave a brief rundown of previous action on
the Marijuana Ordinance.Those appearing for ,discussion .were:
Daniel Power, 295 Bon Aire; Brad Rick, 15 N. Johnson; Max Metcalf;
Lutheran Clergyman; Rod Miller, 64 Hilltop Trailer Court; Debra
- Cagan, 1030 E. Court; Steven Ecklund, 504 S. Van Buren; Jim
Swaim, 2109 H St.; James'Spratt, 3104 Maplewood Lane and the
Director of Public Safety, Dave Epstein. City Attorney Hayek
- explained the Council's legal authority. It was moved by
deProsse and seconded by Davidsen that the letters from Mr. and
Mrs. Edward Wise, 504 S. Lucas and Steven Freedkin, 220 N. Dubuque
be received and filed Motion carried. Council discussed
endorsement of decriminalization of marijuana to send to the
State Legislature and decided on formal action at the next
meeting.
Debra Cagan appeared concerning poorly lit intersections
on Madison Street, and asked for interim action until the
question of Madison Street is resolved. Director of Public Works,
Dick Plastino advised he would investigate.
It was moved by Davidsen and secondedbyNeuhauser that the
minutes of the Iiousing Commission meeting of 1/15/75 and
1/22/75 be received and filed. Motion carried.
"Mayor Czarnecki announced that this was the time set for the
Public Hearing to Rezone the South Iialf of Block 83 of the
original Town from C2 to CB. Director of Community Development,
Dennis Kraft gave a short

property for the City's parking
Mall. There being no others present to speak the Mayor declared
the hearing closed.

Mayor Czarnecki announced this was the time set for
the Public Hearing on the Resolution of Necessity for the
_--__Muscatine Avenue Improvement Project.- Public Works Director,
Dick Plastino presented five options for Council's consideration.
Several interested citizens appearing included: Dick Grenko,
30 Bedford Court; Dan McConnell, 14 Bedford Court; Darleen Gibson,
1323 Esther, who presented questionaires sent to Robert Lucas.
School parents; Brad Meyers, 1401 Rochester; Bob Dewitt, 11
Bedford Court; Rhoda Rhodes, 19 Durham Court;-James-Spratt,
3104 Maplewood Lane; Lewis Stegink „ 2 Bedford Court; Ken Haldeman,
720 Second'Avenue; -Diary Rae Reece, 3000 Muscatine Avenue; Robert
Welsh, 2526 Mayfield -Road; -and Caroline Embree, 741 Dearborn.
Council discussed pedestrian safety, traffic speed control,
funding for the project. It was moved by deProsse and seconded
by Neuhauser to adopt the Resolution of Necessity._ It was moved
by Davidsen and seconded by deProsse that the Resolution be
amended to include consideration for traffic safety. Motion
carried. The roll call vote on the first motion was taken,
Brandt, Davidsen, deProsse and Neuhauser voting 'aye', Czarnecki
voting 'no'. Motion carried 4/1. After declaring the Public
Hearing closed, the 'Mayor 'advised that at the next Tuesday
informal meeting, Council would determine the scope of the
project and funding.
The Mayor announced that this was the, time set for the
Public Hearing on recommendations for `the -Disposition of -Funds -
from the Iiousing and Community Development Act of 1974. The
tentative list of projects and programsfor funding in the
first year of Housing and Community Development Act of 1974 was
presented. Brad Meyers, 1401 Rochester, appeared requesting a
trail for the handicapped in the Hickory Hill Park. Tom`Feldbush,
22 Mt. Vernon Drive, appeared concerning funding for the North-
east Park. Elizabeth Foxley, 730 E. Burlington, appeared con-
cerning inclusion of inventory of historical, sites for the
Comprehensive Plan'. Mike Jacobs, 2524 Bartelt Road, outlined the
activities of the daycare center. He advised of a possible
donation of a building site by the Lutheran Church. Ira Bolnick,
Steering Committee member, supported funding. The general
concensus of the Council was to not fund the Mark IV Neighborhood
Center the first year. Jeanie Williams appeared concerning the
Human Needs Planner. Mrs. James Cooper presented a petition
for a swimming pool. Carol Spaziani appeared concerning the
Referral:_ Service. Robert Welsh,
United Way Information and
2526 Mayfield Road, appeared concerning several items.
Thea Sando, 1310 Oakcrest, asked for further discussion with
Mark IV representatives Henry Fox, 1109 Tower Court, presented
several concerns.

Concerning the Senior Citizens Center in Close Mansion,
it was the concensus of the Council -to fund only equipment.:
Council discussed acquisition of the Post Office. The Mayor
advised of further discussion on Thursday, at 7:00 P.M. and
declared the public hearing closed.
Councilwoman deProsse announced a report next Tuesday by
the Ralston Creek Advisory Group. The Mayor asked that the
Staff meet concerning traffic problems on Court Street with
citizens in the area. He announced a budget meeting at 1:00 PM
on Wednesday and at 7:00 P.M. on Thursday night, an A95 review on
the Housing tomorrow, and a meeting on -February 20th at 7:30 PM
at the Recreation Center to establish an IowaCityArts Council.
He also commented on the East Central Iowa Regional Planning
Commission meeting to discuss how to set up Manpower Adv. Board.
It was moved by Brandt and seconded by deProsse to adopt
the Resolution Accepting the Work on the Furnishing of Equip-
ment for the 1974 Burlington Street Traffic Signal Program -
Division II by H. B. Allen, Inc. of Des Moines. Upon roll call
Czarnecki, Davidsen, deProsse, Neuhauser, Brandt voted 'aye'.
Motion carried.
It was moved by Davidsen and seconded by Neuhauser, that
the letter from Della Grizel, 1530 Sheridan Avenue, regarding
Housing and Community Development Act funding be received and
filed. Motion carried.
It was moved by Brandt and seconded by Davidsen to adopt
the Resolution Approving Cigarette Permit for Jose Taco, 517
South Riverside Drive. Upon roll call Davidsen, deProsse,
Neuhauser, Brandt, Czarnecki voted 'aye'. ,Motion carried.
It was moved by Davidsen and seconded by Neuhauser to
adjourn the meeting, 11:55 P.M. Motion carried.
