Committee member, stated that citizen participation had not
--been listened to, and requested Councilpersons state why

- Clara Oleson, 227h E. Washington Street, appeared concerning
the Washington Street program, requesting that the main focus
be on making it safe for women by consideration of lighting,
parking, danger of parks and suggestion for bus shelters with
telephones. She also asked that the legal staff look into
the HUD requirements of Equal Employment Opportunity in the
area of the Housing Ordinance whichshouldnot allow discrimi-
nation on the basis of sex in the rental and sale of housing.
City Manager, Neal Berlin suggested that discussion of
the Post Office disposition should be scheduled for an early
informal meeting but advised waiting to discuss Washington Street
project until, there;; is more information. It was moved by
•Davidsen and seconded by Neuhauser that the letter from the
Steering Committee be received and filed and made part of the
HUD application. Motion carried, deProsse absent from the
room. Mayor Czarnecki then declared a five minute recess.
Mayor Czarnecki announced that this was the time set for
the Public Hearing on the Federal Aid to Urban Systems Program
for the City of Iowa City. Director of Public.Works, Dick
Plastino_outlined the projects for use of FAUS money as Repair
of Park Road Bridge, $95,000; Bikeways on Rocky Shore Drive,_
$65,000; Five Traffic Signals at Jefferson and Market, $100,000;
and one signal at Summit and Burlington, $15,000; totaling
$275,000 the 30% City share. Mayor Czarnecki advised that at
informal discussion, the Council had decided to defer the
Muscatine Avenue project to July 1975 -July 1976 FAUS budget.
It was moved by Davidsen and seconded by Neuhauser to adopt
the Resolution Authorizing the Director of Public Works to
Sign the Interim Map Designating the Federal Aid to Urban
Systems Routes within the City of Iowa City. Upon roll call
Brandt, Czarnecki, Davidsen, deProsse, Neuhauser voted 'aye'.
Motion carried. There being no others present to speak, the
Mayor declared the hearing closed. -

Councilwoman Davidsen notified the council that she could
not attend the Transit Advisory Committee meeting on Thursday.
It was moved by Brandt and seconded by deProsse that the letter
from Mrs. R.D. Halden, Swisher, concerning decriminalization
of marijuana be received and filed. Motion carried. The Mayor
called attention to the letter from the Director of Public
Works concerning the snow and ice removal policy with the graph
of the amounts of salt and sand used. It was moved by Brandt

carried. The Mayor also noted receipt of the request from the
Human Relations Commission for funding and staff support.
The City Manager advised that he would report on the options,
noting that it ties in with the Human Relations Coordinator
programs.
Council discussed the filling of the position on the Joint
Law Enforcement Commission. Councilwoman Neuhauser advised that
she was willing to serve if the Counnil had ;decided to goon
with the program. The Mayor advised that it was difficult to
represent the Council at this Commission. itrwasemoved

It was moved by Brandt and seconded by deProsse to set
a Public Hearing on the Iowa City 1976 Fiscal Year Budget for
March 4, 1975 at 7:30 P.M. in the Council Chambers. This
is consistent with the budget schedule established for'
evaluation'.and'discussion-of the Fiscal 197G operating
budget from July 1, 1975 to July 1,,1976. Motion carried.
It was moved by, Brandt and seconded by deProsse that the
letters from R. M. Hetherington, Iowa -Illinois Gas and Electric
regarding revision to electric rates schedule and from Mary
Hartwig, President, Iowa City Chamber of Commerce, regarding
1974 Housing and Community development act funding be received
and filed. Motion carried. :
It was moved by Davidsen and seconded by Neuhauser to
adopt the Resolution approving Class A Club Beer and Liquor
Sunday Sales permit application from Iowa City Moose Lodge
#1096, 2910 Muscatine Avenue. Upon roll call Davidsen, deProsse,
• Neuhauser, Brandt, Czarnecki voted 'aye'. Motion carried.
It was moved by Davidsen and seconded by Neuhauser to
adopt the Resolution Approving Class B Beer Permit Application
for Hilltop Tavern, 1101 North Dodge St. Upon roll call deProsse,
Neuhauser, Brandt, Czarnecki, Davidsen voted 'aye'. Motion
carried.
It was moved by Davidsen and seconded by Neuhauser to adopt
the Resolution Approving Class C Beer and Liquor Permit Appli-
cation for Gene's, 1134 South Gilbert. Upon roll call Neuhauser,
Brandt, Czarnecki, Davidsen, deProssevoted'aye'. Motion carried.
