Upon roll call Czarnecki, Davidsen, deProsse, Neuhauser voted 'aye', Brandt absent. Motion carried. --, Mayor Czarnecki covered the highlights of the City Spirit -Grant Applicationandpresented the proposed application, the purpose of which is to establish an Arts Resource Center. Council discussed the 50/50% match, bicentennial grant with a city expenditure -of -$10,560; the four possible projects; discussion by the' -Parks and Recreation Commission tomorrow; and the possibility that the requested Recreation Study Grant could be.a part of the Comprehensive Plan. John Harper appeared in support of the application, and discussed the tight timeframe - and exceptional circumstances.- After it was pointed out that this procedure was contrary to the policy _Council had decided on -not to'receive 'and vote on an issue the 'same meeting, and that it had not been reviewed ,by the City Attorney for the Finance Department, the Mayor declared that the majority of the Council did not approve endorsing the application at this meeting. It was moved by deProsse and seconded by Neuhauser that the 1974 Annual Report of the `Boards'and'Commissions be received and filed.- Motion carried.
