HomeMy WebLinkAbout1975-04-22 Council minutesPage 2 Council Minutes: _April 22, 1975 During -tile discussion of -the -Ralston Creek Coordinating Committeeandthe five -point policy, the;_question'of the legality of the meetings was raised and whether the action taken:at the February- 18th meeting to officially designate the: Ralson- Creek Committee was proper. The City Attorney noted that it was not proper, but advised three alternatives that the Committee would have, 1) to continue as a private citizen group, 2) to ask Council to establish a Ralston Creek Committee or Commission, the Mayor and Council appointing members who wouldfollowpolicies as set up"for 'Boards and Commissions, and '3)`establish the Ralston Creek Coordinating Committee, -__and appoint the present members as -official members. This: could be accomplished by a Resolution or an Ordinance. The City Managersuggested that to resolve the problem, the Council could pass a simple motion stating that the intent of the Council'sprevious action on February 18th was not to recognize this Committee as an official.Board._or:Commission_of,the . City of Iowa City. Issues discussed_ were alternatives, recognition of appointment, one difference being the reference to hiring of a consultant; continuity of the Committee; the City_ Attorney's statement thatCouncilcannot delegate authority to a citizens' committee. Ken and Roxanne Haldeman were present for discussion. It was moved by Brandt and seconded; by Neuhauser that Councilwoman deProsse be appointed to discuss the suggestionswiththe Ralston Creek Coordinating Committee;, -work with the City Attorney and come back with recommendations for resolving the problem. Motion carried. Councilwoman deProsse suggested an Ordinance .be prepared' regarding the establishment' of Council salaries. Councilman Brandt requested that City Attorney Hayek and City, Manager Berlin bring the Flood Plain Ordinance back to Council for discussion. It was moved by Brandt and seconded by Neuhauser that the present -copy of the Flood, Plain "Ordinance beforwarded to -the Ralston Creek" Coordinating Committee for report in 60 days to Council. Motion carried. Mr. Berlin noted theFederalGovernment is in the process of delineating the Flood 'Plain. Councilwoman Neuhauser reminded Council of the meeting of the Joint Law Enforcement Comm.-, at 1:00 P.M. on Wednesday at -.the Davis Building. Councilman Brandt noted he would attend since the -other four members of the Council will 'be - out of town at that time. Mayor Czarnecki advised he had received correspondence from Governor Ray.r.esarding the Rock Island Railroad and a -letter. from Senator Percy.
