Mayor Czarnecki announced a - meeting of representatives of Large Cities in Des Moines on May 14th with Mayor Cole of Sioux City to lobby for pending bills that affect cities, and advised that he would attend with any others who wished to attend. Mayor Czarnecki asked that a status report be given on the UMTA Grant Application and the discussionswiththe University and Coralville. Finance Director Joe Pugh pointed out that because of the Department of Transportation s--decision-to- consider the matter of deferring the portion ;of the grant that applies to the University, two options had been developed to present to -Council, -l) make a'decision ,to defer the -..University-'s portion or 2) to negotiate and amend the present 13c Agreement. _-After talking to the Department of Transportation on how the deferral works and how it affects the 13c Agreement,' -he found that the Secretary of Labor's assurance was more - -broad than had been anticipated under that agreement, and recommended that it was vital to review the Secretary of Labor's letter of assurance and -noted _that` -it points up the important aspect that the 13c Agreement must=:be backed up by ,strong lease; agreements. He reported that the Coralville "City 'Council 'will -finalize their lease agreement after the relationship with the University is clarified. After dis- cussion, it was moved by Brandt and seconded by Neuhauser that the City Manager and Staff analyze the letter from the Secretary of Labor and continue the discussions with the University, -_,and report back to Council`. The City Manager commented that as the noon luncheon at Mercy Hospital would be late, that it would be a good idea to defer the -starting -of-the"Monday May 12th -meeting to 1:30 P.M. Council agreed. I-IFORMAL DISCUSSION APRIL 24, 1975 _ = 1:00 P.M. -The Iowa City,City Council met in informal session- on the 24th day of April, 1975 at 1:00 P.M. in the Con- ference Room`aE'the'Civic Center. Staff members present:'' Hayek, Kraft, Wollmershauser, Strabala, Pugh, Berlin, Stolfus, Zelenka,"Neppl, Bonnett. Mayor Czarnecki presiding. The Mayor announced discussion of Urban Renewal and'-reprecincting;` Brad Meyers from the University 'of Iowa Veterans Association was present and voiced concern•.over:.whether' buildings_ in Urban Renewal will be accessible to'the `handi- capped and volunteered their association's, services for on-site inspection and planning. The Mayor.noted'that the Council is cognizant of their needs, and that the City would abide by Federal regulations. Mayor Czarnecki announced that there would be a series of reviews by Staff members of Engineering,_ Planning, and Finance on Urban Renewal. Richard Wollmershauser presented the Planning Department's chart showing the shifts in the takedown schedule, land delivery dates and construction • schedules necessary for the suggested - changes from the developer..` George Bonnett discussed_ -=the concerns of the Engineering Department -on three items: 1) coordination for construction of the Mall and Parking Ramp, 2) the heavy construction schedule for 1978=1979, _._ but saw no problem in scheduling slid in the manner presented; and 3)= =that very little construction is done from October 15 through April -.15. =- Concerning the Finance Department review, Joe Pugh commented on the procedures used for analysis of _the amendment proposed and advised that basically the contract amendments revise Schedule C,--'whichis in .variance with< -_the land -marketing documents, 'which 'served As a basis -for evaluation of; the Old Capital proposal;in 1973. He also stated that the 'take-down 'schedule -was part of the bid 'and -the developer was tohavepurchased all parcels no later than March 1,_ 1976. The Mayor announced-discussion of the Paving Assess- ment'Program, the"'UMTA Grant and Pending Items. Director of Public Works Richard Plastino explained 'the four paving sites in the 1975 Paving-Assessment-.Project-.- avingAssessmentProjectas asdiscussed in his `memo _of April:-21st. #1, alley between Fairchild`and'Davenport.-St. east of. Dodge St., a minimum of--time needed for staff work; Council decided to, check back with the requestor,-St. Wenceslaus Church, to see, if they could>go,ahead and pay for paving it. #2, the north :220 feet of the alley between bodge and Lucas St. time needed; -____---south-of-Bowerg o St., also a minimum: of staff __-- a'-storm sewer and catch basin-also-to-be installed, to ' help _correct a water discharge problem. It was pointed out that the City has no ordinance covering storm sewers. Council discussed the procedure for "future ;paving projects. #3,_south ,Riverside Dr. south of Willow Creek, City cost of $14,000 is not budgeted in''Fiscal Year 1976. :Plastino =and Bonnett discussed the problems on maintenance of the road, the heavy truck traffic, amount of time needed to survey and`design-and prepare-assessments, ,23 man-weeks. Finance Director- Joe Pugh explained-the financing, sale_ of bonds-under Chapter 391A, possible change in use of Housing and Community Development funds, use of special. assessment bonds to replace working -capital in special assessment construction` fund.' Council agreed that the work should be done, but should be:keyed --into.the discussions of Capital Improvement Projects, and budget for; Fiscal budgeted Year 1977. #4, Sycamore St., 300 feet. The money in Fiscal Year 197.6 for extra-width paving has already_ item been paid to Frantz. The Mayor noted that this would be deferred to the discussions on the CIP. - Pugh advised that the Department of Labor had approved part: of .the-Urban 'Mass Transit Grant, • -.the _-13c ..Agreement, -and had notified the Department of Transportation, so the no ve all the requirements forpreparation-of. Kraft -noted that concerning -the Sign Ordinance, #74-1787,, he would be meeting with, the 'Commerce of Chamber May 29th, and that all amendments' would be considered in the same:ordinance,-these; concerns are actively being pursued. Davidsen-and deProsse`will attend the Chamber of Commerce' meeting the 29th. on =Item #74-1535, Jane Irish Property, this is a legal matter referred to the City Attorney for report. On page - 3, the Chamber of Commerce film, no action required, so should be deleted from list. Regarding the process for dealing with City's involvement in services 'social and needs, the Mayor advised of meetings' between the City,= County and United Way; the availability of Title 20 money 25/758 match, for; planning purposes,, the.
