MW May 27, 1975 L,.NNY D,.410S•N: CM01 d-, !SE NDC[wPotE Pules-Committee Report of May-27,1975: The Pules Committee wishes to stress the existing openness of Iowa City government and the need for cooperation between the legislative and administrative branches as well as among Councilmembers as a-basis for achieving the best cotrnunity for the citizens of this City. In response to the comments by the Mayor to the Rules Committee report of; May 20 `1975,'the `Rules Committee submits the following comments for consideration and 'adoption:` - (1). The division of authority between the Mayor and the Council is minimal. The; Mayor has very limited powers. under Chapter 2.O4 of the 6i code and the elected-by-the-Council position of Mayor is basically that of a presiding officer. The role carries no more weight in the general day to day business-of the Council than that of any other member of the Council. As spokesperson 'for the Council, with the underlining philosophy of an open gov y, it is most ernment working together cooperatively, important that. the Mayor represent the consensus or majority viewpoint of the Council. "Individual`Councilmembers.are free to express their own - opinions publicly at Council meetings or to the neves media. (2). There is no question that the mayor must sign all official papers of the City and may do so without review by the Council. (3). The following policies shall be adopted•as a part of this report:, A. All correspondence relating to City business addressed to the Mayor and the `Council, or the Council: should have a response sent on_official.City_stationery: Responses, may ex written by the 1.layor.or the mayor pro-tem and. the 'viewpoint expressed shall be reflective of-a consensus or maority view of the Council when appropriate. Letters shall be referred to the City staff for additional responses or actions whenever appropriate. R.
