Mr. Lee Hood Capps has studied the history of the Youth Services Coordinator, United Action for Youth, 'Mayor's Youth Employment Program, Youth Emergency Shelter,_' and Uncles Program and has interviewed the directors of each program in an_effort :to assess the operation of the Johnson County Youth Programs Package.. Mr. Capps' central concern has -_been the evaluation system --or lack thereof --used to measure the effectiveness of the programs and their impact on the young People of Johnson County. The end; product of his efforts is an assessment of our evaluation process submitted to Dr. Charles D. Carey, Department of Political Science, University of Iowa. - Lee Hood Capps recently expressed an interest in continuing to work with the: youth programs by assisting mein developing a unified system of measurable youth service goals, monitoring procedures,_ and, evaluation tools. I believe that Lee's training in -evaluation techniques as well as his familiarity with the youth programs and their staffs make his involvement in;specific-evaluative tasks'- most desireable. - It is my feeling --and a judgment borne out by Lee's evaluation -- that reports on the youth services have thus far contained.little valid statistical data by which we might measure the effectiveness of the programs. In addition, I`feel strongly that`a strong data base -is-essential, -if we are to continue to build an expanded sys- tem of comprehensive_ youth services. Both -the needs of'young _peo- ple and the effectiveness of existing programs in meeting those needs must be stated in specific and measurable terms; the objec- tives of ouryouthprograms must be formulated accordingly. - Mr. Edgar Czarnecki Mayor of Iowa City May 20, '1975 Page'2 :The job description for the Youth Services Coordinator specifies that 20 percent of my time should be devoted to evaluation;ofnoni - the'programs This is certainly-sufficient_time for ongoing toring and feedback, but it is not adequate for the effort that is needed 'to set up the basic mechanism of evaluation., It would seem that inadequate allocation of time to date has been one reason for the lack of externally valid evaluation. Outside technical assistance is necessary. I,, therefore, -discussed with Lee the possibility of working as'a summer intern to perform specific evaluation= =tasks -for the youth programs. Although we considered utilizing City staffforthese evaluating tasks, it was evident that the staff lacked the timenecessary for the pro- ject. Given the size of the city's contribution to the youth programs --$75,000-- the allocation of some of Iowa City's planning money under the Jtme 10, 1975 Page 2 _ -Park and Recreation Commission May 14, 1975 • --SUMMARY=OF;DISCUSSION AND FORMAL ACTION TAKEN: The Iowa City Park and Recreation Commission --met in Regular Session on Wednesday; -May -14, 1975, with Chairperson Fox presiding. * Davis moved and Sangster seconded that the minutes of the May 30, 1975, meeting be approved as written.Unanimous. Bob Lee made a correction in the April 9, 1975, minutes: Page 3--paragraph'six--the second sentence should read, "He also - noted that there were four new pieces of equipment --a ladder `and balance.beam designed by David Byrd and built by_the_Park crew,,a horizontal bar -purchased by the Optimist Club, and a mat purchased by_the lawa,City Coralbelles and the Old Capitol Chorus." There was a'concensus that Commission would, in the future,'like -to meet in rooms that -are _accessible -to--the handicapped. -Lee .was. requested to ' look into the possibility of using rooms at the Recreation Center for Park and Recreation Commission` meetings. - - -John Harper discussed the City Spirit Grant Propcsal, stating that this grant comes from the National Endowment for the Arts. The proposal will • be submitted by the City, acting as sponsor. Harper commented that no - City money is involved, therefore, no competition with Commission for funds. Harper's second item of discussion was the Iowa City Arts -Council, an independentcommunityorganization which is not sponsored by the City. The organization will raise its own money and will not be in competition with Commission for funds and won't come to Commission for funding. Thirdly, Harper discussed the Iowa Community;Betterment Program. He com-_- -- mented that Council had endorsed the Iowa City Arts Coin cil.to•proceed with an application to the Iowa Development Committee for recognition in the above program. Discussion then turned to the Special Populations Involvement (SPI) Program and the_proposal by Dr. Charles Dougherty* "Community Based Therapeutic Recreation Services for the Handicapped, A Proposed Special Service Program for the Iowa City and Johnson County :Area",dated April 28, 1975.-- Dr. Dougherty's proposal is based upon the -1974-75 SPI Program. - Stockman commented that an application could be -made -to fund a program such as the one proposed by Dougherty through Title XX of the Social Security Act. :.She _pointed.out that, in order to get Title 'XX funds, There would have to be documentation of the __300_participants :.mentioned in Doughezty's proposal. - She will proceed with that documentation. Stockmen _also that EY,F • did not foresee problems regarding that source of funding. Page 4 --_ Park and Recreation Commission May 14, 1975 • Dr. Nesbitt pointed out that in San Jose, California, a program similar to Dr. Dough_rty's;proposal was established.`-- He commented -that it -took three years to establish contacts with the 17 agencies involved -and draw up a directory of existing programs. The actual establishment of the program took an additional 2 1/2 to 3 years. He urged Commission not to become discouraged. There was a concensus among Commission that the City should not wait the preliminary time period for contacting agencies as -had been done in San Jose. It was felt that it was important that programming for special popu- lations should`be established, even if in a somewhat limited form, as soon as possible in order that there would be as little time lag as possible between the SPI Program and a community based service. Fox outlined five potential sources of funds for a program such as Dougherty's. proposal and requested that funding possibilities:.for a, community based - recreation service along the lines of Dr. Dougherty's proposal -be pursued by the City Manager. Five possible sources - are: 1. HCDA_Planning Segment monies (could possibly be`used to fund a Therapeutic"Recreation Specialist).' 2. _ Title.XX_(City would have to provide a match of $4,800). 3. Board and Commission $10,000. - 4.' Oak Grove Park playground' funds. 5. FY 76 $80,000. Fox was directed -by -Commission to write a statement of -need to Council -incorporating-Gene ;Chubb'a,funding:sources regarding community based recreationservices for special; populations (attached). There was a con - census that the use of Title XX funds should be pursued with_the-local match to come out of local funds such as the Board -and Commission $10,000. Fox will also recommend that an Advisory, Committee similar to the one outlined in Dougherty's proposal be set up immediately in order to get input on if, and where programming along" -the lines of Dougherty's proposal would overlap that of other agencies. This committee would also help determine the needs - of special :populations '.withinthe community.' An approximate size of ten ; was, agreed upon. *-It was then moved by Hebert and seconded by{Kelley that the Park and Rec-` reation tommission recommend that the City council start proceedings immediately to hire a full-time Therapeutic Recreation Specialist to in- itiate_a community based therapeutic recreation service (program) for ':special, populations' patterned along the lines of the Proposal by Dr. Charles Dougherty of April 28, 1975. Unanimous. --Commission briefly discussed Assistant City Attorney Bowlin's response re- garding the proposed motorized recreational area. ;Liability insurance would have to be filed with the City Clerk and control of the area would • - Minutes -• • page 2 • Barry. Matsumoto reported for the Ordinance Revision Committee which -has not met. He stated that_several-proposals were under consideration by the Committee including;' a provision adding sex discrimination to the housing ordinance,one-changing to public hearing format, one which would add sex as a'protected category:in -germs of lending, money, and one making the handicappedand age` protected statuses -within - the meaning of the Iowa City Ordinance. Bud Means was;appointed to the Ordinance -Revision-Committee as heindicated he would be interested in working on the ordi- nances relating to housing. -- - - - - -The Education Committee under the direction of Sally Smith reported their activities during the last month as follows: 1. A request was made to the Coordinator to set up a monitoring system for the files. 2.' A request was made of Troy to bring ,posters. 3. The Commission members were.encouraged to sign up for radio spots. 4. The Commission directed the Coordinator to list the Commission -- with various directories in Iowa City. 5. Members of the Commission were encouraged to contact service .clubs and various organizations 'of which they are members toarrange speak- ing engagements. 6. The possibility of new brochures was discussed. 7. '_Possible conferences-foremployerswere discussed --- - __ • The second Education Committee reported that they had not met during April but would plan to meet prior to the next meeting. The Coordinator reported on her activities -for the month of March and April. -.Troy Scrogginsof the Kansas City Office of the EEOC reported on: -.the -day's activities. __ - Nine people attended an informal get-together at the Chamber of Commerce Office on the -topic of how the Commission can be of help to the business community. ' Some Chamber'followup on this is expected. At 10:30 Troy met with the elementary and secondary principals of the Iowa City 'School District and after some discussion the Commission determined that a formal letter would be written to the School Board indicating -.the Commission's availability to -offer assistance in putting together the affirmativeaction -plan-_for the.'. School District. Troy met informally with some > City DepartmentHeads for lunch at the Highlander and answered specific questions. He stated that he felt the reception was good at the meeting of the County Depart- ment Heads between 2:00 and 4:00 p.m: and hoped that some thinking in terms of affirmative action and discrimination would be'`stimulated. Means requested -that the- _Coordinator contact Steve Stewart to followup on our con- tact with-the_Chamber of Commerce made when Troy Scroggins was here. Smith moved to request the Coordinator to write to the City Manager with the budget as adopted. The motion carried. - - moved to ask the Coordinator to paraphrase the job description developed by Smith Chairperson Costantino and, then to check with Bud Means before conveying the new job description to the Council. Motion carried.'
