JUNE 24,'1975
7:30 P.M.
The Iowa City City Council met in Regular Session on
the 24th day of June at _7:30 P.M. in the Council,Chambers
at the Civic Center.
Present: Brandt, Czarnecki, Davidsen, deProsse, Neuhauser.
Absent: none. Mayor-Czarnecki presiding.
It was moved by-deProsse and seconded by Davidsen .that
the minutes read thus far `constitue'a £ull`reading of the
minutes of the June 10,: 1975_Regular Council Meeting, and that
Council approve _them subject to correction. Motion carried.
Linda Fisher, 941 South Van Buren appeared requesting a
one week deferral on the vote for amendments to the Urban
Renewal `contract to allow for public reaction. Mayor Czarnecki
advised that the matter would be discussed under Council
Business, Item 7.
A citizen appeared requesting carpenter work in this area
in the _future. The Mayor ,pointed out that the City had only
employment as a result of certain grants
temporary openings for.
It was moved by Davidsen andsecondedby Neuhauser that

and Housing Commission of 6/4/75 be received and ,filed. Motion
carried. It was moved _by Brandt and seconded by Davidsen that
the minutes of the meetings of the Public Library Board e
Trustees, 5/22.and Special meeting of 6/5/75;-Design Review
Committee, 6/12/75 and 6/17/75; Parks and Recreation Commission,
6/11/75; 'Planning and zoning, 6/12/75; Steering :,Committee,
6/16/75-and Human Relations Commission, 6/16/17 be received -
and filed. 'Motion carried.
Mayor--Czarnecki called attention -to-the Landlord Tenant
report ,from the Housing sub-committee on`July 16th. He also
asked that as.discussed in-the Housing minutes,conversion
from Section 23 program to Section-8 and compliance to Lease
regulations be scheduled for informal discussion. In answer
tothequestion concerning the Library personnel rules, the
City Manager advised he would investigate.
It was moved by Neuhauser and_seconded by Davidsen to
approve the Design ;Review `committee's recommendation_ for
sodium lighting on 15' standards, placed at 501 intervals,
2' candle levels on Washington Street with additional_lighting

Neuhauser to -adopt the Resolution Amending the -1979-1975
Budget. -Upon roll call Brandt, Czarnecki, Davidsen,_deProsse,
Neuhauser voted 'aye'. Motion carried. There being no others
present to speak, the -Mayor declared the hearing closed.
It was moved by Neuhauser and seconded by Davidsen to'
approve the Rules Committee minutes of their meetings on
- May 19, 1975 and June 20, 1975 where matters relating to
all Boards and Commissions were discussed and, -four ,recommendations
were made. Motion carried. The City Manager advised we would
move toward having the Staff.recommendations and Commission
recommendations, with Staff reports used,
together. come to Council
Mayor Czarnecki announced discussion of the contract
amendments to the Urban Renewal ._Contract 'with -Old -Capitol
Associates. The Mayor pointed out -that -the Council had
discussed -the Fourth Addendem at the informal session, yesterday
including questions dealing with the lease arrangement on
parking lot at Washington and Clinton, penalties and incentives
and provisions concerning penalties relative to the deposit,
and in the case of a default;process used for, price for the
payment of the land, &--additional information. was received from
the :Finance Department. Councilwoman deProsse-read'a-state-
ment-into the record concerning her Viewpoints on the proposed
amendments and other solutions, and stated that she would not
support the O1d.Capitol Associates'_proposed amendments`. Urban
Renewal Director Richard `Wollmershauser'gave a;brief rundown
on, the changes outlined in the Fourth Addendum„'and -Finance
Director Joe Pugh ;explained the financial data he had, presented.
Marv`Hartwig, President oftheChamber of Commerce read a
letter which was in support of the urban renewal contract
provisions. It was moved by deProsse and 'seconded 'by Neuhauser
to--receive,-and'file the letter. Motion carried.' Harold
Bechtoldt appeared objecting --to the amendments to the contract
and asked that the decision be Put off a.week. Robert Welsh
presented a statement requesting staff and Council investigation
concerning` comments made at yesterday's informal session. --
deProsse questioned a.provision on Page 8_ -concerning interest
provisions relative to the City purchase of the -south -120' --
of Block 83. Sue Futrell, appeared representing-`-ISPIRG,
asking Council to vote against the amendments -and to Postpone
the consideration of them.
Rosalind Moore, representing the Downtown Association
appeared urging Council to accept and approve the. -amendments
as in the best interests of the community. 'Charles Griffin,
711 Third Avenue, appeared requesting that the CPostpone

Each councilmember discussed individual concerns. It
was moved _by Davidsen and seconded by deProsse to receive and

It was moved by Brandt and seconded by Neuhauser that
the letter from James Colbert, Iowa -Illinois -Gas and Electric
Company, P.O. Box4350,;' Davenport, Iowa, regarding the rate -
adjustments on customers bill effective June 30, 1975,, and a
filing for "a second adjustment effective July 1, 1975 be re-
ceived and filed.and referred to the City_Manager and -City
Attorney. Motion carried:
It was moved by Neuhauser and seconded by Davidsen that-_
the letter from Attorneys Trott and Jansen` regarding preservation
of the First Presbyterian Church as a`National Register`
Historic Site be received and filed.--- Motion carried.
It was moved by Neuhauser and seconded by Davidsen that
the letter from Rebecca.: Johnson, 1100 Arthur regarding rules
at the city swimming pools concerning wearing apparel inside
fenced area be received and filed `and referred to the City
Manager and Parks and Recreation Department. Motion carried.

the letter from 'John Patchett, State Representative, House -of -
Representatives, Des Moines, regarding the municipal assistance
fund that Iowa City will be receiving in the amount of 5264,000
