Bleckwenn Elliott Full David Hartwig Jack Perkins- Claude Peterson erkinsClaude'Peterson MEMBERS-ABSENT: : None SUMMARY OF DISCUSSION AND FORMAL ACTION TAKEN: Chairman Hartwig called the meeting to order at 7:30 P.M. ;Minutes; of the Commission's :April 17th meeting were presented. Peterson readmoved Perkins second the motion, that the minutes be approved as Motion carried. Bills for the month were presented. Bleckwenn moved Peterson second the motion, .bills _be paid as presented. Motion carried. Attorney Barker presented a resolution and amendment to ;the lease be- tween Iowa._City _Flying_Service and the Airport Commission. Copy of ase attached. General Discussion Resolution and Amendment to le followed. Peterson, moved Perkins;; second the motion that the res- olution be adopted. Motion passed as follows: - AYES NAYS X Bleckwenn X Full X -....Hartwig X Perkins -- X =Peterson Jones stated he had Dick Burger, of Burger Construction, look over the restrooms in the terminal building to give the Commission an estimate on improving.them. Mr. Burger estimated he could`do the following work for around $2,500.00. Mens Restrooms: new partitions, light fixtures, new floor, surfacing, replace some ceiling tile, and paint the-ceiling. Ladies-restroom: new light: fixtures, new partition hardware=and:painting"the partitions, some ceiling'tile replaced and a to coat of paint. Bleckwenn moved Perkins second the motion peed have Burger Construction do the work ,'<but also to have a low salso had peed exhaust fan installed in the men's restroom. Motion carried. Jones Mr. Burger look over the doors of the old united--hangar-to extimate the cost of repairing so that the big hangar doors could be closed every night. Mr. Burger stated it would have to be-strictly time ,and mater,General discussion followed. CITY STAFF PRESENT: Seydel, Iiillis. - SUMMARY OF DISCUSSIO14 AND FORMAL ACTIONS TAKEN: Branson called the meeting to order. 1. ;Bosserman moved that the minutes of the meeting of May 21, 1975, be approved as written. Fountain seconded the ` • motion. Motion passed unanimously. 2. --There was no public discussion. 3. Coordinator's; Report. Seydel-submitted seven applications -and recommended approval of all seven. Seydel requested that three of the applications be considered as Priority I'instead of Priority II in assigning priority preference. Two of these applicants are.; presently enrolled as students and are receiving money through the Special Services Support' Program. One of the ` applicants will probably be participating in this program. : The ;Special Services Support':Program utilizes federal money and -is'replacing the WIN Program. WIN participants would be considered Priority I. Since there were no objections,` these applicants will be considered the same as WIN students and willbe given Priority T -ratings. There are 198 units presently under lease. One unit is empty and being shown. Seydel--discussed HUD Notice 75-17, which concerns conversion from the Section' 23 program to Section 8. This is: the subject of a.special meeting with HUD, Des Moines, to be • held in July. It -appears that there will:- -be-little choice and the present program will have to be converted too -Section 8. -z- • [IUD Auditors found the Housing`Authority's lease did not comply with all HUD regulations. 'Specifically, -conflict-:of interest and additional--insurance=information. - _-- -.. Seydel has written a new lease to be studied by the- commission members.' Seydel stated that there is in existance a rule - ulethat-he that he'cannot lease from members of the Housing Authority, - Housing -Commission or -employees of the Department of Community Development. Kamath suggested that this definition might be broadened to include family members. ; The results of the Equal -Opportunity -Review have been received. 'It was recommended -that '_applications be date; time - stamped. Also that the Authority; collect -racial' -and ethnic " data. The applicationswill be date stamped in the future. 'Racial and ethnic data will be entered on the application in the form of code. This will be the same code HUD utilizes. The Annual Contributions Contract for the elderly housing has been signed and sent to HUD Des Moines. - 4. Old Business.' - ' Branson has met with Tony Kushnir, Assistant City Attorney - • ; concerning the proposed Tenant -Landlord Ordinance. The Council does not want a specific ordinance from the Housing Commission. 'They would'like.to have specific items to be included in an ordinance. -- Branson appointed a sub -committee to work on the Tenant - Landlord ordinance consisting of Kamath (Chairperson), Sheets, Hibbs, and Branson. s: "Kamath 'expects 'to have the sub -committee's -report finished prior -to 'July 16, 1975. 5. Bosserman moved and Fountain seconded the motion - that the meeting be adjourned. -Motion, passed unanimously. Next Meeting -- June 18,`1975.
