The -original purposeofthis service bay was to provide a truck turn- ;r around, loading area, and consolidated service bay for the uses along the alley in block 81. Reasons were (1) that the alley is too narrow to provide for bothvehicle; movement and truck storage while loading and unloading', and (2) since the alley would deadend at the Dubuque Street right-of-way and not extend across the pedestrian mall, some turn -around` wouldd be needed for trucks. Since the original concept was put forth on sheet -five-of the contract plans and; paragraph five of Schedule F, several events have occurred that have changed the situation to where it is today without a conscious decision by City-Council.The contract -in paragraph five of Schedule F "trades" air rights over rights=of-way for; the service M1 bays as shown on sheet five. The Welton Becket conceptual design shows the alley open across the Dubuque Street right-of-way pedestrian mall. The apparent reason for this was that Ray Wells :believed after -looking at the specifics, that it was highly impractical, if not all but impossible, to have semis negotiate a 20' alley and turn around in the proposed space. Conceptual design plans then _began.reflecting this changed concept last fall. Old Capitol Associates currently proposes a 1224 square foot loading bay area at the rear of Plaza Centre One which is not sufficient in size or depth to provide for semi truck turn around. 'It is highly questionable if the spaces indicated on the original contract drawings would have provided adequate turn around space. Nevertheless, with the, alley now shown as being open -through; blocks81and 65, it is not necessary to provide the larger service _bay. A-major>problem results ,if the _original_ concept of_a semi turn around is required'.` A floor to ceiling height of 16' would be required making a second floor over the turn around impossible as shown on the contract drawings (16' being too high for as a second floor). Also, the clear span between verticle, supports `• t Mr. Neal Berlin August 15, 1975 Page '- the building is designed, would not allow adequate turn around. The reason for the design is tied to the poor soil conditions on parcel 3lrecland di4 , W and the poor condition of the foundation-of_the Osco building p a straight forward footing/foundation easementseofthe serviceere rbays gwhich 1the vCity ns associated with the perpetual incur liability as Attorney should investigate: The City could possibly leasement legotai a result of the easements. Because we think that tate now concept of solving society's problems in cities rather than the cities just solving city problems, is something that can contribute -a lot to society: However, `eve don't think that the whole concept of new fede?:alism alone, and that is that; you can solve all the problems of -society by dumping them on the floor of city - coimcil.n i.0 ncscesiharily, going to work either. ;o thr; other - fool• In *_lust t•,o are working on the concert Of coo.rdinatcd I • 3 I_ national policy I 1_hi.nlc is important. I think the ci.t:icr> can't do it alone but they have not been as. much of a partner ' II as they should be so`therefore that's :port of where we are. i jLooking at it from my perspective, maybe we can II i) start with something like this. This is.a typical.council- manager system, and I liken it to the system that was set up. to provide public service to the :United States. And basically cities were established by and large in the United States to i II be public service utility districts, nothing more. Cities i were never really given power to _govern because by and large we felt that our cities were where people accumulated and worked together, and (cities' responsibilities wne ^imnv'to provide _the service effectively and efficient) So hey, ..ere i service delivery systems by and large. Look at your charters, I I you can see that. Look at the state laws, you'll see that. And if you look at the typical council-manager'=forum,' .' i it was pushed largely during the post war years as a concept of the most efficient way to deliver public service, you lno», -_ jand built in the scheme of let's have the most efficient -- i public service system. Now, we have these various line departments, and highly qualified professional sta_`fs., the IIfS best we could get to sun these types of: things, lila_ public waLer and ta:wcr, holAce—, fire, aviation and pada. Ohav, fin,_. i Alonc: came the sixties,- and --all- of a suticlan we ;-. _ - 777777 started to say there are -problemsin our cities that 1•:e.'rc to hrlve to address, and there arc prohlcm.; like youth, ' IIgoing j there are problems .Like racism, there are problems like crime,`problems like housing, rproblems like manpower, problems like environment, and go on -and on. Downtowns that are (_crumbling, commercial districts -that -are getting -old and crlunblina, whatever.. I The problem is that those things don't fit into any' I one of 111Rse pece tlnents, but rather every one of ++ them tends .to cut across all those lines and go beyond. And so by and large cities were left with the prospect of. ' 1_the li federal government came -in and established new agencies in communities, established new kinds of special districts, ` I; and began to address these problems and the city began to try - tag .on J alg and participate setting up youth opportunity offices and the office of the mayor, the office -of the city ; -manager, setting up human relations`commissions,;setting up a ; I law enforcement assistance council, and all sorts ;of other i i kinds of: agencies, whatever. Okay. I Go out for a minute. Now, ,along came a concept of new federalism, and we said, gee, we're not solving all these problems, and one -of -the reasons, one of the big reasons= that:, 1 came out of evaluations. of the nixt-icc were.`good ones -that said you Can't slol.ve housinq hyo. dealing with housing alone. 11 It's interrelated with employment, .i.t:'.. inter.re.lat:ed with 1 "- .
