`Enclosed is correspondence indicating that a`representative of the-
Kansas City office of HUD will be in lova City on Tuesday, August 26, to
review the current status of floodplain delineations in.Iowa City and to
explain the procedures concerning 'the -City's role The meeting will be
held at 3:00 P.M. in the City Council Chambers.
,Because this issue is of such great"importance to Iowa City, it has
been suggested that members of the City Council, the Ralston Creek
Coordinating Committee, the Planning and Zoning Commission and other
citizens may be interested in attending. s
It is expected that one of the earliest concerns of the Ralston Creek
consultant will be the development of information and recommendations con-
cerning storm water retention. The information to be obtained at the
meeting on the 26th should provide the necessary_ background for the-City-
Council
he CityCouncil and the Planning and Zoning Commission to deal.with the issue of
appropriate amendments to the subdivision regulations and other `laws and
regulations -of the City, of Iowa City.
Because of the importance of the information to be conveyed at this
meeting, the informal 6LHICil session tentatively scheduled for August 25
has; been canceledandthis meeting on August -26 willsubstitute.

RE:: Service bay on the"Plaza-Centre One Parcel
Old Capitol Associates preliminary building plans indicate a service
bay of approximately 1224 square feet off the alley in block 81
whereas sheet five of the contract drawings indicates a square footage
of 54100.
The -original purposeofthis service bay was to provide a truck turn- ;r
around, loading area, and consolidated service bay for the uses along
the alley in block 81. Reasons were (1) that the alley is too narrow
to provide for bothvehicle; movement and truck storage while loading
and unloading', and (2) since the alley would deadend at the Dubuque
Street right-of-way and not extend across the pedestrian mall, some
turn -around` wouldd be needed for trucks.
Since the original concept was put forth on sheet -five-of the contract
plans and; paragraph five of Schedule F, several events have occurred
that have changed the situation to where it is today without a
conscious decision by City-Council.The contract -in paragraph five
of Schedule F "trades" air rights over rights=of-way for; the service M1
bays as shown on sheet five.
The Welton Becket conceptual design shows the alley open across the
Dubuque Street right-of-way pedestrian mall. The apparent reason for
this was that Ray Wells :believed after -looking at the specifics, that
it was highly impractical, if not all but impossible, to have semis
negotiate a 20' alley and turn around in the proposed space. Conceptual
design plans then _began.reflecting this changed concept last fall.
Old Capitol Associates currently proposes a 1224 square foot loading
bay area at the rear of Plaza Centre One which is not sufficient in size
or depth to provide for semi truck turn around. 'It is highly questionable
if the spaces indicated on the original contract drawings would have
provided adequate turn around space. Nevertheless, with the, alley now
shown as being open -through; blocks81and 65, it is not necessary to
provide the larger service _bay. A-major>problem results ,if the _original_
concept of_a semi turn around is required'.` A floor to ceiling height
of 16' would be required making a second floor over the turn around
impossible as shown on the contract drawings (16' being too high for
as
