As most of the members of the Council are aware, I have strongly
— supported the efforts this and previous councils have made to solve
-the problems of Ralston Creek flooding. I was very pleased at the
creation of the Ralston Creek Neigborhood Associations and that the
Council and staff are in regular communication with these groups
through the Ralston Creek Coordinating Committee. This remedies one
of the past problems -that public input on Ralston Creek flooding
-problems peaked at thetimeof a flood and died off rapidly thereafter.
T have felt for a long time that sustained, public input on the Ralston
Creek problem was a vital element in the ultimate solution of the
' flooding.
The Ralston Creek -Coordinating Committee (RCCC), as it is
presently. composed,,effectively represents the views of the residents
along the lower reaches of -the creek.—The Council and staff need
to have equally; effective input from the residents along the upper
reaches of the creek. It is likely that the input from these groups
- may be contradictory so that some mechanism -may be needed to resolve
these differences and identify possible compromises on the various
solutions to the flooding problems.
-Through the efforts of Ken Olin and Larry Heaton, the farmers
in the upper reaches of; Ralston Creek have been organized into a
soil conservation district. Although, -these farmers -are outside the;
corporate limits of Iowa City, they can play an important role in the
