Thank you for your letter of November 18th on the issues facing disaster-
impacted home owners and the city and the need for flexibility in the housing
rehabilitation assistance programs offered through the Jumpstart program. It is
our goal to offer the flexibility to allow for expedient recovery while complying with
all the requirements of federal law and ensuring that we are rebuilding Iowa
safer, stronger and smarter.
I have met with my staff and the staff of the Iowa Department of Economic
Development (IDED) about your request to offer an emergency repair program
that would not require that the entire house be brought up to property standards,
to have safe housing requirements be waived and waive the requirement that a
firm buy-out offer be given a homeowner before homebuyer assistance is
provided.
I have directed IDED staff to immediately amend the State's Community
Development Block Grant Action Plan (CDBG) with the Department of Housing
and Urban Development (HUD) to create the new emergency repair program that
will allow homeowners to choose between emergency repair and housing
rehabilitation. Under the proposed emergency repair program applicants will be
able to choose to accept up to $24,999 for rehabilitation and will not have to bring
the house up to property standards or go through lead-based paint abatement.
We would still like the cities and Councils of Governments to offer homeowners a
choice of either the emergency repair up to $24,999 or housing rehabilitation up
to $60,000. If the home owner chooses to accept $25,000 or more then the
property standards and lead abatement will apply.
However, for houses built pre-1978, neither IDED nor HUD have the authority to
waive the requirements of the Lead Safe Housing Regulations which require
projects that receive $25,000 or more to do abatement. By accepting less than

that amount federal law requires only lead hazard reduction. Many contractors in
the state can perform lead hazard reduction work, unlike abatement for which
there are currently only a small number of certified contractors. On that issue,
IDED is planning a training program to certify Lead Abatement contractors and
lead professionals. IDED will also amend the Homebuyer Assistance Program to
remove the requirement of the firm buy-out offer.

Public Works and Engineering recommended and the City Manager awarded the
contract to Carter and Associates, Inc. of Coralville, Iowa. The project will be funded
with Storm Water Utility Funds.

southeast corners of the Kennedy Parkway /Meadowlark Drive intersection and; Install (1)
YIELD sign (each) at the northwest, southwest, southeast and northeast corners of the Kennedy
Parkway /Meadowlark Drive intersection.
Comment:
This action is being taken to properly assign right-of-way for motorists at the roundabout at said
intersection.

Parkway. The City Council accepted these new streets as public right of way on December 2" ,
2008 and the stop sign was installed on December 4th, 2008.

Iowa City Designated UNESCO City of Literature
The United Nations Educational, Scientific and
Cultural Organization (UNESCO) has designated
Iowa City the world's third City of Literature,
making the community part of the UNESCO
Creative Cities Network.
"This is at once a celebration of the literary riches
and resources of Iowa City and a spur to action,"
said University of Iowa International Writing
Program Director Christopher Merrill, who led the UI Writing
University committee that submitted the city's proposal. "We look
forward to working with our new partners in the Creative Cities
network -- to forging dynamic relationships with writers, artists and
others committed to the life of discovery. This is a great day for
Iowa City."
Iowa City joins Edinburgh, Scotland, and Melbourne, Australia, as
UNESCO Cities of Literature. Other cities in the Creative Cities
Network -honoring and connecting cultural centers for cinema,
music, crafts and folk arts, design, media arts and gastronomy, as
well as literature -- include Aswan, Egypt; Santa Fe, N.M.; Berlin,
Germany; Montreal, Canada; Popayan, Colombia; Bologna, Italy;
Shenzhen, China; and Seville, Spain.
Tourism in Johnson County Increases Again
According to the Iowa Department of Economic
Lessons and Carols Development and the Travel Industry Association
Christmas Concert of America, tourism in Johnson County grew by

Add magic to your holidays! The lighting of luminaria is an ancient
tradition worldwide -and Coralville's second largest event. It's a

Holiday Brucemore Mansion The Aisle of Lights celebration will take place on Sunday,

SoundReach Choir Winter Concert
In preparation for the Holidays,
SoundReach will be performing songs to
give everyone "A Sense of the Season."
Under the direction of Elizabeth Ruby
and Linsey Stradt, the choir will sing
holiday songs conveying what we see,
touch, taste, smell and hear during the
season. The concert will be held at the Iowa City Senior Center on
December 17th. Admission is free and refreshments will be served
after the performance.

This is an open letter to Iowa City Manager and the city council.
With the large amount of property taxes we pay, one would think that we as citizens of this fine city
would receive excellent city services. This is not the case when it comes to our transit system.
In May, transit routes where changed to supposedly make the buses run on schedule. This has not been
the case. The morning and evening Court Hill route is late on average four out of five days. In the
morning, those of us who work on the south side of UIHC and transfer to the Plean View, miss our
connection. Sure we can catch the next Red Route Iambus, but we are always late for work. In the
evening, the drivers take an "Oh well, we get there when we get there" attitude. When we call transit
management to complain, we always get the same old song and dance: i.e. heavy traffic, increased rider
ship, public school being in session, bad weather, etc, etc. But, the ultimate excuse, "We're working on
it," is the one we receive the most.
City leaders want its citizens to ride public transportation to help with traffic flow and help the
environment. But when transit provides such poor service, why should we. It's time for city
management to quit raising property taxes for fluff prof ects and fix the problems it now has. I
recommend a major overhaul of the transit department.

To Iowa City Council,
I would like to explore the possibility to build community high speed Internet connection in Iowa City
area. In current econ. crisis, I believe that using Internet to teach English is a good business plan for
Iowa City residences. My husband and I had taught in Taiwan. We have connection and witnessed
similar teaching opportunities. Iowa City has good human resources in terms of education. I want to
know your vision in building high speed IT infrastructure for business locally. Thank you for
considerations and look forward to hearing from you!
