Guests Present: Eric Goers, Philip Mears, Ryan Terrell, Kathy Terrell. Call Meeting to Order. President Semel called the meeting to order at 5:00 pm. Public Discussion. Philip Mears, Iowa City lawyer said his practice represents a lot of people who have committed sex offenses and then have restrictions placed upon them. He believes sex offenders are a large group with varying degrees of offense who are treated the same. The current library policy stated the Library Director will never give permission to anyone convicted of a sex offense against a minor to be in the library under any circumstances and Mr. Mears would like the library to reconsider this and make accommodations for the variety of people who are on the registry. Many can vote, have a family, might have a 5 year old and not be able to bring that child into the library. He said the world of sex offenders has risk assessment mechanisms and the treatment and criteria for dealing with offenders after they have been in the court system means someone can be categorized as low risk. A person could be banned for a 20-year old conviction who has a very low chance of committing further acts. Mr. Mears expressed a particular concern about the public meeting rooms and would like the Board to consider a way to grant permission for people to attend a public meeting in a meeting room. Mr. Terrell spoke with Lori Warden and Michael Gerald, Johnson County Department of Correctional Services officers and Correctional Services is interested in working with us. Mr. Mears said asking if a person is currently under supervision and if the probation officer has a recommendation would be helpful information in determining whether to grant permission on a case -by -case basis. Approval of Minutes. The minutes of the January 25, 2018 Regular Meeting of the Library Board of Trustees were reviewed. A motion to approve the Regular Minutes was made by Paetzold and seconded by Forkenbrock. Motion carried 7/0. Agenda Item 3A-2 Items for Discussion/Action. Library Access for Sex Offenders Convicted Of Sex Offenses Against Minors. Eric Goers, Assistant City Attorney clarified some things. For example, under current law if the library is the polling place of a sex offender convicted of a crime against a minor, he/she may enter the library to vote. A sex offender convicted of a crime against a minor who has a child may, by exception, transport their child to the library. Currently, a sex offender convicted of a crime against a minor may appeal to the Library Director by policy that appeal would not be granted and they may request the Library Board of Trustees directly for permission to enter the library. Beasley asked for clarification about the sex registry and sex offenses against a minor. An appeal would be on a Board agenda. Paetzold said bringing an appeal to the Library Board is also a privacy issue, as it would appear as an agenda item in a public Board meeting, while speaking to the Library Director would not be publicized. Craig said it would not be on a public agenda, but it would be a public record and certainly the staff would be informed. Craig reiterated that several of the larger public libraries in Iowa do permit the library director to receive a request to enter the library without notifying the Board. Craig talked with Dale Helling, former Assistant City Manager, who is involved in the Inside Out program. Helling thinks permitting an offender access to the library is allowed in Coralville and would favor it here. In response to a question about how this worked at Coralville Public Library (CPL), an appeal was made to the CPL Board of Trustees and permission was granted to attend a meeting at the library. Semel asked Goers if he had any ideas about assistance with decision making. Goers said Mr. Mears said earlier that the Department of Corrections does risk assessments and thinks it might be easiest to call the person's probation or parole officer to provide insight into how risky it would be to permit the person to be in the library. Semel asked what other library directors did to make their decisions. Craig said the situation is infrequent. The West Des Moines Library Director has received two requests to enter their library. Craig said she has received four requests since 2009. Paetzold asked if the requests she received were for broad access to the library. Craig said she does not recollect all specifics but the last two requests were for permission to attend a specific meeting in a meeting room. Craig thinks the meeting room area is a vulnerable location as it is not staffed and she would not want to give blanket permission for attendance in meeting rooms. Paetzold asked if children have been left at the library unsupervised because of this policy. Craig said our policy is that children under eight years of age cannot be here unsupervised. Craig said in a couple of libraries where the director has discretion to grant permission they will not permit the person to be in the children's or teen area. Semel said the Board is not making a policy change today. Paetzold asked why. Craig said the Board could direct staff to bring the policy to them next meeting. Semel asked if Board members need further information to make a decision. Paetzold would like staff to brainstorm with the Department of Corrections to see what they have to say and what resources they might have available before a policy change is made. Kirsch said most of the requests have been event specific and thinks the policy could grant specific permission. Beasley does not wish to change the policy and thinks it is too difficult a matter for the library director to decide alone and believes the Board should hear the appeal. Freeman thinks the responsibility is different for a specific occasion than for all access to the library. Paetzold was concerned about the timeliness of having the Board make the decision since the Board only meets once per month and an event might occur before the Board would have an opportunity to hear an appeal. Beasley said there can be a special meeting. Paetzold asked which services or materials someone in this situation would not have access to besides the meeting rooms, for example, internet access. Craig said in her experience the ability to participate in public z Agenda Item 3A-3 forums/meetings has been the primary reason permission is sought. Craig said participating in a program with a child is a service that would not be allowed. There would be a process for the library director to use to approve or deny entry into the library. Beasley asked about the bookmobile. Goers said our policy prohibits this, but the law does not. The policy allows for proxy library services, says Craig. Paetzold asked how the Rec Center handles this. Goers said the Rec Center is not covered by the law like the library. Goers mentioned that the Rec Center accommodated a lap swimmer by adjusting the time the person could swim (from 6-7 am). Craig asked the Board for direction about what they wish to see before them next month. Board members would like to see a draft of a policy they can consider next month. Paetzold would like to see a policy that gives the library director discretion. Craig said she will draft language. Beasley wants to see the policies from the libraries that permit the library director to make this decision. FY19 Downtown Building Calendar. Craig said the Building calendar is approved in February each year. This year the Hours of Service Policy comes before the Board in March and may include a recommendation about Saturday hours. We are currently giving a user survey that asks survey takers if they have a preference for Saturday hours. The building calendar sets the holidays so the holiday schedule can be routed and set as soon as possible. Craig said the only date that stands out is Christmas Eve. Craig said she conceded to staff sentiment this year and proposed the building be closed all day that Monday. Paetzold asked how hectic it is If we are open from 10-4. Craig said it is a much slower day than usual but people would be in the building. Kirsch said each year is different, depending when Christmas Eve falls. Craig said she is only making this recommendation because Christmas Eve is falling on a Monday. Forkenbrock asked if the loan period is different in this situation. Craig said patrons get an extra day to return materials. A motion to accept the building calendar as proposed was made by Kirsch and seconded by Forkenbrock second. Motion carried 7/0. Semel moved the discussion of the proposed new Policy #706, Outreach to the beginning of the policy discussions as it will impact the other policies. New Policy: 706: Outreach Policy. This is a proposed new policy. Beasley asked what a Memorandum of Understanding is. Logsden explained the agreement provides contact information for the library and the outreach site, plus the Library Bill of Rights so that outreach sites are aware that this is a library value and if they host the bookmobile they uphold the Library Bill of Rights. A motion to approve the new policy as proposed by staff was made by Kirsch and seconded by Paetzold. Motion carried 7/0. Policy Review: 700: Community Relations Policy. This is a regularly scheduled policy review. Semel asked about schools and colleges in town as outreach sites in 700.5. Craig believes these are included and understood in 700.5. Freeman asked about area libraries in 700.9. Craig said this primarily refers to the Public Libraries of Johnson County but could include other libraries, too. Semel suggested adding "schools," to 700.5. A motion to approve the policy as proposed by staff and with the addition of the word "schools" in 700.5 was made by Freeman and seconded by Washington. Motion carried 7/0. Policy Review: 701: Public Relations Policy. This is a regularly scheduled policy review. A motion to approve the policy as proposed by staff was made by Washington and seconded by Kirsch. Motion carried 7/0. 91 Agenda Item 3A-4 Staff Reports. Director's Report. A quick tour of the Digital Media Lab was postponed. We hope to open it to the public in early March. Craig said ILA members received an email today about the Orange City Public Library which has a group of citizens who want LGBTQA materials to be relabeled and put in a separate section, which is against everything most libraries stand for. Departmental Reports: Children's Services. Pilkington reminded everyone that One Book Two Book takes place this weekend. The big day is Saturday from 10-4 at hotelVetro. Collection Services. Mangano said the new Reader's Advisory page will be available on March 6. IT. Semel asked if there are any problems with the Digital Media Lab. Craig said it is not open to the public yet, but so far so good and VITA was able to use the space this past weekend. Development Office Report. McCarthy mentioned the Archives Crawl, and this weekend's two- day book sale,just a couple of the events happening in the library. McCarthy thanked to Paetzold and Forkenbrock for attending events. McCarthy picked up a check for $500 from the ICPL Friends Foundation Wine Tasting fundraiser. She said there were 8 glasses left this year. McCarthy said the Big Book Bash at Big Grove Brewery fundraiser is coming up on Tuesday, 3/6 from 5:00 to 8:00 pm. The Bookmobile will be there. Spotlight on the Collection. No comments. Miscellaneous. No comments. President's Report. Appoint Nominating Committee. President Semel appointed Paetzold, Freeman, and Forkenbrock to serve on the Nominating Committee. The Committee is responsible for nominating Board officers, who are elected in May. Announcements from Members. Paetzold said the ILA Trustee subdivision is becoming more active. She said the annual conference has a couple of sessions of interest to trustees and there will he sessions for trustees this year at the ILA Annual conference in Cedar Rapids. The current Orange City library case regarding LGBTQA materials is an example of a situation all trustees should be aware of and know how to respond. Committee Reports. Foundation Members. McCarthy said the Foundation Board meets next week. The Looking Forward fundraising event in April occurs on Earth Day and will be environmentally related. Director Search Committee. The Committee met for the second time; the leading consulting firm joined them. There were three proposals under consideration. The Committee recommended Assistant City Attorney Goers begin negotiations with Bradbury Miller Associates for a contract to be approved at the March Board of Trustees meeting. 4 Agenda Item 3A-5 Communications. None. Disbursements. The MasterCard Expenditures for January, 2018 were reviewed. A motion to approve the disbursements for January, 2018 was made by Freeman and seconded by Forkenbrock. Motion carried 7/0. Set Agenda Order for March Meeting. No discussion or comments. Adjournment. A motion to adjourn the meeting was made by Paetzold and seconded by Freeman. Motion carried 7/0. Respectfully submitted, Elyse Miller Agenda Item 4A-1 CONSULTANT AGREEMENT THIS AGREEMENT. made and entered into this C;ZULJ day of March, 2018, by and between the Iowa City Public Library Board of Trustees, hereinafter referred to as'the City", and Bradbury Associates, LLC, dlbfa Bradbury Miller Associates. hereinafter referred to as 'the Consultant', who shall be referred to collectively as 'the Parties." WHEREAS, the City is in need of assistance in searching for, recruiting and selecting the Iowa City Public Library's next Executive Director, and WHEREAS. Consultant provides executive search consulting services, speciallzing in searches for library director positions; and WHEREAS, Consultant has provided a proposal, and sat for a video interview with a subcommittee of the Iowa City Public Library Board of Trustees; and WHEREAS, it is in the best interests of the City to move forward with this written agreement, hereinafter, "Agreement, with Consultant. NOW THEREFORE. it is agreed by and between the Parties hereto that the City does now contract with the Consultant to provide services as set forth herein t. SCOPE OF SERVICES Consultant agrees to perform the following services for the City, and to do so in a timely and satisfactory manner Perform an executive search for a new Library Director for the Iowa City Public Library Board of Trustees, consistent with Consultant's proposal, dated January 21, 2018 (hereinafter. the "Proposal'), attached hereto and incorporated herein by this reference. Assist in negotiating terms with the successful candidate, All work performed under this contract shall be performed by or under the direct supervislon and control of Dan Bradbury, Jobeth Bradbury and Karen Miller as project co -directors It. TIME OF COMPLETION The Consultant shall complete the following in accordance with the schedule shown The search schedule timeline shall be substantially as described in Attachment 1 of the Proposal with specific dates being mutually established by both Parties at the initial meeting in July or August. III. GENERAL TERMS A. The Consultant shall not commit any of the following employment practices and agrees to prohibit the following practices in any subcontracts. This Agreement shall be binding upon the successors and assigns of the parties hereto. provided that no assignment shall be without the written consent of all Parties to said Agreement. C- It is understood and agreed that the retention of the Consultant by the City for the purpose of the project shall be as an independent contractor and shall be exclusive, but the Consultant shall have the right to employ such assistance as may be required for the performance of the Project. E- It is agreed by the City that all records and files pertaining to information needed by the Consultant for the project shall be available by said City upon reasonable request to the Consultant The City agrees to furnish all reasonable assistance in the use of these records and files. F. It is further agreed that no Party to this Agreement shall perform contrary to any state, federal, or local law or any of the ordinances of the City of Iowa City, Iowa. G. The City agrees to tender the Consultant all fees in a timely manner. excepting, however, that failure of the Consultant to satisfactorily perform in accordance with this Agreement shall constitute grounds for the City to withhold payment of the amount sufficient to property complete the Project in accordance with this Agreement. H Should any section of this Agreement be found invalid, it is agreed that the remaining portion shall be deemed severable from the invalid portion and continue in full torce and effect, In the event of any conflict in terms between this Agreement and the attached Proposal, the terms of this Agreement shall prevail Upon signing this agreement, Consultant acknowledged that Section 362.5 of the Iowa Code prohibits a City officer or employee from having an interest in a contract with the City, and certifies that no employee or officer of the City, which includes members of the City Council and City boards and commissions. has an interest, either direct or indirect, in this agreement, that does not fall within the exceptions to said statutory provision enumerated in Section 362.5 Regardless of which Party hereto retains responsibility for conducting criminal and other background checks on prospective candidates under the agreement, the City and Consultant will defend and indemnify each other from all claims. lawsuits. administrative actions, and other causes of action arising from the negligence or misconduct of the Party in conducting such background checks and/or from the misuse of information Agenda Item 4A-3 1 obtained from such background checks by either Party, its officersdirectors, agents, servants, or employees K. The Library and Consultant each agree and warrant to each other that (1) any such background checks will be conducted solely for the purposes of evaluating prospective candidates' suitability for employment; (2) before a background check is conducted the prospective candidate will be provided with and sign a clear and conspicuous written disclosure informing him/her that a criminal andloi financial report may be obtained for employment purposes; and (3) information obtained as a result of such background checks will not be used in a manner that violates any state or federal employment laws or regulations L If a dispute arises between the Parties relating to this Agreement. the Parties agree to participate in good faith negotiations to resolve the dispute for a period of up to thirty (30) days before filing any legal action. IV.. COMPENSATION FOR SERVICES The Consultant shall perform the Scope of Services for a flat fee of $22,000, as described further in the Proposal. A retainer of $5.500 shall be paid to Consultant upon execution of this Agreement, which shall reduce the flat fee by the same amount. Candidate travel expenses are the obligation of the City. City Attorney' Offl T t 0 S� Cate Agenda Item 411-1 Hours of Service Policy This policy review is earlier than typical to address issues of special downtown events and to consider a change in Saturday hours. Issues: The FY18 strategic plan calls for considering a change in Saturday hours, opening at 9:00 am rather than 10:00 am. This was prompted by comments made last May and June when the bookmobile was open at the Farmer's Market at 9:00 am. We conducted a three-part user survey the first week in March (a complete report will be in your April board packet), asking users in the downtown building and on the bookmobile to complete a paper survey, and also presenting random website users with an electronic survey. Staff were also polled at the March staff meeting. To date, the survey data shows a strong preference from the public for keeping Saturday hours 10:00 am — 6:00 pm. Looking at only paper survey returns, 40.5% preferred 10:00 am — 6:00 pm, 45.3% had no preference, and 14.2% wanted 9:00 am — 5:00 pm. Including the online web survey, those numbers were 39.6%, 44.6% and 15.83%. Of the 39 staff members polled, 5.1% preferred 10:00 am — 6:00 pm, 48.7% had no preference, and 46.2% preferred 9:00 am — 5:00 pm. Based on this data, no change to Saturday hours is recommended. The other issue prompting a suggestion for changes is having some or all of the library available during certain large scale downtown events. The first issue — having the lobby and/or meeting rooms open is simply describing long standing practice. For instance, we open the lobby early on the Sunday of Arts Fest. We routinely open the lobby for early meetings. The only downside is maintenance staff have to make sure meeting rooms, bathrooms, and lobby cleaning is completed before opening. Last year, for the first time, the Downtown District sponsored a Block Party and we stayed open on a Saturday evening until 10:00 pm. We were moderately busy for traditional library services, but very busy with people in the building participating in special events. I believe making the facility as available as possible within budget constraints during high attendance events downtown supports our mission (connect, engage, enrich) and our values (access, collaboration, community, enjoyment). The people paid for the building, it should be available, if possible, when thousands of them are downtown for a special event. Staff Recommendation: Staff recommend adopting the proposed changes. Prepared by, Susan Craig Agenda Item 48-2 812 Hours of Service 812.1 A critical component of library service is the hours that the building is open to the public. Generally, library hours and the annual calendar will be set to maximize access to the public at the times most convenient to them and within the resources available. When the Library is open all basic services will be available. 812.2 Library hours are reviewed annually and a calendar approved. Exceptions to hours changes other than those noted must be approved on a case -by -case basis. The Director may close the Library for weather or facility related emergencies. The Director may open the lobby and/or meeting rooms to accommodate large community events. 812.3 Regular library hours are: Monday through Thursday: 10:00 a.m. — 9:00 p.m. Friday: 10:00 a.m. — 8:00 p.m. Saturday: 10:00 a.m. — 6:00 p.m. Sunday: 12:00 p.m. — 5:00 p.m. 812.4 Current Approved Exceptions to Stated Hours 812.41 Close at 5:00 p.m. on Thanksgiving Eve, and New Year's Eve. 812.42 Close at 4:00 p.m. on Christmas Eve 812.43 Closed on New Year's Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, Christmas Day. 812.44 Close at 6:00 p.m. on Martin Luther King Day, President's Day, and Veteran's Day, and any other day the Library is open on a designated City holiday. 812.45 Close an extra day near Christmas if it makes calendar sense to declare a fixed day for the "floating" day allowed in the AFSCME contract (see Article X, Section 1). 812.46 Close one day per calendar year for in-service training at staff request. 812.47 Extend hours on a case-bv-case basis to participate in maior downtown communitv events. 812.5 Bookmobile 812.51 The bookmobile will operate on a schedule set by the Library Director and posted at least tri-annually. 812.52 The bookmobile will not operate on any Library designated holiday, Thanksgiving Eve, Christmas Eve, New Years Eve, or any day the downtown building is closed. 812.53 The bookmobile will not operate on days when inclement weather would result in hazardous driving or service conditions, including any day the Iowa City Community School District cancels classes due to weather. 812.54 The Library Director may cancel bookmobile service for emergencies. 812.6 History of Hours of Service A. Closed 9:00 -10:00 a.m. since 1960s. B. Closed Friday evenings about 1970-72. C. Sunday hours started 1970-72 (dropped FY79, FY81, FY82) (1:00 p.m. -5:00 p.m. through FY80, 12:00 p.m. -4:00 p.m. through FY97), 1:00 p.m. - 5:00 p.m. until September 2006, then 1:00 p.m. - 6:00 p.m., changed to 12:00 p.m. — 5:00 p.m., May 2007). The Board chose to continue the discussion at their February meeting and asked Assistant City Attorney Eric Goers to attend. Additional public input was heard in favor of a less restrictive policy. The Board asked for language to be drafted that the director would be comfortable with, to consider at their March meeting. Attached is draft language that I am comfortable with. It is very similar to the language that Ames Public Library has in its policy. The language notes that any permission would be on a case -by -case basis after consultation with law enforcement. This does not give open permission for an individual to use the library (or attend any meeting) whenever they choose; each visit would have to be pre -authorized. Prior to drafting this language, I met with Captain Troy Kelsay of the Iowa City Police Department and Assistant City Attorney Eric Goers. They both believe that this type of process is manageable and appropriate. Of the larger public libraries in Iowa, those in Ames, Davenport, Dubuque, and West Des Moines all allow the director varying degrees of autonomy in allowing a sex offender convicted of an offense against a minor to be in their buildings. This policy adopts the definitions of Iowa Code Chapter 692A, as amended. 816.2 The Library Director acts as `library administrator" for purposes of Iowa Chapter 692A. The Library Director w4l notmav eive the written permission required by Iowa Code Section 692A.113(f) for sex offenders convicted of sex offenses against minors to be present on library property, including the Bookmobile. Such permission will only be granted on a case -by -case basis after consultation with law enforcement and/or other appropriate governmental officials. Issuance of a library card to a sex offender convicted of sex offenses against minors does not constitute written permission from the library administrator for that offender to be present on library property, or on the Bookmobile. Individuals may appeal this decision, as it relates to them, to the Library Board of Trustees. 816.3 Sex offenders convicted of sex offenses against minors may be eligible for library service, depending on their residence address. They may register for a card directly via telephone or online with the Community and Access Services Coordinator, or by designee, making arrangements for a person of their choosing to select, check out, and return materials using that card. Under any of these circumstances, a sex offender convicted of sex offenses against minors will remain responsible for all activity on their card. They may access information resources via telephone or online. If eligible they may participate in the At Home program. 816.4 Sex offenders convicted of sex offenses against minors may not loiter, as defined under Iowa Code Section 692A.113(g), as amended, within three hundred (300) feet of library property, including the Bookmobile. 816.5 Violations of this policy will be immediately reported to law enforcement, and violators will lose all library privileges. It is a soft opening where staff and the public can learn more about the myriad software, resources and equipment offered. Twelve users have been oriented and registered as DML users. They now have access to the Lab when it is open for general use. Jen Eilers, Library Assistant III, reported the soft opening has gone well, "We have seen a cross-section of the public attend the Explore the New Digital Media! Sessions, with the majority of those being first-time users. I look forward to creating new classes and opportunities for the public to create their own digital media projects." During the first two weeks of March two sessions of Scan Your Old Photos were offered, and three sessions of introductory Explore session with many more classes to follow in April, May and June. A Digital Media Lab intern position has been posted. The multifunctional layout of the DML allows the space to be used by all ages and for a wide variety of users. Drop -In -Tech and Senior Tech Help, Library Community Writing Center have returned to the room as well as Minecraft. Volunteer Income Tax Assistance, VITA, is also using the expanded space and really appreciates the flexibility it now offers them. Archives Crawl The Iowa City Public Library partnered with three other Iowa City libraries and museums in the first ever Archives Crawl from 11- 3 pm on February 24. The Crawl, in advance of the Obermann Center's Symposium, Against Amnesia: Archives, Evidence and Social Justice, the following week, offered the public an opportunity to visit the University of Iowa Museum of Natural History, the State Historical Society of Iowa Research Center, the University of Iowa Main Library, and ICPL to learn more about each institution's resources and archives. Nearly 150 visitors listened to staff presentations on how to use ICPL's local history and genealogical resources and digital archiving software and equipment, the library's documentation of the 2006 tornado, staff research into a local murder, and a famous race horse, (who name graces an Iowa City street). ICPL also hosted Friends of Historic Preservation, Historic Foodies and the Johnson County Historical Society. A related display of historical materials from the library's archives garnered much attention from the public. The presentations were in the Digital Media Lab and were a great way to promote the technology available to for the public to preserve their own documents and photographs, as well as providing options for creating digital scrapbooks. Many patrons, both at the Downtown Library and on the Bookmobile, made sweet Valentines for the Library. It's a great way for our community to express their LOVE for the Library and for staff to feel the love. Summer Bookmobile Schedule: The Summer Bookmobile Schedule is complete and runs from June 4th through August 17tn Features include Stories in the Park programs on Monday, Wednesday and Friday mornings June 11 through August 3 and weekly Party in the Park events on Thursdays nights from June 7 through August 23. These are in cooperation with the Iowa City Parks and Recreation Department. We'll also be on the Health Sciences Campus for Science Thursdays, an event that draws up to 1,500 people and includes food trucks and music. We'll maintain most of our existing weekly stops while adding a couple parks and Forest View Mobile Home Community into the summer mix. National Bookmobile Jam} Week Celebration: National Bookmobile Day is scheduled for April 11, 2018 and it is the one-year anniversary of the ICPL Bookmobile rolling into town. Teen Confidentiality and Privacy Awareness: Beginning in March the Library will begin mailing letters to teens who used their Library Card within the last 12 months and are celebrating their 161n and 18tn birthday. The letters have information about confidentiality and privacy related to Library Accounts. This is a follow-up to the FY17 Library Board discussion of the Confidentiality and Privacy policy and working toward the Strategic Plan strategy to "Raise awareness of patron's privacy and confidentiality." Agenda Item 613-1 A Good Book Will Take You Places By Anne Mangano, Collection Services Coordinator, Iowa City Public Library In "How Reading Changed My Life," Anna Quindlen wrote "Books are the plane, and the train, and the road. They are the destination, and the journey." I understand Quindlen's sentiment. Books, particularly fiction, act as a vehicle for my own exploration; I learn more about a different place or time through the eyes of another person. To get to new places, try these new international titles from the Iowa City Public Library's collection. Originally published in 1941, Sabahattin Ali s "Madonna in a Fur Coat" is a well-read, well -loved Turkish novel now available in English. Ralf Effendi, a quiet, young man, moves to Berlin to study during the 1920's and falls in love with a piece of art and, eventually, the artist, a free- thinking, independent woman who intellectually engages and challenges Raif. How does he go back to Turkey after such love and friendship? Jana Fawaz Elhassan's "The Ninety -Ninth Floor" is another fantastic read about a young man navigating a new place and a new love. Giorgio De Maria's 1977 Italian horror novel, "Twenty Days of Turin" also recently made its English- translation debut. In this short work, our unnamed hero investigates a decades -old mystery, when the people of Turin experienced twenty nights of collective sleepwalking and inexplicable murders. Do the murders have something to do with the creation of the Library, where people can write down and share their most important thoughts and secrets? This book is a little bit "The Social Network" and a little bit "Stranger Things." For a more recent mystery of technological social psychosis, check out Tomoyuki Hoshino's "Me." If you enjoy surrealist fiction, you may like Samantha Schweblin's "Fever Dream," which is best described as a ghost story, but that label still doesn't feel quite right. The narration follows a conversation between a hospital -bound woman and a neighbor's son. However, it is unclear if either are still of this world. This book is a puzzle in both subject and form. You may also like the short fiction of Yan Lianke in "The Years, Months, Days" or Laszlo Krasznahorkai in "The World Goes On." Do you prefer more realism? In Wilfried N'Sonde's "The Silence of the Spirits," Clovis Nzila, an African migrant, and Christelle, a French nurse, sit next to each other on a suburban Paris train. On the surface, they may seem worlds apart, but after starting a conversation, they learn through telling their stories that there is more that unites them than divides them. You should also check out "For Two Thousand Years" by Mihail Sebastian and "Ties" by Domenico Starnone. From all around the globe, the Iowa City Public Library has a number of fantastic books to take you on your own journey through the world of fiction. Find these books and other great reads at catalog. icpl.org. Agenda Item 6D-2 By Brian Visser, Teen Services Librarian at the Iowa City Public Library It's beginning to warm up outside. That means more people bicycling for fun or to commute. My bike is the main way I get to work, and I love going on longer rides when I can. I'm always looking to expand my understanding of cycling, from the upkeep of my bike to the culture surrounding it. There are a variety of books about cycling at the Iowa City Public Library to either inspire or increase your skills. Bike maintenance is tricky, but we have a lot of resources to help. I've progressed from not knowing how to fix a flat to being pretty comfortable doing minor adjustments. Books like the "Bicycle Repair Manual" by Chris Sidwells cover just about everything you'd need to keep your bike going. It even has a handy maintenance timetable that lists which page in the book to read about how to perform the maintenance. We have many other titles that will help you out with this too including "Bike Repair & Maintenance" by Christopher Wiggins. I appreciated its large pictures and clear directions. Commuting and urban cycling can be scary if you've never done it before. Luckily, there are books about navigating the roads. "The Urban Cycling Survival Guide" by Yvonne Bambrick is indispensable if you are biking on the street alongside cars. Bambrick gives good advice such as riding predictably and communicating to drivers clearly. She also goes into signaling, turning in traffic and staying out of car's blind spots. It's a great read for someone thinking about starting to commute with their bike. Veteran rider Grant Petersen wrote a practical guide to riding your bike with the title "Just Ride." Petersen laments how much racing has taken over cycling culture. He wants us to get back to enjoying riding. I can get behind a lot of what he says --count time on your bike instead of miles and shift your gears less. Petersen has opinions that go against tradition including that clips and bicycle shoes are a bad idea and that maybe helmets aren't all that great (I think wearing one is a good idea). It's an interesting look into the mind of someone who thinks about cycling a lot. Long bike rides are a lot of fun, and RAGBRAI is an absolute blast. The annual ride across Iowa is coming through Iowa City this year, so it would be a great time to try it out if you haven't before. It's good to go on longer rides to get your body ready to be in the saddle for extended periods. Books like "The Big Book of Bicycling" by Emily Furia have sections on training for long rides. While something like this isn't absolutely essential, I do think it helps a lot. If these titles sound too advanced, there are books like "Hello, Bicycle" by Anna Brones and "The Ultimate Bicycle Owner's Manual" by Eben Weiss that are very beginner friendly.
