During that presentation, several recommendations were made to help alleviate the congestion of commercial vehicles. After discussion of the recommendations, the Transportation Services Department was given direction to move forward with the recommendations. The first area being addressed from our proposed plan is to remove nine parking meters on the east side of 10 South Dubuque Street and utilizing this space as a commercial loading zone. We proposed to eliminate all loading, unloading, parking, etc., on the center line of 10 S. Dubuque Street. This would lessen congestion, perceived or otherwise while also improving the sight line as traffic enters downtown Iowa City via Dubuque Street. This would also address the safety concerns that were raised from business owners and the two distributors we interviewed. This new commercial loading zone will have four signs placed designating the space as a commercial loading zone from 6:OOAM - S:OOPM. This area will also carry a designated time limit of 30 minutes for vehicles legally utilizing the commercial zone. I would like to explain how we determine the order in which streets will be plowed or treated (sand/salt). All of the streets in Iowa City are prioritized. 1St priority streets are arterial streets and bus routes. 2"d priority streets have hills with a 2% grade or more. 3rd priority streets are those in flat residential areas. Killarney Road and Dublin Drive are 2"d priority streets. The crew that does the plowing and treating in Galway Hills informed me that on Tuesday afternoon we did one pass through that area. Another pass was made on Killarney Rd. and Dublin Dr. late Tuesday night or early Wednesday morning. I apologize for the delay, but due to the length of time it was snowing our crew was continually clearing the 1St priority streets. Our crew was instructed to go out to Galway Hills this morning to make sure that the streets are cleared as best as they can be. While I know that this is a very busy time with respect to plowing/clearing the streets I have to voice my concerns. I live at 907 Roosevelt St. That is off of Kirkwood on the south side of the railroad tracks. It is a dead end street with 8 driveways. My concern is the lack of plowing service we receive on the south side of Roosevelt Street. This is not a new concern and the folks at the streets department should have records of my calls over the last few years. I have to say that I am very diappointed with the service again this year. On Tuesday, Dec 9th there were weather issues severe enough to cancel schools. By Thursday, Dec 11th, we still had not had a plow down our street -either plowing or sanding. I called the streets dept and left a message on Thursday evening Dec 11th requesting a plow before the next precipitation event which the forecasters were calling for Saturday the 13th. On Friday Dec 12th a plow did come down the street. For that I thank you. But here we are again, over a week and THREE (3) precipitation events later!! Guess what, we have yet to see a plow since Friday the 12th of Dec. I called last night (Sunday, Dec 21st and again left a message asking for service). When I have called in past years, I get the same story of how there is a priority to the plowing of streets. Bus routes, hills, main roads etc. While I understand the priority, dead ends should at least be on the list for service. As far as I know I pay the same amount in taxes as the rest of Iowa City and I expect the same service as other tax payers who live on bus routes, hills, and major roads. I understand that it may up to a day(or maybe even 2) after the event but going a week and having to call and sk for service is just not acceptable. As residents we have to have the snow removed from sidewalks within 24 hours or the city will remove it and charge the resident. I know seve ral people in the private plowwing business who would be glad to plow our street Just let me know where to send the bill!!! Thank you in advance for taking the time to look in to this problem. If none of you are in a position to help, I would ask that you forward this email to the appropriate personnel. I look forward to hearing from one of you as to a resolution to this problem so that I don't have to continue to call and request snow plow service for our street. I use canvas bags, or reuse paper bags and sometimes find it difficult to convince the checkout person that I have my own bag or I do not need a bag. Also, I find myself arguing with them when they want to give me multiple bags or double bag everything. Part of the problem with plastic bags is not just about disposing of them, but that they aren't good choices in the first place: they break easily and therefore cannot handle heavy items such as groceries. Thank you for bring this issue up, just discussing the issue will hopefully educate the community members about the problems with the abundance of plastic bags. Grocery style plastic bags are one of the easiest convenience items to replace with a more sustainable product. I personally switched to canvas bags over a year ago, and have probably saved over 250 bags from being used at a personal cost of around $30 (for 5 canvas bags.) While that may not sound like enough to warrant getting excited about, if 20,000 Iowa City residents followed suit, we could save 5 million plastic bags from being used in one year. Many have questioned what the impact really would be of banning bags. It's not just that there would be fewer bags blowing in the wind, or getting stuck in trees, but it would help create a more sustainable mindset as well. This is just one example of a simple action that would pay environmental dividends if you, the city council, has the fortitude to pass it. Thank you for your time. I am an eighty-six year old woman who prefers to remain in her own home for economic and psychological reasons. Purchasing and preparing my own food is a major undertaking for me but well worth the effort. Plastic grocery bags make my life infinitely easier. Because of my limited strength my weekly shopping must be divided into five or six or more bags of a weight I ca.n manage to carry. I do not waste these bags. I use them to line my trash containers at home. Otherwise, I must purchase plastic bags to use for this purpose that also end up in the refuse trucks and the garbage dump. Those grocery plastic bags that I do not use for my trash I recycle in the containers provided at the grocery store. I always try to behave as a responsible citizen of Iowa City. I recall well the days of when my groceries were sacked in brown paper bags that frequently split depositing their contents in the parking lot of the grocery or on my driveway at home. They were difficult to carry and besides aren't paper bags made from trees? Such bags are now often charged for at the store. So the "green" answer is to use cloth bags. This is not a simple as it may sound. Cloth bags add weight to what I must carry, I may not have them available when I wish to make a spontaneous trip to the store. When filled, they are too heavy for me to carry. I would need to have up to six bags available for my shopping trip. And then, as previously stated, I will be purchasing plastic bags to contain my trash anyway so what has been gained environmentally except inconvenience and extra expense? I do not believe my convictions on this issue are unique. Please do not make my life and that of many other Iowa City citizens more difficult by banning plastic bags for use by grocery stores. As a faculty member in this town, I can vouch for the importance of places like the Englert when we are recruiting new faculty, or introducing visiting faculty members to the town. As a resident of Iowa City, I can vouch for the fact that virtually every time I have gone to the Englert (which is about 5 times a year), my husband and I (and sometimes a group of friends) also visit Java House, 126, Z-Marik's Noodle House, Vortex (for weekend shows), Brown Bottle and Iowa Artisan's Gallery. Because I'm a faculty member, I'm often downtown during the week for lunch, so I'm familiar with many of these places. However, the ONLY times that my husband and I come back downtown "after hours" (evening or weekend days and nights) are for shows at the Englert. During any given year, between tickets, food, and things we see in shops, we probably spend an extra $1000 in downtown Iowa City just because of the Englert. As a mom of someone who has performed at the Englert in the Nutcracker, I can vouch for the important performance opportunities that a place like the Englert provides for local talent in addition to famous folks who we bring in. I can't think of anywhere else in this town or Coralville where 67 dancers, 26 musicians, and 20 choir members all from local areas could come together and perform in front of a audience of 2400 people over 4 shows. As a volunteer in a local elementary school, and 1 vouch for the impact that a day at the theater watching the Nutcracker as a school show (with a $5 ticket price) has on those kids. Only a few of them have ever been to a "live theater" and it's an enriching experience for them as they see the arts in a new way. As a payer of taxes in Iowa City, I applaud the use of these funds to make the arts accessible to everyone, in a way that is sustained by everyone. As a constituent, I urge you to approve the $50,000 funding request for the Englert. Thank you for your time and all you do for the City of Iowa City. We have had a very successful first year focusing on the performing arts, and now we are expanding to create a gallery space for the visual arts. There are two ways you can help: we're looking for volunteers to help with the actual labor needs (painting, cleaning, hanging drywall, etc), but we still have to pay for raw materials and for some subcontractors for specialized projects. Starting in January, we will begin work on renovating previously unusable space into Iowa City's newest gallery, with a focus on amateur, emerging, and avant-garde artists. Happy New Year Arvind Thakore 1 /4/2009 ~~ Libris Fidelis PO Box 2146 Iowa City, Iowa 52244 LibrisFidelis@activist.com January 6, 2008 PRESENTATION TO CITY COUNCIL CLEARANCE CURBING AT INTERSECTIONS At the intersection southeast corner of west Court Street and south Clinton Street, large interstate passenger buses of Burlington Trailways and Greyhound Lines must make a very tight right turn when going from westbound to northbound around the intersection after they depart the bus terminal on Court Street. This intersection has been narrowed to provide for reduced traffic flow in the strategy of slowing vehicle speeds and of discouraging unnecessary traffic, which normally would be a wise strategy. However, the presence of large interstate passenger buses turning at such a narrow corner presents a traffic conflict problem. When a large bus makes a turn, it must wait for all southbound traffic on Clinton Street to clear the intersection, as the bus must make a turn across the center dividing line of Clinton Street to negotiate the turn from Court Street. During high traffic flow hours, this presents a significant traffic backup and delay of traffic flow. It is also a very tight turn for the buses, presenting a potential collision factor for impatient motorists who sometimes in the past tried to slip around the front of a turning bus, causing a further traffic jam and requiring cars to back up to clear the bus. Reducing the radius of the corner curb and insetting the curb to allow for large buses to make an unimpeded turn is almost a mandatory consideration, and I recommend that the southeast corner of Clinton and Court Streets be adjusted. I am sure that Burlington Trailways and Greyhound Lines can recommend the proper radius for the curb so that their buses do not need to cross the center line of Clinton Street. ~ / w 1
