The Subdivision Code presently.- states that lot lines shall merely intersect with streets at "approximate "right angles. The proposed ordinance -defines -;approximate right angles to mean angles, between 80 and 100 degrees. ..Ac tion : no a �r n , . % �-�-' r= »v:�'. � i� �'r1�� - �1.7 /O Item No. 8 - CONSIDER AN ORDINANCE TO AMEND CIIAPTER 8.10 OF THE MUNICIPAL CODE' OF THE CITY OF IOWA:CITY, IOWA, BY ESTABLISHING PROVISIONS FOR NON -CONFORMING USES AND BY REPEALING SECTIONS 8.10.3.56,`8.10.5C, • 8.10.51), 8.10.21B AND 8.10.24C OF SAID CHAPTER (second consideration). Comment: A public hearing was held November 4, 1975. The Planning and Zoning Commission recommended by a 4 to 0 vote adoption of an ordinance to amend the Zoning Code by establishing provisions for non -conforming uses and by repealing Sections 8.10.3.56,-8.10.SC, 8.10.51), 8.10.21B and 8.10.24C of said chapter. The significant" aspects: of the proposedordinanceare (1) to eliminate several existing conflicts in wording within the Code, and -(2) to allow a building occupied by a non -conforming use; to be remodeled and/or converted to another -non -conforming use or conformingusethough the building may be in noncompliance with the height, yard and area regulations of the Code.' Refer to Staff -Report dated August 1.4, 1975, for an explanation of the intent of the proposed ordinance. Ordinance was amended at regular Council meeting of November 11, 1975. OF SOLID WASTE;,ESTABLISHING`A PERMIT SYSTEM FOR PERSONS THE ,ENGAGED _IN- :BUSINESS OF COLLECTING, TRANSPORTING, PRO- CESSING OR DISPOSING OF SOLID WASTE; PROVIDING FOR THE DISPOSAL OF NONCONFORMING SOLID WASTE CONTAINERS; PROVIDING BEARING PROCE- DURES FOR CITY DETERMINATIONS OF ORDINANCE; OR RULE VIOLATIONS; PROVIDING FOR TI {E DIRECTOR'S RULEMAKING AUTHORITY; PROVIDING A - PENALTY FOR VIOLATION OF THE'PROVISIONS_OF THIS ORDINANCE; AND REPEALING ORDINANCE NO. 2291 AND ORDINANCE NO. 2286.2 (SECTIONS`` 3.42.1 THROUGH 3.42.5, MUNICIPAL CODE) (second consideration). Comment: This ordinance regulates storage, collection, transportation and -disposal of solid waste. The major provisions of the ordinance provideforpickup of all residential solid waste up to and includ- ing a four-plex. The rough draft of this ordinance stated ten con- tainers would be picked up from residential units largerthana four-plex upon request; however, 15.is-felt topresent a better -_ balance based point on actual field surveys conducted on October 8, 1975. The ordinance • also states that weekly pickup will be provided for all brush and limbs tied in bundles not -exceeding 48 inches long and 18 inches in diameter. Brush piles larger than this will be treated as bulky refuse picked up on'a first- come, first-served request basis. The ordinance also provides [or licensing of all solid waste haulers operating within the Iowa City city limits. Action: �%a I �.. ? 4 .t t ) Item No. 10 - CONSIDER RESOLUTION AUTHORIZING EXECUTION OF CONTRACT REGARDING AGREEMENT TO SELL HOUSE LOCATED AT 330 SOUTH CAPITOL, IOWA CITY, I01VA, TO BILL MCDANNALD. Comment: Mr. Bill McDannald was the successful bidder on the house located at 330 South Capitol, Iowa City, Iowa. He has submitted a plot plan which has beenapproved, and has recorded the plat as requested. Pending execution of Agreement to Sell, Mr. McDannald will be issued a building permit and be required to move the house in thirty (30) days. Total negotiated price of the contract is $80,000 and time of completion is 18 months. Comment: Underregulations in the Manual on Uniform Traffic Control Devices, stop signs are warranted when five or more accidents occur which are susceptible to correctionby stop signs. Action: �n I c_, h.�., ,i c� {-a r_ Z,/ D Item No. 13 - CONSIDER RESOLUTION AUTHORIZING CITY MANAGER TO ENTER INFO ,A LEASE y TO RENT A BUILDING AT THE 4H GROUNDS. • /\Comment: In order to provide more undercover storage with electrical plug ins at the Service Building,' it is necessary to removeseveral- pieces of equipment from covered storage. Rather -than store this equipment outdoors withresulting.damage due to weather elements, it is recommended that the City enter into a<lease.for six months at`a rate of $300 per month for 7,500 square feet of storage at the 4H Grounds. This is an extremely favorable rental rate and it is recommended that this.resolution be.adopted.
