SUMMARY OF DISCUSSION AND FORMAL'ACTION TAKEN:
The Iowa City Riverfront Commission met in Special Session on Thursday,
October 30, 1975, with Chairperson Fahr presiding.r,;
* It; was moved by Horton and seconded by Stockman that the minutes of the
October 16, 1975, meeting be approved as written. Unanimous.
Chairperson Fahr reported that he had been asked by Staff to appoint a
Riverfront-,Commission member to the newly established Waste Water Facili-
ties Committee. Following discussion, Loren Horton was, appointed to that
Committee, which will -begin -meeting in November. `
Fahr indicated that he had received a letter from the Mayor regarding
the vacancy on the Riverfront Commission created by the resignation of
Robert Plumb. He also indicated that, due to Mr. Plumb's resignation,
the Riverfront Commission needed to reassign a=Commission member to the
Johnson County Land Use and Water Resources Committee. Following discus-
sion, there was a concensus that Fahr should attend as the Riverfront
Commission's representative.
Chairperson Fahr reported that he had contacted Tom Cilek, Chairperson of
the Park and Recreation Commission, regarding a joint Riverfront-Park and
Recreation Commission meeting to discuss ,the River Corridor Study and
related topics. Cilek suggested that the meeting should not be held
before January. - Following discussion, there was a'concensus that the
Joint meeting should be held in January.
Staff indicated that they would be meeting with Stanley Consultants on
or around November 10 in order to discuss recommendations on-the:Phase II --
Report of the RiverCorridorStudy. They also indicated that Phase IZI
could possibly be received by January 15.
Commission then discussed the Phase II Report- Concerning the page 27

STAFF (preliminary,draft report).
ANALYSIS: Phase Two of the Iowa River
Corridor Study contains a fairly
complete set of concepts for
development and improvement of -
- the Iowa Rive area.
The Riverfront Commission ;`Stanley "Co-
nsultants and the City Staff have
shown slides and discussed these concepts with many groups of citizens
having aninterest`intheriver. -
There has ,been widespread support for improving the river area and for
the ideas contained in the report.; The final River Plan Report,
for completion in mid-December, scheduled
will be instrumental in increasing the
- public awareness and interest and in guiding the improvement and development
of the river corridor.

District including an example of the concept in the; Appendix.
5. Comment on shoreline erosion and indicate ways of obtaining
professional help or advise for the protection Of -shorelines.
6. Statements pointing out the history of an entire area rather than
• specific sites.-

Describe and explain land banking and the legal implications for
its use in Iowa

Explain why specific park sites are recommended for possible
acquisition or development, e.g., the recommended park site near
Taft Speedway.

Describe the kind and type of trail system recommended in the

Explain how the governmental cooperation mentioned in the preliminary
report is to be achieved and what administrative body would have
jurisdiction over the river corridor.

South Riverside Drive immediately
south of Streb South Industrial Park from'a Cl -Local
Commercial Zone to
an Ml Light Industrial Zone.

ANALYSIS:
tract (1.999 acres) is located
- north and west of the Johnson
"Mobile 11ome Court zoned Cl and
south of Streb South Industrial Park zoned MI. The
property is presently
occupied by a single family dwelling, .
The.. Staff has repeatedly recommended against rezoning land to an Ml Zone
in the South Riverside
Drive corridor area for two reasons:
1. -because of the incompatibility of industrial uses to the existing
mobile home
courts located on South Riverside Drive, and
2. because of the allowance of residential uses in the Nil Zone.
In a_Staff Report dated December 15, 1973 it was recommended that a
residential be -established
-`zone -for mobile home parks to require that
commercial and industrial establishments
located adjacent to them provide
the same buffering techniques as when located adjacent to.other
R Zones.
In a_Staff Report dated September 12, 1974, it was recommended that the
611 Zone be amended to permit only industrial and.similar uses to prevent
the possibility of industrial
and residential uses or other highly incom-
patible uses being located within close
proximity of each other.
A proposed ordinance creating an RMH Residential Mobile Home Zone_ and an
ordinance
creating three new industrial zones have been drafted. -Unfortu-
nately, however, other higher
priority items havepreemptedfinal revision
of the ordinances by the Staff.
----If-the ordinances were completed and adopted as drafted and the subject
tract was rezoned to an Il Zone, the regulations would require:
`1. that the tract be used for only industrial and similar uses,
2. that the environmental effects of smoke, particulate matter, noise,
toxic
matter, odor, vibration and glare from an industrial operation
be reduced to
a bare minimum at the property lines common to the
mobile home park;

3_ that the open _storage of materials and equipment, off-street parking,
and the industrial'
use itself be completely screened from view within
the mobile home park,.

4. that the yard depth between an industrial use and the mobile home
park boundary equal 2.2' feet -for each foot-of industrial building -
height, and
S. that off-street parking not be permitted within 30 feet of the front
lot line.

If the subject tract was rezoned to an M1 Zone, the present ordinance
would allow:
1. any use except those uses confined to the M2 Zone,
2. a 45-foot building to be constructed up to the lot lines common
to the mobile home park,-
ark,3.'unscreened
3. unscreenedoff-street parking and the open storage of materials and
equipment, and _
4. the controlledemission of pollutants with disregard to the adjacent
mobile home park as a residential use.
The Staff is still of the opinion that the South Riverside Drive corridor
area is best suited for industrial use. However, until the adverse
effects of industrial uses upon the residential mobile home park can be

controlled, the Staff would be remiss in recommending that the subject
tract be rezoned to an M1 Zone. Such action would be contrary to the
very basic concept of zoning --'that land uses of the community are
properly, situated in relation -to'one 'another.
STAFF It is the Staff's recommendation'
RECOMMENDATION: that the subject application be
deferred pending completion and

- adoption of the. proposed ordinances ._
creating an RMH Residential Mobile Home Zone and three new industrial
zones.
