WHEREAS, the City Of Iowa City, Iowa, (hereinafter the City), and the Iowa City Police Patrolmen's Association (hereinafter. the Association), entered - intoa-negotiation-agreement dated January 15,1975,a copy_of -which agreement - isattachedto-thisresolution and, by this referencemade -a part,. hereof, and WHEREAS, the impasse procedures provided for in the negotiation agreement - - expired on July 1, - 1975-,. and - -- - - - - WHEREAS, the City -and -the Association desire toextend -the provisions of this agreement through December 31, 1975, by executing an amendment to the agreement, a copy of which amendment is attached to this resolution and by this reference made apart hereof, and - - - -- - WHEREAS, the City desires to delete section eleven (11) of the agreement -_ entitled "Writing," and - - - - - - - - WHEREAS, the City and the Association desire that the 'impasse procedures- shall rocedures shall apply to negotiations during the period from December 13, 1974, to December 31, 1975, and -- -.WHEREAS, .the parties desire that -all their negotiations prior to the date - .of-the -amendment. to the Negotiation `Agreement -be -considered inconnection-with any impasse or other applicable procedures. The reasoning behind this requirement_: wires, because of the height of utility poles, can go only so high. Second, throughout the city we have many high voltage wires (32,000 to 300,000 volts) that have a six (6) foot, diameter electrical field..: .To be safe we must stay six to eight feet under these wires. No one has been allowed, to move a building in Iowa City, Iowa, over this height limitation and itis certainly not advisable now. Iowa -Illinois Gas and Electric, Mel Schweer and Ray Sullivan are in charge: Of ering and raising of the wires for house moves. They do not wish this height limitation to be extended. The reason for the thirty-four (34) feet width limitation ' is because many utility poles would have to be removed.In s are narrow and because of trees and many -areas our street utility poles, a wider load would not'pass without the removal of one or the other. " At the present height and width; we find in many areas that the trees must be trimmed and in some cases large branches must be removed. This causes havoc ,with the property and potential destruction of beautiful trees. Several of the Urban Renewal houses that were sold at auction exceed this height and width limitation.
