Principal areas covered were sources and methods for funding, ideas for buildingcommunitysupport-and problems associated with choos- ing and working with an architect. Regular meeting -- December 4, 1975 • - STAFF REPORT` _. -- ---- --- Planning & -Zoning -Commission { December -4, 1975 SUBJECT: S -7524. -.Revised preliminary plat of'Streb South Industrial Park located ;east _of South Riverside - Drive, south of the CRI&P Railroad, and west of the Iowa River; date filed: 11/11/75; 45 -day limitation: 12/26/75:_ - STAFF The subject plat is a revision of ANALYSIS: the -preliminary -plat of-Streb South Industrial Park -(S-7511) approvedbythe Planning and Zoning Commission on August 12, 1975. A staff analysis of the previous submission is includedina Staff Report dated July '24,=1975. The only change,in.the approved plat is in the configuration of the rear' lot lines of Lots 11 through 17. Previously, said rearlotlines were . common to a straight line from the northeast corner of Lot 11 to the southeast corner of Lot 17. The rear lot lines are now being altered to provide a uniform 100 -foot width strip of land along the Iowa River and greater depth for Lots 11; through 17: • `.: In earlier discussions with the Riverfront Commission, it was requested " that_a 100 -foot strip of land lyingalong' the Iowa -River be dedicated to the City for the beautification and utilization of the riverfront. The staff finds the amended plat to:be:consistent 'with ;the Riverfront Commission's_ request. - According to the recently amended Section 9.50.5A.4.j. of the Subdivision Code, the lot lines common to Lots 1, 2 and 3 should intersect with Commercial Drive between angles of 80 and 100 degrees.,, -,To comply with this requirement, however, would 'result in,"pointed" lots.to-the rear if the lots are maintained at a uniform width. The subdivider has indicated a desire to -keep the side lot lines at"right 'angles with the rear lot lines to facilitate better__ utilization of the rear -yard -for -- off-street parking and other ancillary purposes. ""If -it is assumed that there are fewer problems inherent in the site location of a building on a rectangular lot as compared to an irregular shaped.or pointed lot, - the intent of Section 9.50.5A.4.j. is obvious. In this case, however, the problem is unavoidable. - Where in the case "of "non self-inflicted" conditions, the requirements of Section 9.50.5 of the Zoning Code would result in extraordinary hardship to the subdivider,`. the.: Commission, according to Section 9.50.6, may waive those requirements. STAFF The subject 13.83 acre final plat ANALYSIS: submitted by: Mr. Alvin F. Streb - is consistent with the revised preliminary plat presently before` the Commission for consideration. The changes to the originally approved preliminary plat are indicated in the staff-analysis,of that plat included - with this Staff Report. The Planning and Engineering Divisions have reviewed the subject plat and find that it conforms with all the requirements of the Subdivision Code relative to a final plat with the exception of the: following minor discrepancies: 1. The length of the lot markers should be indicated. 2. The length and width of the respective 10 and 20 -foot utility ease- ments within Lot 21 should be noted. 3. The storm sewer and access easement between Lots 16 and 17 should be labeled such. 4. The legend ,should state "utility' easements except as noted". -In addition tothe modification of the above"discrepancies'the .Comission- should grant a waiver of Section 9.50.5A.4:j. (see.staff analysis of the revised preliminary plat) or require the lot lines common to Lots 1, 2 and 3 -intersect with Commercial Drive at angles between 80 and 100 degrees.
