The procedure for selection of. Mayor is as follows:
1) the ballot for Mayor will be by secret ballot,
2) only persons nominated may receive votes,
3) a second is not required for a nomination,
4) ballots will be tabulated by the Clerk & the
City Manager,
5) the first person receiving three votes in a
given ballot shall be the Mayor for the years
1972-1973
