the 30thday of September, 197S, at 7:30 P.M. in the Council
Chambers at the Civic Center. Present: Brandt, Czarnecki,
Mayor Czarnecki ,
Dav_idsen, deProsse, Neuhatiser. -Absent: none.
Presiding.
It was moved by Brandt and seconded by Neuhauser that the

year for three years in three -:functional areas: (1) opera-
ting and capital subsidies, (2) technical assistance, and
(3) demonstration projects. Also-discussedwas how the
money would he distributed,and the 'idea was presented con-
cerning users of the bus systems`Paying a fixed percentage
of the 'cost of the sy3tem, possibly 45%.
Mayor Czarnecki reported on the Arts Council meetimi held
this afternoon. A discussion of the use oftheOld Post Office

by -senior citizens was held. Councilwoman:deProsse advised
that .she was not yet receiving notice of meetings_of the Arts
Council.
The Mayor announced a PER Board (Public Employees Re-
ations Board) election in the Police Department on tiednesr

October 1, 1975.
CounciLwoman Neuhauser reported on the HUD sponsored
meeting' held 'in Sioux City' that she `attended` taitlr Dennis _:f raft
and Lyle Seydel. This was a workshop on Housing Rehabilita-
tion. She asked that this item be scheduled -for an informal
session discussion.
-_ Councilwoman deProsse advised that she was going to -
l:'ashington, D. C. to pct a Standard 'Metropolitan'Statisti:cai
Area for Iowa City and Coralville and would also see if she
could find Out where our transit`,grant -is at this time.
Councilwoman Daiidsen:suggested that the Iowa City voter
regi.';tration 'lists be made available, at the Citi- Library and,
if necessary to he purchased, paid for by the City. The`MaVor '

City Manager Pro Tem Dennis Kraft requested that,as the
first Saturday in October -is a home football. game, the paper,
Pickup be cancelled for October. The`Counci.l agreed. He .noted

City regulations have the observance -on the fourth week 'in r`
October To comply with State and County observations, he

Director of Public Relations Julie Zelenka asked for a
clarification concerning support for the Litterbag Campaign.
It was the consensus of the Council to purchase the bags and
bi!l the artici ants.
Mayor Czarnecki moved', seconded by Brandt, to amend `
Section IV, paragraph B,_of Ordinance -No. 7S-2783, Ordinance
on Campaign Finance, by substituting the words, "ten dollars
or moro" instead of "twenty-five dollars or'less".
:otion carried, 5/0. The implications of the effective date
of the Ordinance were discussed. It .was moved by ,Brandt and

seconded by_deProsse that, -the rule requiring -the -Ordinance
to be considered and votedon_For _passage at two Council- meet-
ings_prior to the meeting at which -it -i -s to be finally passed
be suspended,_tha-first-and second consideration and rote be
wai,-ed,,and that the ordinance,be voted upon for final pass-
age at this time. Roll call: Ayes: Brandt, Czarnecki., David-
son, deProsse, Neuhauser.`- Motion adopted, 5/0. .Tape Anderson
representing Common Cause appeared concerning Filing of,com-
plaints. The reasoning for the alterriative-.used was ex
pla.ired`by.assistant City Attorney Bob Bowlin. And
