Comment: The purpose of this ordinance is to require drivers of
motor vehicles to stop,, as` designated in the ordinance,
when approaching a stopped school bus and regulate the
use of passenger vehicles used, as school buses. This
item was deferred from the December 18, 1973 Council
meeting.

Item No. 9 - CONSIDER ORDINANCE AMENDING PART OF SECTION 210.7 OF THE
NATIONAL ELECTRIC CODE
Comment: Part of- Section '210.7 of the 1971.National Electric Code
requires that "all 15 and 20 ampere receptacle outlets
on single phase,circui:ts.f.or construction sites shall
have approved ground -fault -circuit protection for person-
nel. This requirement shall become effective on
January1,`1974:"
The above mentioned paragraph is in conflict with the
standards imposed byOSHA.` Therefore, until the problem
is resolved it is recommended that the Council consider
amending the 1971 National`.Electric Code by deleting this
particular; section until such time as OSHA has an opportu"
nity to make a decision on this particular requirement.

REDEVELOPMENT PROPOSAL.

Item No. 11 - CONSIDER RESOLUTION APPROVING PLANS, SPECIFICATIONS, AND
FORM OF:CONTRACT FOR -,A:55 HP INDUSTRIAL TYPE WHEEL TRACTOR
�Q WITH FRONT-END LOADER -AND BACKHOE.
Comment: This resolution- :approves the plans and specifications
and sets the date for receiving bids for a 55 HP Industrial
type wheel tractor with front end loader and backhoe
for use by the Water Division of -the Department of Public
Works. The date for receiving bids will be Thursday,
February 21, 1974,; at 10:00 a.m. This equipment will
replace.an existing tractor which was purchased in 1968.
Funds were provided in;, -the 1974 budget in the amount of
$10,500 for the.purchase of this equipment. The City
Manager;`and staff recommend approval of this resolution.

CONSIDER SETTING PUBLIC HEARING ON A REZONING REQUEST FOR
STREB-NATIONAL 'BY-PRODUCTS`; FROM R1A TO M1 Zone (Z-7316).
Mr. Al Streb with an ;option to purchase the 13.27 acre
tract currently owned by National By -Products has requested
a`rezoning from -RlA to -Ml. The Riverfront Commission upon
referral from the'P&Z Commission recommended at the
December 20, 19.73 -meeting that "P&Z Commission recommend
disapproval of all requests to rezone tracts fronting on
the Iowa River. until July _1, 1974,, pending completion o,
a Riverfront.Plan" by=a 4 -0 -vote. The City Manager and
staff had recommended -denial' of_the. Ml request in order to
develop_'.protection for theadjoining mobile home park, a
residential use'. The -Planning and Zoning Commission re-
commended approval by a 4-3 vote on January 10, 1974.

Comment: MacBride Addition 'Inc. had submitted a Planned Area
Development Plan for 23.5'acres containing 32 lots and
104 apartment units. The Planning and Zoning Commission
on January 10,1974 recommended approval by a 7-0 vote.
The City Manager and, staff concur with this recommendation.

WEST BRANCH ROAD. (V-7309)
Comment:
The Planninion-on December 13, 1973
West Branch
recomm__ vacation of a. -portion of Lower
Road from its intersection with.Rochester Avenue east-
ward to a --line extended north from the western boundary
line of Oakwoods Addition', Part 6. The staff had re-
commended vacation of the entireportion ,of Lower West
Branch -Road between Amhurst Street on the east and
Rochester Avenue on the west. As part of the construc-
tion contract approved by the City Council, curbs have
been placed on Amhurst Street and_on Rochester Avenue
blocking direct access to that portion of West Branch
Road considered for vacation.
The Commission also recommended that'a curb cut be made
at the intersection of Lower West Branch Road and Amhurst
Street to provide access from Amhurst Street to the west.

Item No. 20 - PUBLIC HEARING ON VACATION OF EASEMENT IN WASHINGTON
PARK, PART VII.
Comment: The City has an easement for a sanitary sewer on
Lots 147 and 148, Washington Park Addition, Part VII
which isnot required for the sanitary sewer as con-
structed for these lots. Since the City has no need
for this easement, it has been requested that it be
vacated.
