BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA, that a Class
"B" Beer Permit Application is hereby approved for the following named per-
son or persons at the following described locations:
Things, Things & Things, Inc., 130 S. Clinton St.
Said approval shall be subject to any conditions or restrictions hereafter
imposed by ordinance or state law.
The City Clerk shall cause a recommendation for approval to be en-
dorsed upon the application and forward -the same together with the license
fee, certificate of financial responsibility, surety bond and all other
information or documents required to the Iowa Beer & Liquor Control Department.

WHEREAS, the following firms and persons have made application, filed the
bond, and paid the mulct tax required by law for the sale of cigarettes and
cigarette papers; therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA., that the applications
be granted and the cigarette bond now onfilein the office of the City Clerk be
and the same are hereby approved, and the City Clerk be and he is hereby directed
to issue a permit to sell cigarette papers and cigarettes to the following named
persons and firms:

WHEREAS, the City of Iowa City, Iowa, acting as Local Public
Agency, has entered into a contract for loan and grant with the United
States of America for the implementation of an Urban Renewal Project
known as Project No. Iowa R-14, and,
WHEREAS, the City Council of Iowa City, Iowa, has received a
redevelopment proposal from Old Capitol Business Center Company dated
October 18, 1973, and,
WHEREAS, Old'' Capitol Business Center Company in a letter dated
December 17, '1973,: has requested permission from the City Council of
Iowa City to transfer, the redevelopment proposal to a joint venture between
Old Capitol Business Center Company and Meadow Link, Incorporated,
under the name of 'Old Capitol Associates" .
NOW THEREFORE BENT RESOLVED BY THE CITY COUNCIL OF
IOWA CIZ Y, IOWA, acting as. Local Public Agency, that permission be
and the same is hereby. granted to Old Capitol Business Center Company
to transfer their redevelopment proposal to Old Capitol Associates, a
joint venture consisting of Old Capitol, Business Center Company and
Meadow Link, Incorporated This permission is granted following filing
of the necessary disclosure statements by Old Capitol Associates.
Adoption by the City ;.Council_of-this..resolution shall not be deemed an
acceptance of the redevelopment proposal.

Honorable Mayor and City Council:
I have reviewed the disclosure statement of Old Capitol Associates
filed with the City on January 8, 1974. The disclosure statement appears
to conform to the requirements of Federal regulations. This disclosure
statement is filed pursuant to regulations of the United States Department
of Housing and Urban Development and therefore there are no State
statutes applicable to it.

Dear Mr. Klaus:
Negotiations with the City since December 18, 1973, have.produced
agreement between the parties on the main points of the offeror's proposal,
although the formal written agreement is not ready to be signed.
In order to provide time to complete the drafting of the agreement
and for the City to meet its various legal requirements, it is hereby
agreed that the Offer to Purchase submitted by the undersigned on October 18,
1973, shall remain open as long as the City continues to negotiate in good
faith.

each bid shall be equal to five (5) per cent of the bid of each bidder.

advertise for bids ori the purchase of said equipment, bids to be received
by the City of Iowa City, Iowa, at the office of the City Clerk in the
Civic Center until 10:00 o'clock a.m. on the 21st day

Council for action upon said bids at a meeting to be held at the Council

WHEREAS, the City Council of Iowa City, Iowa, is cognizant of
the need for:broad citizen representation on the various boards and
commissions of the City of Iowa City, and,
WHEREAS, the Rules Committee of the City Council has recommended
that advance notice of vacancies on boards and, commissions be given to the
public, and,
WHEREAS, the City Council desires to establish procedures
implementing this recommendation,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
IOWA CITY, IOWA, that to the greatest extent practical at least thirty days
advanced notice of the existence of a vacancy on a. City board or City
commission be given as provided below prior to the appointment of persons
to fill such vacancies. The advance notice shall urge any citizen interested
in serving on a City board or. City commission to give his or her name to
the City Clerk. The City Manager shall cause notices of vacancies to be
distributed to the publican the following ways:
1. Copies of the notice shall be posted in at least two public places
in Iowa City, including the Civic Center and the Iowa City Library.
2. Copies of the notice- shall be mailed to interested citizens and
organizations.
3. The notice shall be -,published at least once in a newspaper of
general circulation in the Iowa _City area.
This resolution is intended to :establish general policies for the
filling of vacancies on boards and commissions, and shall not be construed
as limiting the power of the Mayor and City Council to make appointments
without such notice when necessary due to exceptional circumstances.

RESOLUTION NO. 74-22
RESOLUTION AUTHORIZING SALE OF -PARK -LAND IN MCBRIDE ADDITION PART ONE.
WHEREAS, the City Council of the City of Iowa City, Iowa authorized
negotiation for sale of park land on McBride Addition Part One on
December 11, 1973.
WHEREAS, there has been an offer to exchange said property for
similar property across the street plus the sum of $2,000.00_payable to
the City of Iowa City, Iowa.
WHEREAS, the property owned by the City of Iowa City has been
appraised at $17,000.00.
WHEREAS, the property the City of Iowa City would be receiving
has been appraised at $15,000.00.
WHEREAS, Parks and Recreation,_ Planning and Zoning, and the Staff
recommend approval of the exchanged.
NOW THEREFORE BE.IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
IOWA CITY, IOWA:
That the Mayor and City Clerk be authorized to execute
the necessary documents to effectuate the above described
exchange Plus -boot of $2,000.00 to the City of Iowa City,
Iowa.
