To annually certify the amount of taxes within the limitations of the Statutes of the State of Iowa to be levied for Airport purposes. All funds derived from taxation or otherwise for airport purposes shall be under the full and absolute control of the Airport Commission, deposited with the City Treasurer, and disbursed only on the written warrants or order of the Airport Commission. Iowa City-appointed members of boards and commissions must be eligible electors of the City of Iowa City. To hear and decide appeals where it is alleged there is an error in any order, requirement, decision, or determination made by an administrative official in the enforcement of the Airport Zoning Chapter. 2. To hear and decide special exceptions to the terms of the Airport Zoning Chapter upon which such board is required to pass under the Airport Zoning Chapter. 3. To authorize upon appeal in specific cases such variance from the terms of the Airport Zoning Chapter as will not be contrary to the public interest, where owing to special conditions a literal enforcement of the provisions of the Airport Zoning Chapter will result in unnecessary hardship, and so that the spirit of the Airport Zoning Chapter shall be observed and substantial justice done. A central issue for the upcoming year is the potential establishment of a downtown historic district. In order to obtain viewpoints, input and advice particular to this possible district, the Commission determined that it would beneficial to have an at-large representative from the downtown community. The Commission is in the process of soliciting downtown property and business owners in order to recruit a representative. The Commission requests that the City Council readvertise this position in order to allow additional time fbr potentialrepresentatives from downtownto respond our solicitations. Chair, Historic Preservation Commission Iowa Historic Preservation Commission 2003 Work Plan The Iowa City Historic Preservation Commission held its annual planning session Saturday, December 14, 2002, at 10:00 a.m. in the lobby conference room at 410 E. Washington Street, at which time it discussed and prioritized its activities and projects for the 2003 calendar year. Each year the Commission holds a planning session to review its progress in implementing the goals and objectives of the Historic Preservation Plan, and to set objectives for the upcoming year. The report details the results of that planning session, and is intended to serve as a guide for the Commission's activities for the upcoming calendar year. Key Proiects for 2003 District Nominations Surveys have been completed for the majority of the historic neighborhoods in Iowa City. The Commission intends to proceed with recommended designations of historic and conservation districts. Areas that are zoned for higher density uses and are most vulnerable to inappropriate development are a high priority. Historic Districts Target Downtown Historic District (local designation) Date Subcommittee The Survey and Evaluation of the Central Business District was completed in Maharry, 2001 and the Commission intends to proceed with the nomination of a local Smothers, historic district as recommended in the evaluation. To support this nomination. Weitzel, the Commission also intends to introduce a revolving loan fa~;ade improvement McCallum, program for this district, and work with organizations and individuals that have an interest in designating a downtown district. The Commission determined that an at-large position on the Commission should be filled by a downtown business or property owner to assist with establishing a working relationship with downtown stakeholders. Northside Historic Districts (National Register) Date Subcommittee The HPC applied for a CLG grant to nominate four proposed historic districts to the National Register of Historic Places. Announcement of the grant will be received January 24th. If the grant is awarded, the HPC will proceed with hiring a consultant to prepare the nominations. Education/Public Awareness Brochure/Website Date Subcommittee The HPC has been working on preparing brochures on historic Iowa City properties and neighborhoods. The Commission has determined that they do not have the resources or expertise to prepare this publication in-house with staff assistance. The HPC proposed hiring a graphic designer/consultant to prepare the brochures. The first brochure should focus on downtown and the commercial areas. Once the brochure is designed, other organization with an interest in promoting downtown as a historic district may be able to assist with the cost of printing. The brochure should be easily translated to a web site. Notification Letters Date Subcommittee The Commission intends to send letters to lawyers, realtors and title Staff, ? companies to inform them of conservation and historic district properties in order to help ensure that potential property buyers are aware of the designations. Letters will also be mailed to home owners to inform them of revisions to the historic preservation ordinance and guidelines once they are adopted. Historic Preservation Week Celebration Date Subcommittee Friends of Historic Preservation and the Historic Preservation Commission will May 15 Staff, ? host their 20th Historic Preservation Recognition, Local historic property owners and contractors who have been historically sensitive painting, rehabilitating and maintaining properties will be recognized. Continuation of 2002 Projects Conservation Districts College Hill Conservation District Date The HPC has recommended to the State, and the Planning and Zoning Commission the designation of a conservation district in the College Hill Neighborhood. The nomination includes guidelines for the East College and College Green Historic Districts. The Commission will continue to work towards this designation. Historic Preservation Guidelines and Ordinance Date Staff is undertaking the rewriting of the Unified Development Code, which include the historic preservation ordinances. Staff and the HPC have also considered a number of revisions to the Historic Preservation Handbook. The HPC will continue to work with staff as required until these items are adopted by Council. Historic Preservation Plan update -write CLG grant for 2003 Date The Historic Preservation Plan has been in place for eleven years during which time it has proven to be a valuable tool to guide the actions of the Commission. The Commission has completed the majority of the survey work recommended in the plan, and feels that at this time it is necessary to have Marlys Svendsen revisit it. The accomplishments of the Commission should be reviewed relative to the Plan, and the Plan updated so it can continue to guide the Commission for at least five more years. The HPC will apply for a CLG grant to fund this project. Future Projects Strengthen ordinances related to archeology The Commission feels it is necessary to strengthen the City's review process for archeological sites. The Commission would like to identify properties that contain potential significant archeological sites, and require archeological surveys of these properties under the Sensitive Areas Ordinance at time of development. University Relations Establish dialogue with the Facilities Department of the University of Iowa regarding preservation issues in Iowa City. Provide educational and technical expertise to the University. Landmark Identification and Designation Designate all National Register Properties that are not Iowa City Landmarks for local landmark status. Identify additional properties that are of historic significance and are not currently protected individually or as a contributing property of a historic district. The appointment of a central business district representative would be consistent with the recommendations of the Survey and Evaluation of the Central Business District (2001). It would be highly beneficial to add an individual with experience in business, economics, and commercial development to the commission. It would also be useful to maintain the current size of the commission by reassigning the open at-large vacancy to the proposed downtown commissioner's position. Additionally, one of the primary functions of the Historic Preservation Commission is to "further the efforts of historic preservation in the city by.. ,encouraging the protection and enhancement of structures with historical, architectural or cultural value, and by encouraging persons and organizations to become involved in preservation activities" (Iowa City Historic Preservation Commission, www. ICGov.org, January 21, 2003). Therefore, I respectfully suggest the City Council not appoint a commissioner for the current at-large vacancy and would recommend that a new position be created and filled with a member of the downtown business community. As a resident of Iowa City for close to 30 years and a home owner of 20 years in this city, Brett would make an excellent addition to the board. His knowledge of the cable tv and cable modem service now supplied by Mediacom would make him a excellent choice. He shows very good judgement on providing information to the general public, and also I believe would be a good working member of the board at comming to solutions for the good of the customers and the cable tv company.
