The Iowa City City Council met'.in regular' session on the
19th day of March at -7:30 P.M. in the Council Chambers at the
Civic Center.
Members present: Brandt, Czarnecki, 'Davidsen,"_deProsse,
_ White. Absent: none. Mayor Czarnecki presiding. The meeting
was recorded by KXIC Radio, portions to be broadcast later are
at the discretion of the radio station and in -no -way controlled
by the City or the Council.
It was moved by:deProsse and seconded by Davidsen to consider
-- the amount read -to -be -a-full reading"and-to approve the minutes
Of the regular Council meeting --of March 5 1974 subject to
correction. Mayor Czarnecki noted a correction. on -'page 7,
paragraph 5, as it should read 'It was moved by Davidsen and
seconded by White that the -Council oppose House File 575.
Motion carried. -
Mary Neuhauser appeared -representing the Riverfront Commission, -
extending an invitation to the __citizens meeting Thursday night at
8:00 P.M. at the Davis Building for input, on plans for the River -
front.
T' da -Fisher, 941 South Van Buren appeared Questioning 1) the
status-of,the location of Greyhound Bus Depotinthe Urban Renewal
project. City Manager -Ray Wellsreported meeting on a regular
basis with Mr. Spellman,, holder of the franchise concerning this
question He noted thatprivate enterprise is, free to locate any-
where within the specified zones of -the city;;._2) if details -
concerning the number of parking spaces included in the urban
- renewal agreement were subject to review in the future. The
agreement was explained, and it was noted that the Council had
not decided on the number of off-street spaces; and 3) if any of
the council members had any reservations on the urban renewal plan,
to please put them forth in the press. Concerning the provision
for low -rent -housing; City Attorney Hayek advised that the site
plan does indicate that potential. It was also noted that one
councilperson opposed the urban renewal plan and four -council -
persons supported it.
Brenda Eli, Cathy Henneberry, Rick Zimmerman, residents of
- Mark IV A ts. and Jim McGinnis Social Worker for Johnson Counter

appeared' expressing` their' opinions on bus service to Mark IV and -
urging that the service be extended to that area immediately.
The Mayor noted alternatives as 1) the modification of existing
` bus routes, 2) reallocation of existing funds as financing is the
key question, & the bus route to Mark IV 'would -cost -$96,000. He
pointed out the need -for some _study, and; Council discussed the

willingness of Mark IV residents to pay a 25G fare. Concerning
the absence of sidewalks,,'it was '_moved by Brandt and seconded
by deProsse__that_,sidewalk _program for Mormon Trek be immediately
instigated at the expense of the-propertyowner', not added to
the 1974 Sidewalk Program. There was nosecondto the motion to
amend by inclusion of sidewalk -on portions -of -Lower Muscatine Road
and Washington Street and First Avenue. The vote on the first motion
was 3/2, Davidsen and White voting 'no'.
Jerry _Lovelace appeared representing Dave Baculis, Johnson
Mobile Home Court presenting a -petition from residents asking CO
for bus service `to :thee area on South Riverside Drive. It was cd
moved by Brandt and seconded by:Davidsen that the petition be
received and filed. Motion carried. ` Richard :Heinke- Johnson
Mobile Home Park also appeared :asking =for bus"service, indicating
there are 98 families there, and also workers for Moore Business
Forms, He Questioned the possibility for a sidewalk from the
ImperialGas Station °to`Wardway and from the intersection of
South -Riverside Drive and Highway 6 to Sambo's Restaurant.
Sheila McLaughlin, Mark IV Apts. Social.Services,appeared'concern-
ing the variatinn=of--fees='charged by SEATS and the provision for
the advance ' reservation for service.
It was moved by Brandt and seconded by deProsse that the
disbursements in the amount of $813,605.61 be approved subject
to audit. Motion carried.

minutes of the meetings of Human Relations Commission, 2/25/74,

Motion carried. Concerning the recommendation on "screening
requirements on Parking and Sideyard'Study" it`was `noted it is
included later in the meeting as Item 211and a public hearing
has been set for April 2nd. -

the Resolution Approving the Purchase of the Pasco Market ni g,

Davidsen to Approve the Preliminary Large Scale Residential

Motion carried. It was moved by Brandt and seconded by Davidsen
to amend the public hearing date and set for April 16, 1974
at 7:30 P.M. Motion._ carried.
It was moved by Davidsen and seconded by White to defer
the Resolution to Approve Final Plat of Hollywood Manor, Part V
for a report from the City Manager on the parks study_. Motion "•'
carried, Brandt and White voting 'no' 3/2.
It was moved by Brandt and 'seconded by Davidsen that the
Planning and Zoning Recommendation to Amend the Screening Provisions
in the Parking and Side Yard` Regulations Study be received and-
_ -placed on file and made part of the public hearing next week._/S

Mayor Czarnecki announced that this was the time set for
the public hearing on the -Uniform Fire Code, 1973. Robert
Keating, Chief of the Fire Department, appeared commenting
on the proposed -changes in the Fire Code.- This code is
designed to work in conjunction -with -the -Uniform Building
Code. A new addition requires detecting devices be put in
new homes and apartment houses to detect smoke. There
are no provisions for older homes. The Mayor declared the
hearing closed.
Mayor Czarnecki announced that this was the time set for
the public hearing on the Uniform Building Code, 1973. Council--
man Brandt asked City Manager Wells if the Board of Appeals has
had an opportunity to -investigate the Ordinance change, -and it
was indicated that they had. Mayor 'then declared the public
hearing closed. -

After discussion of the right-of-way problems in bike
lanes grid autos turning left -in front of bikes, -it was -moved- -_
by White and seconded by Davidsen that the Council -refer to the„
City Attorney the Question of general righ s -of -way as it
per`�ains`to 'our marked `bikelanes` for review and report back.
Motion carried.
Councilman White noted_-that__Councilman Brandt wished to
change to the Housing Committee of Regional Planning from the
Land Use Committee, and questioned if Councilmember deProsse or
Davidsen would consent to be appointed to the Land Use Committee.

ference in Chicago and `noted the Housewill bring up the proposed

Councilman White noted that the parking on the north side of
Court Street is causing a visual; problem at the intersections. Jw��
Councilwoman deProsse asked if the possibility of establishing
a burning (incineration) ordinance could be discussed at an i.nformal�
meeting. Mayor Czarnecki noted that 'it would be discussed at some
future _date. -
Mayor Czarnecki announced that lie wanted to schedule the
Mayors Youth Program and Youth Conservation Program -for discussion
at an informal meeting as a joint item. He also reminded the Council
of a Housing meeting on March 22nd in Des Moines. Also he noted

City Attorney Hayek reported on the sale of property to Glen
Roberts which was left over from the Maiden Lane project. In the
examination of the abstract by the purchaser, they found some old
paving assessments ofthecitydating back to 1928- SBA title
examiners have requested a formal resolution -,waiving the paving
assessment. It was moved by Brandt and seconded by Davidsen to
