Councilmembers'present: Czarnecki, Davidsen, deProsse and White. Absent: Brandt. Staff 'present: Wells, Strabala, Taylor, Kraft. Mayor Czarnecki gave a summary of what had transpired at the meetings held with HUD officials, Birch, Sparks and Lorenz, today. He advised.that the possible termination date of June 30th had been removed, the City had received assurances that they will receive approximately $450,000 of relocation money in 10 days, with approval of that portion of the amended contract. A financially feasible program was worked out by 1) excluding parking facility from the financial plan and 2) reducing street improvements to meet the City's 25% obligation. With University credits of approximately, 2:l million, the City will pledge approximately $900,000 to street improvements, basically on Court and Burlington Street projects. This will need to have HUD approval. The Mayor announced the City Council received April 30th a proposed.budget for thefiveyear Capital Improvement Program containing proposed improvements for 1975-1979. The list of all proposals, not ranked in any particular order, was available. The purpose of the meeting was to obta4.n citizen input either by submission of additional items for consideration, or for establishment of priorities either overall or within particular major areas. Mayor Czarnecki noted the source of funds is not spelled out, and can be operating revenues, revenue sharing, special assessments or bonding.
