The Iowa City City 'Council met in; informal session to
discuss the Capital'Improvements Program at 7:30 P.M. on the
29th day of; -May; 1974 in'the`;Council Chambers at the Civic
Center.
Councilmembers present: Davidsen, deProsse, Brandt.
Absent: White, Czarnecki .(arrived:8:05 P.M.). Staff present:
Wells, Pugh, Stolfus, Kraft,'Wollmershauser, Strabala.
Mayor Pro -tem Davidsen,operied'the meeting, noting the pur-
pose was for input concerning the,Capital Improvements Program.
Those.appearing regarding the widening of Melrose were Paul
Huston presenting'.a- statement,'.-Kent_Auter, Tom Walters, Carl
Orgren, and '.Harold Becktotdt, Neighborhoods United. Mr. Bech-
toldt also discussed Ralston Creek; as did Mrs. Pogue, John Neff
and Jim Spratt ,, Mrs, Pogue alsospoke on Parks.
Robert Welsh+presented-the statement from the Steering
Committee of CBIC`listing their ranking for the Capital Improve-
ments,.Projects..`, Tom Walters., -Dave -Loney Jim Spratt and Robert
Welsh-appeared.regarding',Scott Blvd. ._-Martha'Esbin presented
a statement `concerning-.widening'of Muscatine Ave. between 1st
Ave, and Scott -Blvd. Faith'`Knowler, representing the League
of Women Voters -.presented a -,statement concerning several of
the projects Jim-_Spratt-appeared.commenting on several projects.

Mayor Czarnecki announr:ed discussion of Mass Transit and Fed-
eral Grant Applications,; the Old Capitol
Urban Renewal. Restoration Project and
Dooley outlined the University's Federal Grant A lica
for Mass Transit pP tion
and Kraft _outlined'the,City's. Hokanson explained
that the Depar.tmentof-Transportation would like a joint application
from the University, City`of Coralvi-1le and City of Iowa City
with one agency. to be responsible. -'_White reported that a Transit
Committee of mo Bellamy;"Wells,"Douglass and Hester had been
named,whose goal was an urbanized transit system.
" In answer to the question of what the University's position
was concerning Iowa:City:'s�Service: Building providing the mainten-
ance, -Dooley commented .that- hey thought"Iowa City was the most likely
agency to make: the application for'the three areas,and that a purchase
type agreement'for heavy maintenance'work.at the City's Service
Building was worthinvestigating. Both the City representatives
and University representatives agreed to accept the Regional Planning
recommendation concerning amendina'the planning contract.
Urban Renewal Director :Jack': Klaus reviewed the actions taken
on the Urban Renewal Project from October -1973 to the present time.
Regarding the Old Capitol Restoration Project, President
Boyd announced -a presentation .0f`.slides: After an explanation of
financing, of -the committeesproposed,f.or.the dedication of Old Cap-
itol July 4th,, -.:l976, and of

Councilmembers present:, Brandt, Czarnecki Davidsen, de-
Prosse and ''White. Absents None.. Staff members present:
Kraft, Wollmershauser; Maune;'"Zelenka, Gillett, Stolfus,
Wells, Pugh, Hayek.
Mayor -'Czarnecki announced that discussion would include
the- request. 'from Regional -Planning, for participation in the
cost,of a special census:`. Total funds of approximately
$35,000 wou d;be.divided,.the'County 25% and the balance on
a per capita basis,The City Manager requested a week's
delay to ..'prepare: !a- report;. The census would be done in
September by the.:Federal>Bureau of Census. The City Manager
also pointed out that if:Iowa:City could -be a Standard Metro-
politan Statistical.Area-(SMSA)`, it ,would help in every
Federal Program.;. The`Mayor asked that the Resolution be
placed on.the:agenda for next week.
Director of Community ,Development.Dennis Kraft dis-
cussed each`sectionv_of-the,proposed,ordinance amending
the sign ordinance.. It was the general consensus of the
Council that-1)'the,,ame-ndment`concerning political signs
as contained in.the proposed ordinance would remain, (8.12.2C);
2) barber,poles:would`be excluded from 8.12.3K; 3) 5.12.7B6
would be amended to include;'or'relating to political
matters';'and 4) to,iinclude=amendment:to.window signs and to
add political signs. The; City Man a ger advised that language
would-be.drafted`to. allow political_billboards, political
signs in windows downtown andpolitical signs on lawns and
in ,windows 'of Homes. -:Mr.°Kraft advised that after changes,
the proposed ordinance Would have"to-be referred to Planning
and Zoning for recommendation:'_
Mayor Czarnecki announced discussion>of the Capital
Improvements Program. Mr: Wells distributed a -set of
criteria to;°help determine?,the place. of a, proposed project
in the total program,.'A-.Urgent;-B-Necessary, C-Desireable
and D -Deferrable.=. Council cranked the following projects

requested `that the staff:be allowed to make recommendations
on the, sewer and':water`items 53/1,`54/1, 61/1, a continuing
project.
.The Mayor''suggested dividing the Parks and Recreation
Projects "into two categories;: acquisition and improvement,
with 61/2,;4, 7, 8, 9- 10," &.12`in improvements. An amount
could be determined for expenditureand'the Parks and
Recreation,Commission could determine the priority. For
acquisition, "A":rating was "giveii to .'61/3; 61/5, planning
money only;-61/6; and-s:for Riverfiont Acquisition, $150,000
in 1978 or 1979;, and 63/1. "B":-rating was given to 31/3;
41/3 & 4a...-.'B .B and/oi',C; 42/1, buses; ,43/1 & 2; 44/9,
culvert at<-Muscatine & Court; 44/,11,Muscatine/Rochester
only; and 61/5. "C"'.items were: 10/2,<-10%3; 44/11, north
or south portion:; 44/13., 44%16, 44/17,_44/20, 54/2, and

The City Manager distributed the memorandum regarding
the G. :O. bond issue which-wilf-be necessary to provide
funds for projects now-.,in progress..' "
The decision was-madeto add to 'next week's agenda an
item, for comments by ':the. public;,:on revenue_. sharing. The
City Manager commented;-that the-:Council:had already set aside
the bulk, ofithe'umoneyto`.operating expenses. ;He also stated
that Iowa City was"almost a model.community., in, analysis of
revenue sharing'-s,P ending
He`also.;informed;the.Council that'a cul-de-sac had been
installed on Capitol;Street in the paving 'program.
Concerning collective bargaining, Mr. Wells advised that
it was'in a jointly.agreed;upon':-recess. Mr. Hoogeveen, Pres-
ident of Local 138,.thought' that;Attorney Honohan would
bring the"'mat' ter.-to- Council's attention.'.. Mr. Wells stated
