Vice Chairperson Sangster presiding.
It was moved by Hebert and -seconded by Davis that the minutes of the
Regular Monthly Meeting, May 8, 1974 be approved as written.
H. Eugene Chubb, reported"`onI-current Parks and Recreation projects
as follows:
- Mercer Tennis Courts Six (6) courts in the amount of
$63,111:50 to be oat.leted in late fall with construction
starting in early; August.
- Iowa River Corridor Plan Consultant - Four (4)firm were inter-
viewed :A decision on a consultant should be made within a
week.
- City Park Road,- Brauer and Assoc. visited and discussed plars
for City Park Road. High waters allowed viewiM and picture
taking of Iowa River problems in relation to City Park.
- Bikeways - David Smalheiser, has been hived to study Iowa City
bikeways for the -summer.

Acquisitions:
- Hollywood Manor - Still in the negotiating stages. A
prospective area has been discussed south of the orig-
inal planning report; within an unplatted area.
- North East Park A tremedous amount of variability is
involved. Cost factors next to Lemme School are very
high: Coordinating the North-East Park with the flood
plain plans is being discussed.
willow Creek -'A verbal agreement has been made for the
final parcel of.land.
- Oak Grove - Buildings are being purchased to oarplete
final aoguisiton.
The Park and Recreation Caimission expressed a desire to discuss any
plans for acquisition of park land before.final action is taken by
the City. -
Eugene Chubb reported for James Lindberg, Representative of the
Riverfrcnt mission (absent):
- The Riverfront Comrmission has recommended ended to Council that the
City buy all the_Riverfront Land in the Shower's Edition.
Following discussion, Mr. Chubb stated that discussions have been held
in regard to the 'River Corridor Plan and preliminary reports can be
expected before .the,end.of-the. year. He:;.suggested that the Park and
Recreation Cammissiom look, -ahead -to the possibility of being asked to
c=Mnt on the River Corridor Plan.'
Bob Lee gave a status report on the City Park Bathhouse. The bath-
house has been sand blasted with tuck pointing and painting being done
by the Iowa city swim Cluband Park Crews. Benches and signs have
been constructed by -;the Park crew and new boards and diving platfonts
have been installed. Updating the electrical and plumbing systems
has been done. ted
Jim Sangster st n < that he will write a letter thanking the Iowa City
Swim Club for their.help with the.City Park Bathhouse.
Virginia Hebert:reported that a Camdttee meeting will be held with
Ray Gerke, Cerebral `Palsy Representative► Wednesday, June 19, 1974
in regard to bawling.

Bob Lee reported that swinming classes will begin the week of June 17th.

H. Eugene Chubb requested Camdssion input for the 1975 budget. He
requested Ca[miSSicn,to review and:foamulate a policy statement as to
how large programs should be and'assist_in developing a priority of
PJrans that mission would like to have. Mr. Chubb expressed
concern about the following:
Funding the updating of old facilities to meet new code
requirements40SHA, etc.).
- Acquisitions that would have to wait for developing fmds.
- New programs increasing demands.
- Regional vs. 'local activities (i.e. Armbruster Swim Meet, etc.)
Eugene Chubb reported that a Naturalsist-Zoo Manager has been hired,
Richard bane.
Hebert moved and Powell seconded that the meeting be adjourned, 9:00 p.m.

APPROVAL OF MINUTES
Mr. Gibson noted that in both'cases members are designated as present rather than one set
as present and one as absent: Mr. Gibson moved that the minutes of April 17, 1974 be
approved as corrected; Ms.-deProsse seconded the motion; the motion carried.
FINANCIAL REPORT
Mr. White reported a checkingaccount balance of $112.11, and a savings account balance
of $34,258.08. Mr. -:White stated that Patricia Meade has accepted the appointment as the
Commission's Treasurer and will be serving in that capacity in subsequent meetings.
CORRESPONDENCE
Mr. White reported the receipt.of a -letter from Dr. Raymond Sheets of the Johnson Count),
Conservation Board. notifying -.the Commission of a meeting with that agency, the Board of
Supervisors and others to explain theimplementation of,the existing ten-year Capital
Improvements Program and. the, current funding problems oftheConservation Board. He
noted that -.the meeting is scheduled -at the same time as this Commission meeting, and
that Mr. Hokanson'of the'Commission's staff is in attendance and would report to the
Executive Board at its next meeting.
Mr. White reported the- receipt of a letter from the East Central Iowa Area Crime
Commission stating' that`the,National Clearinghouse for Planning and Architecture will
supply services to Johnson County through LEAA concerning a site survey for the Joint
Law Enforcement Facilities. He stated that the,, -consultant will be in Iowa City on
May 22nd.

Parks, Recreation and Open Space
Mr. White stated -that the City of North Liberty has submitted a letter of intent for an
A-95 review of Beaver.Kre-ek Park inn.North Liberty: for an application for a grant in the
amount of $7,500, of which 50%.will.be federally, funded. Mr. Hoist noted that state and
federal agencies will have to.review the grant and in'`order to receive funds, it must be
submitted by June 1 1974-.` Mr. Kattchee asked if -small city parks are included within
the state's plan. Mr. Holst.noted that they are included. Mr. Kattchee moved that the
proposed project be found consistent with general regional recreational planning; and to
request that detailed.. plans and ;therfinal.grant application be presented to the Parks.
Recreation and Open-Space`Commtee at -its meeting of ,May 22, 1974 for comment to the
Executive Board meeting oit

a recommendation _to the Iowa 'Conservation Commission prior to its funding deadline of

Mr. Gibson stated that since.more detailed information has not been submitted to the
Commission for this A-95 review and_becauseof the time constraints,he moved to amend
the motion as follows: to delete "the proposed project be found consistent with general
regional recreational planning; and", and -that the remainder of the motion read the same
except for inserting thewords "for the Regional'Planning Commission" after "recommendation.
Ms. Douglass seconded the motion. Mr. Gibson noted that this would allow the Parks
Committee and the Executive Board to',make a more favorable review comment.
Mr. Zaiser explained the proposed project;to the -to
rmnission Atr. White stated that
according to the by -laws, -; the ,Executive Board can transmit an A-95 review with the
authorization of the Regional 'PT arming';Commission. Mr. White called for a vote on
the amended motion; the motion carried.
Small Towns Committee
In the absence of the Committee's Chairperson, John Hester, Mr. Zaiser reported that the
committee discussed project proposals benefiting the small towns for the Fiscal Year 1975
Work Program -Budget, and estimated the ;costs-.of•these'proposals to the Commission. He
stated the committee has scheduled a„special meeting for May 30 1974 to finalize this
segment. He stated that_the'committee also:discussed the proposed special census and
that many of the municipal councils`.favored''participation in the census.
COMMISSION ON ENVIRONMENTAL QUALITY
Mr. Czarnecki reported that representatives -from the Environmental Protection Agency
are in Iowa City to discuss the -:City of Iowa City's Noise Ordinance with CEQ.
Mr. Bartel reported that CEQ`communicated to the Board of Supervisors a request that a
Rural Land Use Plan•be conducted and'completed for the County by the Commission. fie
stated that the Board passed a motion requesting the Regional Planning Commission decide
how such a study should be conducted.
EAST CENTRAL IOWA ASSOCIATION

Mr. White reported that the Association-has-hired,James Elza of Austin, Minnesota, as
their Director. He,noted;that off "es'•will be located in the Davis Building. Mr. Whit

State Land Use Legislation'
Mr. White reported that he'and-the Director;ras directed'by the.Executive Board and thele
Commission,_ worked against '-the =state :-land,use legislation (H.F. 1422) and managed to get
it deferred. Mr. Hilgenbeig stated.t}at the Commission and local governments must
immediately work toward a new. and use bill prior to the beginning of the next legislative
session.

Mr. Hilgenberg reported verbal. approval has been received from Kansas City on the �'li:I'MON
Grant for the United Way'Service Bureau.
Comprehensive.Employment and Training Adt
Mr. Hilgenberg reported that theHxecutive.Board had considered the new Manpower block
grants and.had requested -the. Director<and,IMr. Czarnecki to contact the City of Cedar
Rapids, as to the possibility of;,forming.a planning consortium. He stated that Cedar
Rapids was not interested. Mr:<Czarnecki re ported_that.since that time, Kirkwood, through
our area's manpower. committee; has contacted.OPP.with the intentions of becoming the
planning board for.the sic county area. He. noted. that `funding is subject to A -GS review;
Johnson County would be involved in the allocation of.funds; and there would be competitive
bidding. Mr. Czarnecki suggested that the upcoming Social Services Committee meeting
should discuss the, matter.to insure that we; determine. our own needs for Johnson County.
Dir. Czarnecki moved to refer the issues; of: the Comprehensive Employment and Training Act
to the Social Services Committee for -"action and-report=to the Executive Board and the
Regional Planning Commission, -'W. Huston secconded the`.motion; the motion carried.
Fiscal Year 1975 Work Program=Budget
Mr. Hilgenberg reported that the Fiscal.Year 197 S. -Work Program -Budget will be presented
to the Commission at itsJune meeting -for review and approval. He stated that the
Chairperson and the -rare ui-' he process. of contacting member agencies and each
functional committee for='individual ;planning needs andinput.
BILLS FOR APPROVAL
Mr. Gibson moved that_the bills.for'May be approved as recommended by the Executive Board;
Mr. Yoder seconded the motion;'_the motion,carried.
OTHER BUSINESS
Ms. Douglass asked about ->:the' -progress of the special -micro -analysis of traffic in the
central part of the urban area. Mr:.-Hokanson-stated that the Commission staff has received
a preliminary report, from the;_consultant.and have asked for clarifications in a few areas
from the consultant. Fie stated that the Committees will be reviewing the final report
prior to the June Commission meeting:

Recommendations to -City Council
The Committee recommended that brick pavers be used in the 4' foot
area from the back of the; curb to the sidewalk from Madison Street
cast to Linn Street and that asphalt interspersed with brick be used
in the same area from Linn Street east to Gilbert, all on Burlington.
This motion was.mad.e by Bruce Haupert, seconded by Joyce Summerwill,
and carried unanimously.

Summary of Discussion and Formal rActions _Taken:
The meeting was convened at 2:00 pm.;by Klaus. The Committee then

moved, seconded ,by Mrs. Summerwill that a recommendation be made
