City of Iowa City Cable TV Office, 10 S. Linn St. - Tower Place, Level 3A Call to Order:Meeting called to order at 5:30 P.M. Members Present:Derek Johnk, Laura Bergus, Matthew Brenton, James Pierce Members Absent:Paul Gowder Staff Present:Ty Coleman Others Present:Gerardo Sandoval, Bond Drager Recommendations to Council:​ ​None Approval of Minutes: Brenton moved and Pierce seconded a motion to approve the May 21, 2018 minutes as presented. The motion passed unanimously. Announcements of Commissioners: Bergus thanked the City for the opportunity to serve on the Telecommunications Commission for a number of years. Short Public Announcements: None. Community Internet Project: Coleman said he had not heard anything from the group working on the project. Pierce reported he had been in touch with the new University of Iowa Student Government President and Vice President. He said that the UISG liaison and vice liaison to City Council were interested in the topic of municipal broadband. Pierce said he hoped to work with them to learn what they might want to pursue. Consumer Issues: Coleman noted the two issues presented in the meeting packet that had been resolved. Mediacom Report: Coleman reported that he had not received any information from Mediacom. Local Access Reports: Sandoval reported that one of Public Access Television’s (PATV) producers recently had a documentary premiere and said it was a good example of quality work that can be produced through PATV. Bergus said the event reminded her that PATV provides a great service and that the documentary was well-produced. She said that local legislators and a wide variety of others from the community attended and that there was standing room only. Pierce added that he had seen the event promoted via social media. Drager said it was a busy time of year at the Library. She reported that she has been experimenting with live streaming to YouTube. Drager said the Library’s marketing staff had begun to create Facebook events for Library events and that she is able to put the link to the live stream in the event page after the PRELIMINARY Iowa City Telecommunications Commission 06/25/2018 Meeting Minutes Page 2 of 3 program begins. City Cable TV Office Report: Coleman mentioned that Jack Brooks, a producer with the City’s Cable TV Office, had recently been awarded a bronze Telly Award for his story on the local prison dog training program. Coleman noted that Telly awards cover a broader scope than just government or community video, but extend to all kinds of media producers across the country. Coleman said the Cable TV Office had also submitted to the annual awards contest put on by the National Association of Television Officers and Administrators (NATOA) and was awaiting the results. Coleman mentioned one project being worked on, which was to highlight the success of the UniverCity program and some support from a local organization that has benefitted it. The program purchases houses, performs renovations and other improvements, and sells them as single-family homes in an effort to benefit the neighborhoods. Coleman noted the summer concert season and mentioned the Cable TV Office had recently recorded three of this year’s MusicIC performances, which features a series of chamber music concerts. Bergus asked how the City’s live streaming of public meetings on Facebook was going. Coleman said he thought there has been up to somewhere around thirty people viewing the live stream at any given time while the meeting is taking place and that it is reaching a location where more people might be likely to watch. Coleman said that questions are not moderated during the stream, but that the questions are directed to appropriate staff for follow-up at a later time. Adjournment: Brenton moved and Pierce seconded a motion to adjourn. The motion passed unanimously. The Library Channel Report prepared for the Iowa City Telecommunications Commission monthly meeting by Beth Fisher, Program Librarian and Bond Drager, Equipment Specialist. August 2018. August 2018: The Library’s ever popular Summer Reading Programs have concluded another successful year on August 11th. Having had 2 or more live programs each week all summer long, we are now looking forward to a few weeks to catch up before our fall programming begins in September. This fall we are looking forward to a wide variety of programs: the Fall International Writing Program series with the UI International Writing Program; the Library’s annual Intellectual Freedom Festival; the Iowa City Book Festival; the ongoing monthly DNA Interest Group programs, and the Witching Hour festival. It’s going to be a busy fall here at the Library. Topics included RAGBRAI, Ped Mall construction, fall activity registration, organic cart pickup, and City Council special election. ●Created an​ Iowa City In Focus ​that features RAGBRAI, Dog Park Rules, Historical Home Grants and more. ●Produced PSA video on the Climate Action Pledge, Iowa City Monarch Festival, and the Taste of Market. ●Covered and created Community Highlights video on “Do You See Me Now?” basketball game and Emergency Services Youth Camp. ●Produced a walkthrough tour video of a Univercity home for Neighborhood and Development services. ●Have recorded and produced a few Aging in Place Forums. Each forum is on a different topic and they bring in 4-5 speakers to talk about the certain topic of interest for that forum. Upcoming productions: ●Upcoming ​Iowa City Update​ programs to feature Gateway Project construction update, dog paddle, and City Park Rides. ●Creating an​ Iowa City In Focus ​that features the leaf vacuum program, historic cabin update, and more. ●Creating more walkthrough tours of some Univercity homes. The purpose of these videos are to reach more viewers and people interested in purchasing the homes. ●Producing a information video on the Historic Preservation Commission. In this video, we hope to reach people in our community who may be interested in applying to be on the commission. Programming and Interactive Services Submitted by Kevin Crawley, Communications Technician Recent and Upcoming Projects: I created a virtual restreaming service, which allows us to send simultaneous live feeds to both Facebook and YouTube. The YouTube live feed is then sent to our website for live coverage. While the City is pretty invested in the Facebook platform, it was not possible to view live video on our website with a mobile device without a Facebook account. This was up and running as we provided a live feed of two different cameras (provided by Information Technology Services) of the RAGBRAI riders arriving in Iowa City. Website: In July, we had 1,236 users access 2,344 pages in 1,637 sessions. Our most popular pages were Mediacom's channel lineup page, Mediacom's channel rates, our home page, our live video page, our video library page, and our program schedule. On YouTube, we had 7,220 video views account for 19,809 minutes (330 hours and 9 minutes) of watch time. We added 20 more subscribers, and our current total is 423. Our most watched videos by views were the Welcome to Iowa City! video, Iowa City Update programs on RAGBRAI, the Ped Mall construction, Organic Cart Distribution and Fourth of July fun. The most watched videos by time were the RAGBRAI live feed, the Welcome to Iowa City! video, the City Council meeting of July 5, the live feed of the July 17th City Council work session and meeting, two Iowa City Update episodes (RAGBRAI and Ped Mall Construction, and a History For Lunch episode on Iowa in the Civil War. Programming: We cablecast 143 programs produced in-house 898 times for 583 hours of programming, 21 locally-produced (DITV, Senior Center, Hoover Library, Task Force on Aging, JC Board of Supervisors, Coralville, North Liberty and University Heights) programs 91 times for 111 hours of programming, and 34 imported programs 79 times for 38 hours of programming. We also showed 101 PSAs 1079 times for 26 hours of programming. (note: I had been counting Iowa City Update programming as PSAs, because they play from that folder. Including them in our in-house programming results in about a 70-hour change in those two categories.)
