INFORMAL DISCUSSION
JUNE 281 1974
4:00 P.M,
The Iowa City City Council met in informal session
at 4:00 P.M. on the 28th day of June, 1974 in the Con-
ference Room at the Civic Center.
Councilmembers present: Brandt, Czarnecki, deProsse,
White. Absent: Davidsen. Staff members present:
Wells, Hayek, Stolfus, Kraft, Zelenka, Bonnett, Hunzinger,
Klaus, Amhof, Maune. Mayor Czarnecki presiding.
City Manager Ray Wells distributed a corrected sheet
for insertion in the Capital Improvements Program papers.
Mayor Czarnecki advised of a meeting of the Council
and Senator Clark on Monday at 4:00 P.M. in the Council
Chambers. The City Manager advised of discussions of
the following:- July 2nd, recycling and Federal Aid to
Urban Systems; July 3rd, Capital Improvements Projects;
July 9th, disuss tax base with Willis, Review Board
and discussion with Johnson County Board of Supervisors;
July 16th, appointments to Johnson County Commission
of Environmental Quality and Riverfront Commission;
July 23rd, Bus Route report and appointment to Human Rela-
tions Commission. The City Manager requested that at the
end of each meeting he would like to have discussion
of negotiations with the Union.
The City Manager announced today's discussion of the
proposed design standards. George Bonnett, Acting Public
Works Director, pointed out the changes from the existing,
standards, noting 1) streets were proposed to be 31', back
to back of curb, Vhich will allow 2 lanes of traffic and
parking on one side, 2) downtown standard parking lanes
would be 10', 3) the major controversy is over the thick-
ness of pavement materials, 4) staff did not recommend
sidewalk thickness of 3z" to match a tzvo-by-four, 5) drive-
ways should be specified as 6" thick, 7) downspout water
not to be put in sanitary sewer4 8) for storm sewer, inlets
will be required above each intersection, 9) a warrant is
a condition upon which a recommendation can be made for
installation of traffic control devices 10) 7000 lumen
lights will be installed at each intersection, and in
midblock if the block is more than 600', Type III is a
football shape with light distribution down.

Council discussed the several types of water discharge
entering the sanitary sewer, legal sump pump discharge, and
it was pointed out that warrants to determine speed con-
trols would be in the policy manual, not design standards.
It was ddcided to set a public hearing on the design scan_
dards for August 6th.. Time for discussion of the Johnson
County Regional Planning Commission budget was considered,
with the Mayor suggesting waiting until after the water allo-
cation process was resolved and Councilman White suggesting,
as an alternative, to pay at the current level. meeting
adjourned, 5:05 P.M.
