That Section is set out in full for your information as follows: That it shall be unlawful and a violation of the provisions of this Chapter for the driver of any vehicle to haul over the streets of Iowa City, Iowa, any trash, refuse, ashes, and/or loose papers unless the same is securely covered in such a manner as to prevent loss from the vehicle. That it shall be unlawful and a violation of the provisions of this Chapter for the driver of any vehicle to permit or allow any trash, refuse, ashes, bottles, empty tin cans, and/or loose papers to be lost from such vehicles upon the streets of Iowa City, Iowa. The above ordinance is, to the best of my knowledge, fully enforceable. A violation of the ordinance is a misdemeanor under the law and can be punished as such. I appreciate very much your kind invitation for me to visit your City and regret that I am unable to schedule a visit in the foreseeable future. There appears; to have been a misunderstanding of the final paragraph of our Omaha Area Office Director Guy J. Birch's letter of June 7, 1974; to Ms. Anne P. Autor to which you made reference.' His to was to offer the services of the Area Office through Area Office represen- tation at a meeting to be arranged jointly between the interested citizens groups and the City Council. It was certainly not his intention to assume responsibility for initiating such a meeting. ' This misunderstanding only_became apparent upon the receipt by Mr. Birch; of a letter dated June 12, 1974, signed by Ms. Autor.and representatives of four other citizens` groups indicating the desire of the groups to meet with him and:City:;program administrators, and stating, "We would be pleased.to meet here in Iowa City at the earliest opportunity and will await your reply as to time, date, format and agenda." A copy of this letter was designated for -the City -Council of Iowa City. In an effort to clarify the Area Office's role in this situation, Mr. Birch informed Ms:-Autor by letter of June 28, 1974, that he had assigned Mr. Larry G. Heeren of his staff to meet with the signers of:the June.12, 1974 letter and City officials to make arrangements for a discussion of the concerns related to the renewal program in Iowa City; that Mr. Heeren is scheduled to be in Iowa City on Wednesday, 2. Iowa City, Iowa Dear Mayor Czarnecki: It has become increasingly clear during the past several months that the world is facing a very serious problem of hunger.' Although hunger is a problem that knows no political or geographic bounda- ries, its victims are usually the poor and vulnerable. For most of us who live in the so=called developed' world=the 400 percent increase in the prices of food, fertilizer, and'fuel represents an inconvenience, in that prices in the supermarket have escalated. But for nearly a billion people in the poorest countries'.of the -developing world, it -is much more than a discomfort; it is a deadly threat. The Indian who is spending 80 percent.of'his income to consume one fifth of the protein that an American eats cannot meet a fourfold increase in food prices.- Millions'of people'in'.many parts.of the Sub -Sahara region of Africa are reportedly dying of malnutrition because of the lack of sufficient food in the area. Further, as a result of:.the,Green Revolution the Indian grain crop and others in the world depend on massive inputs of chemical fertilizers, which are produced from petroleum (natural gas or naphtha). The cost of these fertilizers - when they are, available at all - has also gone up with the in- creases in oilprices. Something clearly has to be done to solve not only the short-range problem of hunger, but the longer -range one of improving agricultural production in the developing countries.; With this in mind, several of the organizations in the U.S. that concentrate on the.problems of international development and/or conduct':programa to feed the.hungry.and develop economies abroad have formed a World.Huriger Action Coalition >to,stimulate public concern about the problem of hunger' :and to focus attention on the UN -sponsored World Food Con- ference in Rome in November. This conference has been called on an urgent basis to deal with this new and widespread threat. We have accepted the Coalition's;=invitation to become co-chairmen of an Ad- visory Commission of, public:officials,, who can provide guidance in the po- litical process and leadership'in developing .the political instruments - statutes, programs, ordinances, regulations, etc. = to deal with hunger here and abroad. R -2'= As the enclosed working document suggests, the World Hunger Action Co- alition hopesthe; United`'Statewifill`be ableto develop a policy which will enable us better to.determine what is -'the moral duty and responsi- bility of America and of.other-developing nations of the world, while at the same time we.protect'the legitimate interests of American farmers and consumers. In addition,°the Coalition hopes `the United States will send a delegation_to the World Food Conference. which` will work for the adoption of effective policies to`deal:with the short -run problem of hunger and the long -run problem of increased: -:agricultural` production. Since we -enjoy an even greater monopoly on world trade in food than the OPEC countries do in oil, it seems particularly fittingithat.we.assume a leadership role in this respect The campaign will culminate in a National Week of Concern for World Hunger, September 22 -29.' -During that week we°hope that participating individuals and groups will organize and engage in a_variety of consciousness -raising activities in their local communitied It -would be most helpful to the effort to focus public attention on.this issue of world hunger if you would issue a proclamation designating that: time period a Week of Concern in your jurisdiction. Members of the City Council: This letter will serve notice. that I wish to remove my name from the petition which I signed a few weeks ago requesting resurfacing Foster Road. I have three reasons for doing this: namely, that I did not know that the re- surfacing was to be concrete and not black top. Secondly, I was disappointed to learii that the resurfacing was to take place before installing the new sewer. But mostly, I was surprised to learn that when one signs a petition, he forfeits the share of the cost normally born by the city. In this particular case, I understand that my share would be $16,000 while someone else with the same frontage who did not sign the petition would pay only $8,000. IOWA CITY, IOWA n2240 - 319-354-1800 July 16, 1974 The Human Relations Commission is concerned with the recent hiring of a male Director for the Public Library, which seems to us to be in violation of the spirit of the Conciliation Agreement con- summated by the City and the EEOC in March of this year. We are enclosing a copy of our letter to the EEOC to request: (1) their investigation of this matter and (2) a clarification of the agreement. We would ask you for the same clarification of your understanding of the scope of this agreement: --What City employees are covered in the terms of this agreement? --Can the Public Library (or any other department) be exempted from this agreement? We are further concerned, as indicated in our letter to EEOC, about the possibility of discrimination against Ms. Eggers. We trust that you will support our concern in this matter, and that you will also contact EEOC to urge an immediate investigation and resolution of the situation in order to minimize any injustice to persons involved. You will note that decisions need to be made before August 1, when the new Director is scheduled to begin. We trust also that you will keep us informed of your action in this matter, in addition to responding to the information we have requested. Placement of a female in a previously exclusively male position of Park Maintenance Worker. Eugene Chubb, Director of Parks and Recreation. RE: City Park Tenhis Service Request - This subject has been discussed ever since the courts were originally installed. Several years ago the former City Manager and I determined that nothing would be done. (It has been discussed that this is similar to the noise of a swimming pool which is a negative factor to balance the values of living close to a park.) The specific suggestion to move the rally boards to the north ends of the courts is very impractical in this case since these boards constitute a portion of the fence and are of extremely costly construction. My personal opinion is that the moving of these boards would not change the noise effect . We have discussed other means of trying to quiet the noise by several sound deadening techniques, each of which would be fairly expensive. However I do not have any cost estimates on any at this time. We could prohibit the use of these boards by tennis players at this time of day, however, this is a very prime time for tennis playing. Most tennis players use these boards at this hour not for practice, but for a wartpup activity while waiting for their partner to arrive. I have carefully reviewed your comments on the omnibus housing legislation, the League's current policy, and background on negotiation with the Administration and House Sub- committee to obtain a workable bill that will not be vetoed by the Administration. I have also carefully re -read my telegram of April in what manner it departs from the position of the the U. S. Conference of Mayors. The thrust of my of the League -Conference block grant position but Presidential veto, accept legislation contrary to cities. 5 and .am unable to determine National League of Cities and telegram was to continue support not, under the threat of a the interest of the nation's I also reiterate that even were legislation enacted by the Congress and signed by the President prior to June 30, 1974, it could not be put into effective operation by HUD prior to July.1, 1975. It is therefore imperative that fundiv.-I needs through Fiscal 75 be provided. Failure to do so will only present the Congress with a continuing funding crisis. The present bobtailed House bill has deficiencies that will prevent orderly con- tinuation of community development programs including: A mechanistic formula that treats larger cities with ongoing programs inequitably while treating smaller cities with absolute equity by guaranteeing them nothing. An early hold -harmless phase-out which penalizes experienced cities. Sole reliance on a single untested housing leasing mechanism and elimination of the tested programs including Public Housing, Sections 235 and 236. C� Mr. Allen E. Pritchard -2- 1974 Elimination of the traditional partnership role between the. Federal government and.local'housing authorities by removing the Federal guarantee of bonds required to develop low-income housing. Consolidation of the Section 312 Rehabilitation Loan Program without recognizing its distinctly separate and effective function as a tool to prevent further decline of the urban housing stock. Inadequate direction for use of block grants for activities related to preventing and removing slums and blight and pro -tiding housing opportunities. Inadequate transitional funding. Funding existing HUD -approved projects.to completion should be a reasonable expectation, but we should not compromise for less than one full year's funding while legislation is made operative. The Senate -passed omnibus .act contains the above provisions as well as others which the League and the U. S. Conference of Mayors have long advocated as essential in any community development legislation. We must use every effort now in the full House Committee to obtain a bill which responds to the needs of the cities notwithstanding that a lesser position may result in earlier legislation no matter how poor. I do not believe the Congress, the Conference and the League should accept poor legislation under threat of veto or termination of existing programs. Let us seek good legislation. If an.acceptable bill is vetoed, then let us take up the task again. For emphasis, I reiterate my belief that cities with ongoing programs have a reasonable case that existing HUD -approved projects should be funded separately to completion so that all cities, newcomers and veterans alike, would have a common point of beginning under block funding. The minimum alternate should be funding of housing and community development programs for full Fiscal 75. under a separate bill pending enactment of comprehensive omnibus legislation. Following this course would push the community development legislation well back on the congressional timetable* would consume considerable time to shape the continuing legislation, would require a delayed consideration of next Year's funding by the Appropriations Committee waiting for a resolution of the Adininistra- tion=Congress conflict, and•leave•-the. cities in -total limbo throughout the process. Our judgment and the judgment of our Board of Directors has been that this course, while dramatic, would be unproductive from the standpoint of the cities. The alternative which has been set out as our -top priority has been to secure a work- able community development bill with as early a start-up date as possible and to secure a commitment from the Administration that it will support a continuation of the existing programs at a reasonable level during the transition into the new Program. We are convinced that the Administration will only support continuation of the existing programs if it is certain that the continuation Is a transition to a community develop- ment package. The Adnnunistration knows, and as I have indicated ,lbove, expert opinion supports the conclusion that the Congress will not override the Presidential opposition to -an alternative to this approach. We have been engaged in a continuous discussion -with the Administration at the highest levels and wide idle congressional leadership to try to shape an acccptable package. The environment has been extremely forboding for an aggressive stand but we believe that significant progress has been and is being made and that it is reasonable to expect that a workable community development bill can be cnactod this year with provision for program continuation between July 1 and the effective date of the new program which should be January, 1975. We are quite aware that San Francisco has some spacial problems with a revised package. This is also true of about a half a dozen other r, ities. Every effort has been made to be certain that the Congress and Administration are aware of these special problems and to make provision to deal with them. We will continue to press this issue in the Congress as well as with .the :Administration following enact- ment of legislation. if we bad any reason to believe that an alternate approach to that described above would produce better results for the cities, our course of action would be re-evaluated; and d am sure that our Board would t:c:t forth a new direction.
