MINUTES
December 19, 1973
MEMBERS PRESENT: White, -Hamer, Branson, Frimml
MEMBERS ABSENT: Duncan, Bosserman

1. Chairman White called the meeting to order. Frimml made the
motion to approve the minutes as written for the December 5,
1973 meeting. Motion seconded by Hamer, motion carried 4/0.

Coordinator's Report
There are 208 units under lease and all are occupied. One
lease is being held in hopes of using it for a larger unit.
Seydel presented a note from Kay Maune requesting the Com_
mission's desire to tape a 28 -minute radio show on WSUI -
"Your Turn". The Commission would select its own topic for
discussion. Tentative time for recording set late in January.
It was the consensus of the Commission that such a program would
be a good opportunity to review the problems of the Commission
and their Tenant -Landlord Study. However, a January taping would
not allow enough time for preparation. Requested

Seydel reported about his NAHRO meeting in Washington, D.C.
Apparently it seems that the federal government will not release
the new administration manuals for Section 23 Housing and the
$140 million for new construction for another year. There are
some loopholes in the manuals that need filling before the
manuals are distributed.

White read a memo received form Maune requesting an end of year

January 14. Due to cancellation of January 2 meeting, White
would take the responsibility for completing the report.
6. The Commission was reminded of the next meeting scheduled
for January 16, 1974.

IOWA CITY RIVERFRONT COMMISSION
JANUARY 17, 1974
The Iowa City Riverfront Commission met in regular session
on January 17, 1974 at 4:00 p.m. in the Conference Room at
the Department of Community Development.

Chairperson Neuhauser called the meeting to order. It was decided
that, because two members were absent and the appointment of a
new member to fill a vacancy was pending, the election of new
officers would be held at the February 21, 1974 meeting. Minutes
of the December 20, 1973 meeting were approved.
Mrs. Neuhauser reported on the Rules Committee Report of the City
Council indicating that the report recommended closer working
contact among the Council, Commission and the City staff. Jim
Lindberg was designated by Mrs. Neuhauser to work on the By -Laws
of the Riverfront Commission.
Mrs. Neuhauser delivered a report concerning the recommendation to
the Planning and Zoning Commission. Planning and Zoning voted 4-3
in favor of rezoning .the plat of land owned by National Products,
Inc., against the recommendation of the Riverfront Commission.
Patt Cain, representative of Planning & Zoning on the Riverfront
Commission, indicated that Planning & Zoning had determined that
the uses of the owner would be compatible with that area.
Discussion followed concerning a course of action to be followed on
the rezoning request. Bill Hines made a motion and it was seconded
by Earle Murphy tomake the following recommendation to the City
Council: The Riverfront Commission recommends that the City Council
defer action on all requests to. change the zoning classification of
any parcel of land, now fronting on the Iowa River until after

Iowa City Riverfront Commission
January 17, 1974
Discussion followed in which it was decided that members of the
Environmental Law Committee and the Commission would walk the
river to collect information. The Riverfront Commission will be
refining goals and objectives of the River Corridor Study in the
future.
Barry Hokanson of the Johnson County Regional Planning Commission
gave a report concerning the functions of his agency and the frame-
work within which it operates. Mr. Hokanson provided information
on the goals and objectives of the Parks, Recreation and Open Space
Study and included in his presentation the interim report on
Rural Land Use in Johnson County and the preliminary Land Use
Plan for the Metropolitan Portion of Johnson County.
By general consent, the Riverfront Commission is sending a re-
commendation to the City Council indicating that the Riverfront
Commission is in a serious planning stage and the City staff will
be needed to assist the Commission in developing a policy plan.
The Riverfront Commission extends -an_invitation to all Council
members to attend the Commission meetings when possible.
Since there was no further business to discuss, the meeting was
adjourned.
RECOMMENDATIONS TO THE CITY COUNCIL:
1. The Riverfront Commission recommends that the City
Council defer action on all requests to change the
zoning classification of any parcel of land now
fronting on -the Iowa River until after Jul 11 1974,
pending completion of a Riverfront Plan. 4urther, the

Chairman Madsen called the meeting to order and asked if there were
any corrections to the minutes of the January 10, 1974 meeting. Dr
Ogesen suggested that the words "to the apartment portion of the
PAD" be added after the word "entrances" in the second line of
the second full paragraph on page 3. It was suggested that a
motion to approve the minutes of theDecember13, 1973 meeting
be changed to read "a motion to approve the minutes as corrected
was made by Mr. Galiher, seconded by Mr. Henry, and carried
unanimously". A motion to approve the January 10, 1974 minutes
as corrected was made by Mr. Galiher, seconded by Dr. Ogesen, and
carried unanimously.
P-7301. Parking and Side Yard Study.
The Commissioners suggested that the following changes be made
in the Parking and Side Yard Study:
1. The title on the first page of the report should read: Final
Recommendations, Parking and Side Yards Study;
2. The comma after the word "planted" (page 3, c.1.) should be
removed; and
3. The words "at least" should be added after the words "height
of" on page 4 (a.1.).
It was moved by Mr. Galiher, seconded by Dr. Ogesen, to recommend
to the City Council approval of the Final Recommendations, Parking
and Side Yards Study subject to the above-mentioned changes. The
motion carried unanimously.

The Commissioners discussed the provisions of the Office and Research
Park Zone (ORP) and will again discuss the proposal at the next
informal meeting, February 12, 1974.___

8.10.3, Definitions -- #60. Parking space. An area at least 9'
wide and 20' Tong connected to a public street or alley by
a driveway not less than 10' wide and so arranged as to
permit ingress and egress of the automobile without moving
any other automobile parked adjacent to the parking space
except that for single family dwellings, one space may be

B. Rules for computing off-street parking
In computing the number of off-street parking spaces
required, the following rules govern:
1. "Floor area" means the gross floor area of the
specific use.
2. Where fractional spaces result, the parking spaces
required is the next largest whole number.
3. Whenever a building erected or established after the
effective date of this amendment is enlarged in floor
area, number of employees, number of dwelling units,
seating capacity or otherwise to create a need for
an increase in the number of existing parking spaces,
such spaces shall be provided on the basis of the
enlargement or change.
4. Whenever a building existing prior to the effective date
of this amendment is enlarged to the extent of less than
50$, in floor area, the said addition or enlargement
shall comply with the parking requirements set forth
herein.
5. Whenever a building existing prior to the effective date
of this amendment is enlarged to the extent of fifty
percent (50%) or more in the floor area or in the
area used, by one or more enlargements, the original
building and any enlargements or uses shall then and
thereafter comply with the parking requirements set
forth herein.
6. Whenever a building existing prior to the effective date
of this Chapter is converted to any other use, said
structure shall then and thereafter comply with the
parking requirements set forth herein.
7. In the case of mixed uses, the parking spaces required
shall equal the sum of the requirements of the various
uses computed separately.
C. Screening of off -Street Parking Areas
In the R Districts and in the C, M, and IP Districts within
50' of an R District --
where four (4) or more contiguous off-street parking spaces
are located, adequate screening of vehicles sufficient to
obscure said vehicles from public view shall be designed,
planted or constructed, and maintained in accordance with
the following provisions:

1. Permanent type evergreen plantings, hearty to Iowa
climate installed at an initial height of at least
3' and have a permanent height of at least six (6)
feet within five (5) years.
2. in lieu of planting strips, a six (6) foot solid
fence of heavy construction approved by the Building
Inspector may be used for screening purposes.
D. Location of parking space in yards -
off -street parking spaces may be located within the required
yards as follows:
1. In the R Districts and the C, M and IP Districts
within 50 feet of an R District, no parking space
may be located in a required front yard.
2. Parking spaces may be provided in the side yards except
that a minimum of 50% of the total side yard area shall
remain in open space free of parking and driveways and
the parking spaces shall be screened according to
paragraph C of this section, 8.10.25.
3. Parking spacesmaybe provided in the rear yard in
the R Districts and in any yard in the C, M and IP
Districts except that in the C and M Districts, no
parking space may be provided in a front yard unless
the building is set back at least 30 feet from the
street.
E. Location of parking spaces; shared use.
1. All parking spaces required herein shall be located on
the same building lot as the use served, except that
where an increase in the number of spaces is required
by a change or enlargement of use or where such ospaces
are provided collectively or used jointly by
or
more buildings or establishments, the required spaces
may located not more than three -hundred (300) feet
therefrom.
2. Not more than fifty percent (50%) of the parking
spaces required for (a) theaters, bowling alleys,
dance halls, nightclubs or cafes and up to one -
hundred percent (100%) of the parking spaces
required for a church or school auditorium may be
provided and used jointly by (b) banks, offices,
retail stores, repair shops, service establishments
• and similar uses not normally open, used or operated
during the same hours as those listed in (a) provided,
however, that written agreement thereto is properly
executed and filed as specified below.
3. In any case where the required parking spaces are
not located on the same lot with the building or use
served, or where such spaces are collectively or
jointly provided and used, a written agreement
thereto assuring their retention for such purposes,
shall be properly drawn and executed by the parties
concerned, approved as to form by the City Attorney,
and shall be filed with the application for a building
permit.

September 26, 1973
The Board of Adjustment of Iowa City, Iowa met
session on September 26,-1973 at 10:00 a.m. in
Chambers at the Civic Center.

NEW BUSINESS
- FRONT YARD VARIANCE AT 1840 "B" STREET
Mrs. Gene Allvenn, owner of the property, was present to
speak in behalf of the variance for
carport to keep the
Street. She stated that the carp g

winter weather when tickets for street storage are often
issued.
Mr. Berry: asked Mrs. Allvenn if the property contained a
duplex. She stated that it did.
No one was present to oppose the variance.
Mr. Berry stated that since the street adjacent to the pro-

is located on a 75 foot right of way, it should
have a bearing in their decision.
Mrs. Allvenn pointed out that only the north and west sides
of the carport would be enclosed.

• Mr. Hoeferle motioned that the variance be granted. Mr.
Goedken seconded the motion. The motion passed 4 to 0.
In agreement with the Staff Report, Mr. $ Mrs. Allvenn
were granted .the 9.7 foot set back to build the carport
at 1840 "B" Street.
OLD BUSINESS
NEW SIGN ORDINANCE
Mr. Duekerbrought up the subject of the Highlander sign
variance that was continued from the July 18 meeting.
Mr. Gillett informed the Board that the new sign ordinance
recently passed by the City Council would permit the
Highlander to erect their proposed sign. Signs in this
area will now be controlled by the state and federal re-
gulations.. Mr. Dueker indicated that, "The Board may
be more restrictive than the state and federal regula-
tions, but they may not be more liberal."
RESIGNATION
Mr. Hoeferle stated that effective January 1, 1974, he
will be resigning. Mr. Berry also reminded the Board
that his term would expire as of January 1, 1974.
Mr. Hoeferle motioned the meeting be adjourned. Mr.
Goedken seconded the motion. The meeting was adjourned.

DATE: January 23, 1974
Due to the fact that Paul Hoeferle is retiring from
Sheller -Globe and will no longer be residing in Iowa
City, it is necessary for an appointment to the Board
of Ajdustment- to fill the unexpired term which will
last until January 1, 1975.
By law, these members shall reside in the City of
Iowa City, but may be from all walks of life pro-
vided that conflicts to not exist.
