RESOLUTION OF APPROVAL OF CLASS
LIOUOR CONTROL LICENSE
BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA, that a
Class A Club Liquor Control License application is hereby ap-
proved for the following named person or persons at the following
described location:
Triangle Club, Iowa Memorial Union, University of Iowa
Said approval shall be subject to any conditions or restrictions here-
after imposed by ordinance or state law.
The City Clerk shall cause a recommendation for approval to be
endorsed upon the application and forward the same together with the
license fee, certificate of financial responsibility, surety bond,
sketch of the premises and all other information or documents required
to the Iowa Beer and Liquor Control Department.
It was moved by Brandt and seconded by White
that the Resolution as read be adopted, and upon roll call there were:

within the City of Iowa City, Iowa; and
WHEREAS, notice of hearing on plans, specifications and form of contract was
published as required by law:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA CITY, IOWA:

One vacancy - 3 year term

I.' CONSIDER RESOLUTION APPROVING CONTRACT AMENDMENT FOR THE CIVIC
CENTER REMODELING PROJECT
Comment: This resolution would approve Change Order #4 and Change
Order #5 -for -the subject project. Change Order #4 adds $1,545.00
to the contract and Change Order #S adds $5,042.64 to the contract.
Change Order #4 involves changes, to electrical work, addition of
counter and shelving work in the printing room, addition of Formica
tops to existing counters, and heating, ventilation and air conditioning
work which.is required as a result`of unforeseen conditions. Change
Order #5 was required*as a result of first floor office revisions,
electrical revisions to facilitate the anticipated operational
requirements of the Finance Division,.as well as the installation
of railings around non -tempered glass which is required under the
Occupation. -Safety and Health Act. The City. Manager and staff
recommend adoption of; this resolution.

RESOLUTION ESTABLISHING FAIR MARKET VALUE FOR ACQUISITION
OF
CERTAIN URBAN RENEWAL PROPERTY
WHEREAS, the City of Iowa City, acting as the Local Public
Agency, hereafter referred to as the LPA, has entered into a
contract for loan and grant with the United States of America
for the implementation of an urban renewal project known as
Project Number Iowa R-14, and,
WHEREAS, in order to accomplish the goals and objectives of
that urban renewal project and in furtherance of the public
welfare, the LPA deems it necessary and in the public interest
to acquire the property described below, either by purchase or
by the exercise of the powers of eminent domain, and,
WHEREAS, the LPA has received appraisals, staff reports and
recommendations concerning the fair market value of certain
property contained therein, and has reviewed the appraisals,
and reports, and being familiar with the property identified
below, desires to establish the fair market value of said
property for the purposes of acquisition.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF IOWA
CITY, IOWA, that the prices and amounts opposite each parcel of
land, and all interests therein, including improvements, build-
ings, and fixtures, identified below, is hereby declared to be
the fair market value for the purpose of acquisition of each
said parcel and all other interests.
The Staff of the ,LPA ,is_hereby authorized to begin negotia-
tions for the purchase of said property and the Mayor and City
Clerk are authorized to contract for the purchase of said pro-
perty. In the event negotiations for purchase are unsuccessful,
the LPA Staff and the Urban Renewal Attorney are hereby author-
ized to institute condemnation proceedings for the acquisition
of said property.
This resolution certifies that the work of the appraisers and
the review appraiser with respect to each property has been
performed '`in a competent manner in accordance with applicable
State Law, Public Law 91-6-46, and Department of Housing and
Urban Development policies and requirements.

I have reviewed the appraisals and have inspected the Wagner property (92-6).
As IARCO has indicated, the market value of the present uses of the building
have a market value via the market, comparison and capitalization of income
methods of about $302000 whereas the land has a -value of about $38,000.
Consequently we should ignore the building in arriving at this property's
value.
IARCO values the land at $6.50 per _square foot or $39,000 less 1000 for
demolition and 'Maters values it at $6900 per square foot or $369000 and adds
$2,000 for the metal garage. It is my feeling that Waters erred in adding the
metal building to his land value since one is not likely to both redevelop the
property and keep the metal building. Similarly I doubt that the removal of
the present structures would cost the $1000 as IARCO has indicated. Nevertheless,
in spite of these disagreements, I do believe that the fair market value esti-
mates of $38,000 by both appraisers constitutes a valid estimate of market
value.

I have reviewed the appraisals and inspected 92-10 (Schiaegel and Orr). The
two appraisals are quite far apart $80,000 for Staters and $67,000 for IARCO.
In analyzing the property and the appraisals it is my opinion that IARCO is
closer to the property's market value than is Waters.
According to the rent schedule provided me,by the property's manager, the
maximum gross rental income of this property would be $11,880. Actual income
has varied between $11,023 and -$11,854 over the last four years. It is there-
fore my opinion that the property's income statement should be as follows'

Another approach on a property such as this is the gross rent multiplier. If

With respect to Watersappraisal, itis my feeling that gross rents are too
high and the cap rate is a little low. Similarly, it is my feeling that
a CRM of 6.5X is too high. Waters market approach using square foot data
resulted in a $68,000. This is much closer to my estimate of market value.
IARCO had its expenses too high for a property in which, the gas and electric
are paid by the tenants. If the 5355 expense ratio were reduced to say 43%,
the results would be more in line with my experience and would result in a
higher capitalized value - one closer to $70,000.
