ITEM 2. CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO
SIGN AND THE CITY CLERK TO ATTEST AN AGREEMENT
WITH THE JOINT EMERGENCY COMMUNICATION CENTER
OF JOHNSON COUNTY AND MIKE SULLIVAN.

anything you want to tell us about this?
Davidson: LTh, thank you, Madame Mayor, uh, I would be happy to answer any
questions. I do also want to thank you all again for coming to special
meeting to enable the, if you chose to approve this, to enable to Executive
Director for the Joint Emergency Communication Center to begin work on
the 23rd. Um, I would be happy to...it was pointed out to me that you did
not have the actual agreement, uh, attached to your resolution, so I'd be
happy to, very quickly, review that if you'd like. Otherwise just answer
questions, but the essence of what we're doing here is the Joint Emergency
Communications Center of which, uh, Mayor Bailey is a Member of that
board, along with, uh, Mike Wright, representing Iowa City, two of the
seven positions on that board. Uh, it's made up of four entities - City of
Iowa City, Coralville, North Liberty, and Johnson County. Uh, and it is
the oversight board for the Joint Commun...Emergency Communications
Center, which will replace the two existing emergency communications
center, operated by the Iowa City Police Department and Johnson County
Sheriffs office. Um, this is a project that over the last five years has gone
from being an idea we thought might be a good idea to a $22.5 million, uh,
facility that's under construction right now. Uh, very, very exciting
project. Really I think a groundbreaking project for the County, uh,
and...and the intergovernmental cooperation has just been remarkable.
Um, I've very much enjoyed my tenure as Interim Project Manager, but
uh, also think the time is right for that to transition to the Executive
Director. Uh, the Joint Emergency Communications Center Board has
adopted this agreement, as has, uh, Mike Sullivan, who has been selected
to be the Executive Director. The essence of what we're doing here is that
because Mike's duties during the first six months will include basically
setting the administrative organization up, for that six month period he
needs to be part of some administrative organization to generate a
paycheck and those sorts of things, and that organization will be the City
of Iowa City. After six months, Iowa City basically drops out.

Correia: So, where will the money be coming from to pay his salary and benefits?

Davidson: Thank you, Amy, I should have mentioned that. Every month Iowa City
will issue an invoice for 100% of the expense of doing this. There will be
no, uh, expense to the City of Iowa City. Now, obviously the taxpayers of
Iowa City, through the special levy that is funding this, will fund a portion
of it, but it will be paid for through this special levy that comes through
the County, uh, and there will be no expense to the City of Iowa City.
Correia: Uh-huh. And, where will he be housed?
Davidson: He has a temporary office at, uh, the, it actually ends up being the new
Johnson County SEATS Building, because they had some room there, um,
and as soon as the JECC Building, which is under construction, is
completed, he'll just move across the street. It's a great location, because
in the meantime he can kind of provide some oversight to the construction
project.
