Regina Bailey was identified as an alternate for Ross Wilburn; Iowa City. Gayle Klouda was recognized as the new Board re~resentative for the Iowa City Community School District. The December 1 i, 2008 minutes were moved for approval by Champion and seconded by Stutsman. The motion carried unanimously. The next JCCOG Urbanized Area Policy Board meeting date was set for 4:30 PM on February 25th, 2009 at Coralville City Hall. 2. PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA No public discussion of any item not on the agenda. 3. ADMINISTRATION a. Report from nominatinQ committee for calendar year 2009 JCCOG Urbanized Area Policy Board officers Champion stated the nominating committee is nominating Louise From to serve as the JCCOG Urbanized Area Policy Board Chair, and Jim Wozniak to serve as the Vice-Chair. Bailey moved to accept the new appointments; the motion was seconded by Stutsman. The motion carried unanimously. b. Consider approval of the proposed FY2010 JCCOG BudQet and Financial Forecast Yapp explained the proposed budget for FY2010 and the role of JCCOG as a recipient of state and federal funds to support locally generated transportation studies for member agencies. Yapp stated that another focus of JCCOG is human services coordination, and in recent years this service has been expanded to include transportation related planning. Yapp noted that JCCOG also acts as a coordinator of non-transportation topics and issues that affect local area governments, giving as examples the Joint Emergency Communication Center, affordable housing issues, and fringe area boundary agreements. Yapp emphasized that this year, there is no increase in assessments to local governments. Wright moved to accept the proposed budget and financial forecast; the motion was seconded by Herwig. The motion carried unanimously. c. Consider appointments of elected official positions to the ECICOG Board of Directors Yapp outlined the role of the East Central Iowa Council of Governments as the Regional Planning Affiliation for area counties and explained that three elected representatives from the three largest local governments of Johnson County are typically appointed to the ECICOG Board of Directors. Yapp stated that the Johnson County Board of Supervisors appointed Sally Stutsman, Iowa City City Council appointed Connie Champion, and Coralville City Council appointed Henry Herwig. Ricketts moved to appoint the nominated persons to the ECICOG Board of Directors; the motion was seconded by Wozniak. The motion carried unanimously. d. Consider an appointment of a Johnson County resident to the ECICOG ReQional Loan Review Committee Yapp explained that ECICOG recently received notification of an award to establish a Regional Business Assistance Revolving Loan Fund and to assist with administering the program. Yapp stated that each county served by ECICOG must appoint a representative to the committee, and the JCCOG Urbanized Area Policy Board must appoint a citizen representative who resides in Johnson County. Yapp stated that only one application for the position was received, and it was from Jerry Waddilove, who has experience in commercial banking. Stutsman moved to appoint Jerry Waddilove as the citizen representative for the ECICOG Regional Loan Review Committee; the motion was seconded by Ricketts. The motion carried unanimously. e. Discussion of Metro AQenda priorities for FY10 Yapp explained the reasons for having Metro Agenda priorities and discussed projects from the past two years. Yapp stated that in 2009, JCCOG will focus on the "Cool Cities" taskforce to provide recommendations and serve as a forum for discussion to assist member entities in developing action plans to become designated a "Cool City". 4. TRANSPORTATION PLANNING a. Update on the JCCOG-FY1 0 PassenQer Transportation Development Plan Neumann explained the purpose of the PTDP, the planning process used, and a timeline for project completion. Neumann referred to the goals contained in the plan such as extended services to commercial areas later at night and on Sundays, providing additional service to developments that provide low-income housing, and improved coordination among human service agencies to provide transportation. Neumann stated that the draft plan is due to the Iowa DOT by February 1 st, and will then likely be returned in March so that the Board can review changes and consider approval. (i) Public Hearing Carol Spaziani of the League of Women Voters stated that she appreciated the work that has been done so far on the PTDP and hopes the effort continues to better serve citizens of small towns in Johnson County. b. Consider approval of an amendment to the JCCOG-FY09 Transportation Improvement ProQram to add CAMBUS buses, for which a federal Qrant has been awarded Neumann explained the need for an amendment to the TIP due to a $1 million grant awarded to CAMBUS for the purpose of bus replacement, and that inclusion of this project into the TIP is necessary for the federal funds to be utilized. Ricketts pointed out that the money would be used to purchase additional buses beyond the ones currently scheduled for replacement. Bailey moved to accept the amendment; the motion was seconded by Herwig. The motion carried unanimously. c. Consider approval of amended scorinQ criteria and the scorinQ process for JCCOG allocated Surface Transportation ProQram funds and Transportation Enhancement funds Ralston explained the scoring criteria update process noting the purpose of the revisions. Ralston explained the revisions to the scoring criteria, highlighting new criteria that award points to projects for which the 20 percent local funding match is exceeded, projects that reduce vehicle hours traveled, and projects that improve the level-of-service of intersections. Champion questioned criterion #5 in the Surface Transportation Program application. Champion asked for clarification regarding the number of points available for each selection. Yapp explained that a maximum of two points can be awarded for answer "An, and a maximum of one point may be awarded for answers "B, C, and on. From suggested including a criterion that would award projects for projects reducing the total miles of vehicles driven. After discussion among the Board it was determined that other criteria already effectively targeted projects that reduce daily vehicle hours traveled. Ricketts moved to approve the scoring criteria amendments as presented by JCCOG staff; the motion was seconded by Herwig. The motion carried unanimously. d. Update on Federal economic stimulus funds for infrastructure Yapp explained the recent announcement regarding possible federal funds for infrastructure being allocated to JCCOG in the amount of $3.6 million. Yapp stated that the funding target had not been finalized, but in anticipation a list of potential projects should be assembled. Yapp stated that several criteria will be used to select the list of potential projects including: projects that do not require additional property acquisition, projects being consistent with the JCCOG Long Range Multi-Modal Transportation Plan, and projects being located on Federal Aid Routes. A list of potential projects assembled by the JCCOG Technical Advisory Committee was distributed to Board members. Yapp stated that another meeting will be scheduled in late February to finalize a list of projects. (j) Consider approval of a proiect selection process for federal economic stimulus proiects Yapp stated that the initial steps of this project selection process have already been started by collecting projects from communities and soliciting public input. Yapp then asked the Board if there were any additional criteria they would like to see used in the selection of projects. Correia stated that she would like to see information about projects relating to their status in a current Capital Improvements Program, if a locality can partially fund a project, and whether or not the project is located in a Tax Increment Financing district. Correia moved to accept the process for project selection for federal economic stimulus projects; the motion was seconded by Stutsman. The motion carried unanimously. Yapp reiterated the recommended information to be available during project selection. Champion moved to approve the additional information recommended by the Board to be available during the project selection process; the motion was seconded by Weihe. The motion carried unanimously. e. Update on recent activities There was not update on any recent activities. 5. HUMAN SERVICES PLANNING a. Hiohliohts of the JCCOG Human Services Division Severson referred to a handout summarizing the highlights from the Human Services Division and gave an update of recent happenings. Severson mentioned the upcoming free tax preparation assistance that will be provided by volunteers from the University of Iowa, and efforts by the MECCA Committee to alert local businesses to stop carrying a local newspaper named "Booze-News" that glorifies binge drinking. 6. OTHER BUSINESS No other business was discussed. 7. ADJOURNMENT Wright moved to adjourn the meeting; the motion was seconded by Weihe. The motion carried unanimously. The meeting adjourned at 5:28pm. We had several projects submitted which were determined not to be eligible due to being inconsistent with the Federal-Aid network of streets, or not being included in the JCCOG Long Range Transportation Plan. The following criteria apply to these federal stimulus funds: . The project must be 'authorized' within one year - this means the design needs to be completed, property acquired, all permits are in hand and Iowa DOT and the Federal Highway Administration authorizes the project within one year. . This timeframe makes it difficult for projects which require property acquisition or have environmental impacts. It is recommended the focus be on projects which can be implemented with no property acquisition or environmental mitigation. . The stimulus funds are literally 'use it or lose it' funds. If a project is approved for funding but for whatever reason is not able to be implemented within the required timeframes, JCCOG will likely lose the funds and they will go back to the State [there is a small chance the funds can be re-allocated within JCCOG]. . Projects must be part of the Federal-Aid network of streets, and be part of the JCCOG Long Range Transportation Plan. All the projects recommended and listed on the attached sheets meet these criteria. JCCOG vs. ECICOG funding During discussion at the TT AC a question was raised about the funding programmed by JCCOG vs. the funding programmed by the East Central Iowa Council of Governments (ECICOG). JCCOG is able to program federal funds for projects within the JCCOG Transportation Planning Area, which includes the JCCOG municipalities and their growth areas. ECICOG is able to program federal funds in their planning area outside of the Iowa City and Cedar Rapids Urbanized Area corporate limits. The urbanized area growth areas are areas of overlap for the JCCOG and ECICOG agencies. It is the mission of JCCOG to focus on the urbanized area infrastructure; it is th~ mission of ECICOG to focus on the rural and exurban areas. Additional information During JCCOG Board discussion, the Board requested additional information on the projects, including whether or not the project is in a Tax Increment Financing District, whether the entity is prepared to contribute local funds to the project and whether or not the project is currently in a Capital Improvement Program. We have provided this additional information in the attached materials. This additional information mayor may not factor into your decision- making. Please consider an amendment to the JCCOG FY09-12 Transportation Improvement Program to add the Iowa DOT projects, and to add locally-determined projects to be funded with federal stimulus funds for a total federal amount not too exceed $3,607,000. Date: February 20, 2009 To: John Yapp; JCCOG Transportation Planner From: Justin Jorgensen; Transportation Planning Intern Re: Draft American Recovery and Reinvestment Act TT AC Discussion The Transportation Technical Advisory Committee discussed on February 19, 2009 a list of projects to be funded by the American Recovery and Reinvestment Act. The committee agreed to not discuss or recommend projects that did not meet all of the requirements stipulated by the funding source. Members of the committee discussed how to appropriately choose which projects should be funded. It was decided that a population based approach would not be appropriate because of the difficulty in determining Johnson County and the University's populations. It was decided to recommend a list of projects that would utilize the $3,607,000. Discussion centered on a scenario of projects given by Ron Knoche of Iowa City. This list included the Hwy 1 pedestrian bridge over 1-80, the Old Highway 218 overlay project, the First Avenue trail project, the Highway 965 & Cherry Street signalization, the Hawkins Drive realignment, and the Melrose Avenue south curve pedestrian corridor project. It was suggested that the Dubuque Street trail extension should be included on the list of projects because of a potentially large local contribution. Many were concerned about recommending a project based on assumptions about a local contribution. It was suggested that the University Heights project be changed to the Melrose Avenue & Sunset Street panel replacement because it is the top priority of University Heights. Another suggestion was to reduce the allocation for the Hawkins Drive realignment to $200,000. Wilson stated that his preference is that the University contribution would not be more than $100,000. The committee finally suggested that the remaining funds be allocated to the Dubuque Street trail extension. The final list of recommended project approved by the committee by a vote of 8 to 6 is as follows: . Highway 1 pedestrian bridge over 1-80 - $1,800,000 . Old Highway 218 overlay project - $600,000 . First Avenue trail project - $420,000 . Highway 965 & Cherry Street signalization - $285,000 . Hawkins Drive realignment - $200,000 · Melrose Avenue & Sunset Street panel replacement - $50,000 . Dubuque Street trail extension - $252,000 Some members of the committee were concerned about the Dubuque Street trail extension and the Hawkins Drive realignment projects that were recommended and moved to reconsider the motion, but were unsuccessful by a vote of 5 to 9. 1 A general discussion occurred as to vvhether the committee should make an alternate recommendation to the board if the local match funds are not available. The conclusion vvas that vvould not be necessary and that the board CQuld make those decisions. The proposed trail will begin where the Clear Creek Trail passes under the future extension of Coral Ridge Avenue extension and will end near the Deer Creek Road bridge in Coralville (see sketch plan). Although the funding is approved for Federal fiscal year 2010, the Iowa DOT is accepting requests to utilize the funding sooner. The proposed trail project will be programmed for Federal FY2009, pending environmental review. To program the funds for FY09, the JCCOG TIP must be amended to include the proposed project. If the JCCOG Board does not approve this action, the funds for the project would not be available until October 2009. "1 .~~ ~p~<, ~'r ~JCCOG rr..... m e m 0 Date: February 19, 2009 To: JCCOG Urbani~eo/rea Policy Board From: Brad Neuman~ssistant Transportation Planner Re: Agenda Item 3(d): Update on the Transportation/Transit portion of American Recovery and Reinvestment act; and State Infrastructure Funding Economic Recovery Funding (Federal) The American Recovery and Reinvestment Bill includes $45.5 billion for transportation (non- infrastructure), including funding for transit systems. Iowa's portion of the economic recovery (stimulus) funding will be $39.4 million for transit capital, including rolling stock. The anticipated apportionment of the funding includes $24.9 million for the small urbanized transit systems. Of this, $12.4 million goes to areas over 200,000 in population, leaving $12.5 million to be programmed for the smaller urbanized areas which includes Coralville Transit, Iowa City Transit, and Cambus. Iowa DOT will use the current bus replacement list (PTMS) for rolling stock, with some additional stimulus items, to determine how the funds will be used. In reviewing the Iowa DOT recommendations for stimulus funding, Coralville Transit, Iowa City Transit, and Cambus can expect the following to be funded at 100% federal funds (subject to change): Iowa City Transit: 5* 40' heavy-duty buses $1,416,000 $75,000 $1,770,000 $708,000 Coralville Transit: 4 40' heavy-duty buses 1 light-duty expansion bus Cambus: 2 40' heavy-duty buses *If Des Moines and Quad Cities receive direct federal funding. If not, Iowa City will receive two buses. State Infrastructure Program Funding (State) The Iowa Transportation Commission has recently approved $2.8 million for infrastructure projects around the State. Coralville Transit has received $703,403 (could go as high as $880,000) of the $2.8 million for a project supporting construction of a new transit facility.
