(THIRD READING)' Comment: The Planning and Zoning Commission on August 8, 1974, recommended by a 5-0 vote the adoption of an ordinance to amend the Zoning Code establishing a Commercial Office (CO) Zone exclusively for office and related development. Public Hearing was held September 17, 1974. Action: Item No. 13 - CONSIDERQNDUMNCE—TO-AMEND TIiEE ZONING CODE - SIGN REGULATIONS. Z-7411. (SECOND READING) Comment: The Planning and Zoning Commission on August 22, 1974, recommended by a 3-1 vote approval of an ordinance amending the sign regulations of the Zoning Code. Major changes include provisions for political cam- paign signs in residential zones, barber poles to project into the public right-of-way, and signs in the windows of buildings in the C and M Zones.' Public Hearing was held September 24, 1974. Action: Item No. 14 - CONSIDER ORDINANCE TO VACATE ALLEY IN BLOCK 64, EAST IOWA CITY ADDITION. V -7403A. (FIRST READING) Comment: The Planning and Zoning -Commission on August 22, 1974, recommended by a 6-0 vote vacation of the east -west alley in Block 64 of East Iowa City Addition bounded by Dubuque, College, Linn and Burlington ---------------- Streets. (FIRST READING) Comment: The Planning and Zoning Commission on August 22, 1974, recommended by a 6-0 vote vacation of the east -west alley in Block 84 of East Iowa City Addition bounded by Capitol,,WashinatoR, Clinton _and _Col.lege Streets. The subject vacation is necessary for the implementation of the R-14 Urban Renewal plan. Public Hearing was held October 1, 1974. Action: L1 be,,, Item No. 17 - CONSIDER RESOLUTION TO ESTABLISH AN AMENDED SCHEDULE OF FEES FOR THE PURCHASE OF PETS SOLD BY THE ANIMAL SHELTER. Comment: Many cases have arisen lately where owners of purebred dogs are giving them up_ to the Animal Shelter for adoption. The term "pedigree" implies American Kennel Club (AKC) papers for the purebred dog. Pedi- gree dogs: are those which have known heritage (background). The Animal Shelter cannot, due to an AKC ruling, transfer any pedigree paperg4 This'resolution changes the term "p#edigree" to "purebred —with°papers". By using the term "purebred without papers" in this resolution there can be no misunderstanding and no violation of AKC rulings. �� A Action: Q! 4.0�f-. Item No. 18 - CONSIDER RESOLUTION ACCEPTING THE WORK ON THE DEMOLITION AND SITE CLEARANCE CONTRACT NO. 2, CITY -UNIVERSITY PROJECT, IOWA R-14. Comment: This resolution accepts the work done by the J.C. White Excavation Company of Des Moines, Iowa, for the demolition of various Urban Renewal parcels in Iowa City, Iowa. The final contract amount on ® this project is $70,786.00 and the contractor has completed all of the work in substantial accordance with the plans and specifications. Comment: This resolution would authorize the placement of a four-way stop sign at the intersectionOfDubuque Street and Burlington Street until such time as the traffic signals are installed under the Bur- lington Street Project. Heavy utilization of the Burlington Street Improvement has necessitated this recommendation on an interim basis. Carroll Com- panY•�Znc� of Des Moines, Iowa, in the amount of $68_ 848.00. project was discussed at the City Council meeting September 10, held on S 1974, as an addendum to the City Council •� tabulation of the bidders: agenda. The following be a C. L. Carroll Co. Des Moines, Iowa $ 68,848.00 E b_ E. B. Spencer Engineering Co. Waterloo, Iowa _ 70,255.00 As can be seen, the bid submitted by the C. L. Carroll Co. was the lowest of the two bidders submitting bids on this project. The Engineer's Estimate for this project was $40,000. This bid is approximately 72%_ the Engineer's Estimate; however, it should be pointed out 'that a repair project of this nature is a high risk venture and extremely difficult to estimate. Comment: This resolution would approve an agreement for engineering services between the City of Iowa City and Powers -Willis & Associates for topographic survey work in the Ralston Creek and Willow Creek water- sheds. The purpose of'this_topographic work is to update and expand = the floodway maps as well as to tie the entire system into the Iowa State Plain'Coordinate,System.
