a. CONSIDER RESOLUTION TO APPROVE THE VOLUNTARY ANNEXATION OF LAND.
Comment: The Planning and Zoning Commission at their regular meeting on September
26, 1974, recommended by a 4-1 vote rezoning a tract of land located
east of Highway 218 and west and south of the old City landfill from
a County.CH Zone to Ml for the westerly 300 feet thereof and the remain-
ing portion to M2.
At the same meeting, the Planning and Zoning Commission recommended by a
4-1 vote the annexation of -the above property. Annexation in conjunction
with an application to rezone the property to M2 was requested by
Mr. Gordon Russell. According to the Municipal Code, "A resolution pro-
viding for annexation shall be acted upon by the City Council at the
time of the Public/ Hearing on the zoning classification".

The above resolutions are necessary for the 1974 Slabjacking Program.
Under this project approximately 800 cubic yards of material will be
pumpedunderneath City streets which have cavities underneath the
surface. It is estimated that this project will cost approximately
$24,000. This item was previously discussed during the regular Council
meeting of October 1, 1974, as Item No. 14.

Comment: The above resolutions are necessary for the 1974 Sidewalk Assessment
Program. Under this project sidewalks'AA11 be constructed at 12 different
locations within the City of Iowa City. These locations include Benton,
Dartmouth, Dubuque, First Avenue, Gilbert Court; east side, Gilbert Court;
west side, Governor, Lower Muscatine, Mormon Trek, Park Road, Sheridan
and Washington Streets. The City Council has previously viewed the above
areas during a bus trip which was conducted during an informal session.
The project would involve assessing $103,436.38 to adjacent property
owners with the City of Iowa City paying $3,554.75 for the total cost
of the project being an estimated $106,971.13.

Comment: The Planning and Zoning Commission on August 22, 1974, recommended by
a-3-1 vote approval of an ordinance amending the sign regulations of
the Zoning Code. 'Major changes include provisions for political cam-
paign signs in residential zones, barber poles to project into the
public right-of-way, and signs in the windows of buildings in the
C and M Zones. Public Hearing was held September 24, 1974. Deferred
from October 8, 1974, meeting.

Item No. 15 - CONSIDER ORDINANCE TO VACATE ALLEY IN BLACK 64, EAST IOWA CITY ADDITION.

Comment: The Planning and Zoning Commission on August 22, 1974, recommended by
a 6-0 vote vacation of the east -west alley in Block 64 of East
Iowa City Addition bounded by Dubuque, College, Linn and Burlington
Streets. The subject alley vacation is necessary for implementation
of the R-14 Urban Renewal Plan. Public Hearing was held October 1, 1974.

Item No. 16 - CONSIDER ORDINANCE ESTABLISHING A SPEED LIMIT ON FIRST AVENUE BETWEEN
THE ROCK ISLAND RAILROAD TRACKS AND HIGHWAY #6 BY-PASS. (SECOND READING)
Comment: The Engineering Division of the Department of Public Works has completed
a speed study on First Avenue between Highway #6 By -Pass and the Rock
Island Railroad tracks The following factors were taken into consider-
ation

ation during the speed study:
1. Road Surface Characteristics, Shoulder Conditions, Grade, Alignment
and Sight Distance.
2. The 85th percentile speed and pace.
3. Roadside development and culture as well as roadside friction.
4. Safe speed for curves or hazardous locations within the zone.
5. Parking practices and pedestrian activitiy.
6. Reported accident experience for a recent 12 month period.
The 85th percentile speed measured during the morning off-peak hour was
36.9,miles per hour with the afternoon off-peak hour being 37.0 miles
per hour. Eighty-seven percent of the vehicles were within the 10 mile
per hour pace in the morning and 85% of the vehicles were within the

10 mile per hour pace in the afternoon. The median speed in the
morning was 32.7 miles per hour with the afternoon median speed being
33.0 miles per hour.
Based on a physical inspection of the site as well as the above data,
it is recommended that a speed limit be established. on First Avenue of
35 miles per hour between Highway #6 By -Pass and the Rock Island
Railroad tracks. It is recommended that the speed limit north of the
Rock Island Railroad.tracks remain at 25 miles per hour.

Item No. 19 - CONSIDER ORDINANCE TO'REZONE "OLD" ELKS COUNTRY CLUB. Z-7415. (FIRST
READING)
Comment: The Planning and Zoning Commission on September 12, 1974, recommended
by a 7-0 vote approval of an application submitted by Miriam J. Young
to rezone the old Elks -Country Club property located at the terminus
of Taft Speedway from an RIA Zone to an R3 Zone. Before being annexed
to the City, the applicant had previous approval from the County to
remodel the Country Club building into 18 apartment units. Public Hear-
ing was held October 15, 1974.

® Item No. 20 - CONSIDER RESOLUTION APPROVING A.SANITARY LANDFILL AGREEMENT WITH THE
IOWA STATE HIGHWAY COMMISSION.

Comment:
Action:
The City of Iowa City has previously negotiated contracts for the use
of the Landfill by other governmental agencies. The Iowa State High-
way Commission has also requested use of the City Landfill on the
same basis as is being made available to other agencies. This resolu-
tion will authorize the Mayor and the City Clerk to execute a similar
agreement with the Highway Commission. Deferred from the October 15,
1974, Council meeting.
Item No. 21 - REPORT ON TRAFFIC SIGNALIZATION WARRANT STUDIES AT VARIOUS INTERSECTIONS
IN THE CITY OF IOWA CITY.
Comment: The Engineering Division of the Department of Public Works has completed
warrant studies of various intersections within the City of Iowa City.
The following is a synopsis of these studies.
a) First Avenue & Lower Muscatine - A 16 -hour manual count indicates
that the minimum traffic volume warrant for traffic signals is met
at this intersection. Additionally, the traffic accident experi-
ence warrant is just short of meeting the requirements for the
installation of traffic signals. It is recommended that traffic
signals be installed at this intersection and that a 4 -way stop
sign be authorized until such time as the signals are placed in
operation.`
b) Mall Drive and Lower Muscatine - The existing traffic volumes at
this intersection fall short of meeting signalization warrants; how-
ever, they do continue -to meet the four-way stop warrant. It is
recommended that the four-way stop signs romain at thtra tnlor:4r,ol lc,n.
and a new count be taken during the Spring of 1975.
c) Highway #6 By -Pass and Sycamore Street - The Iowa State Highway
Commission authorized the installation of traffic signals at First
Avenue and #6 By -Pass on the condition that a warrant study would
be conducted at Sycamore and #6 By -Pass after the traffic situation
had stabilized. This intersection continues to meet the minimum
traffic volume warrants for traffic signals and it is recommended
that the staff be authorized to forward this information to the Iowa
State Highway Commission along with an application for a permit to
install traffic signals on a permanent basis.
d) Highway #6 By -Pass and,Fairmeadows Blvd. - This intersection meets
the minimum traffic volume warrants for the installation of traffic
signals and, in addition, meets the traffic accident warrant. It
is recommended that the staff be authorized to forward this informa-
tion to the Iowa State Highway Commission along with an application
for a permit to install traffic signals at this location.

e) Dodge Street and College Street - The count at this intersection
indicates that neither the traffic signal warrant nor the four-way
stop warrants are met. The existing signal installation, therefore,
does not meet the warrants as outlined in the Manual on Uniform
Traffic Control Devices, for either traffic volume or collision
experience. It is recommended that the staff be authorized to
forward these counts to the Iowa State Highway Commission along
with an applicationfor a permit to remove existing signals. Addi-
tionally, it is recommended that a resolution be passed authorizing
the installation of stop signs on College Street to stop traffic
on College before entering Dodge Street.

Item No. 22 - CONSIDER RESOLUTION EXTENDING CONTRACT FOR APPRAISAL SERVICES, IOWA
APPRAISAL AND RESEARCH CORPORATION, IN CONNECTION WITH R-14 PROJECT.
Comment: The City's original contract with IARCO expired March 22 of this year.
This resolution will extend the contract until condemnation of the
remaining 17 properties is complete, or 2 years, whichever comes
first.

Item No. 23 - CONSIDER RESOLUTION ACCEPTING STREET IMPROVEMENTS IN BEL AIR ADDITION,
PART V.
Comment: This resolution accepts the work done by Metro Pavers, Inc. of
Iowa City on the paving of Heather Court in Bel Air Addition, Part V.
This street has been constructed in accordance with the City's specifi-
cations and the staff recommends approval of the resolution.
