Comment: The Planning and Zoning Commission on October 16, 1974, recommended
by a 4-1 vote approval of the Proposed Standards for Public Works
Improvements with the exception of Section I-2.4 thereof. The
Commission reaffirmed its original recommendation concerning the
Parking and Side Yard Study of two off-street parking spaces for each
single family dwelling and no parking allowed in the front yard or
in 50% of the side yard.

Item No. 6 - CONSIDER RECOMMENDATION TO REVIEW ALTERNATIVE METHODS FOR PROVIDING
AND/OR THE REDESIGN OF CERTAIN R-14 URBAN RENEWAL AMENITIES.
Comment: The Planning and Zoning Commission on October 16, 1974, adopted by a
5-0 vote approval of the following resolution:
Whereas the R-14 Urban Renewal amenities are an important part of the
overall redevelopment of the downtown area contributing to either the
ultimate success or failure thereof,
® Be it resolved that the Planning and Zoning Commission hereby recommends
further consideration be given to alternative methods for providing and/or
the redesign of the following amenities;
1. Provision for adequate bus lanes and loading and unloading areas
more practically including the intersection of Washington and
Clinton Streets.
2. Traffic circulation in general and including:
a. Redesign of the entrance and exit to the proposed
parking ramp facility with provisions for adequate stacking
space.
b. Decrease in the number of vehicular conflicts on Burlington
Street partially impaired by the proposed parking ramp facility.
C. Appropriate access for fire fighting equipment.
3. The need for convenience parking and/or parking lanes for elderly
and handicapped people possibly on Clinton Street at the present
intersection of College Street.
4. The adequacy of pedestrian and bicycle paths on Clinton Street.
5. Closing Dubuque Street north of Washington Street.
6. Providing parking space on Washington Street between Clinton and
Linn Streets in lieu.of narrowing existing sidewalk widths.
® 7. Additional consideration be given to loading and unloading and the
delivery of goods.�

® Item No. 7 - ADJOURNED PUBLIC HEARING ON THE DISPOSITION OF VACATED PROPERTY.
•
Comment: At its September 10, 1974, meeting the City Council received a
request to purchase a parcel of vacated land, the west half of an
alley near the intersection of Lafayette St. and Maiden Lane.
This public hearing is the next step in the disposition process.
It is requested that this public hearing be adjourned for another
week pending legal review of the property.

The above resolutions are necessary for the 1974 Sidewalk Assessment
Program. Under this project sidewalks will be constructed at nine
different locations within the City of Iowa City. These locations
include Benton,. Dartmouth, First Avenue, Gilbert Court, Governor,
Lower Muscatine, Mormon Trek, Park Road, and Washington Street. The
City Council has previously viewed the above areas during a bus trip
which was conducted during an informal session. The project would
involve assessing $66,522.53 to adjacent property owners with the City
of Iowa City paying $343.41.

BURLINGTON AND COURT STREETS. V-7406. (FIRST READING)
Comment: The Planning and Zoning_Commission on September 12, 1974, recommended
by a 4-3 vote vacation of the ten feet of South Capitol Street immed-
iately south of the Burlington Street right-of-way and vacation of the
remaining portion of South Capitol Street between Burlington and Court
Streets at such time as property located adjacent to said street is
• acquired by the City and an easement is obtained for utility purposes.

Item No. 15 - CONSIDER ORDINANCE ESTABLISHING A SPEED LIMIT ON FIRST AVENUE BETWEEN
THE ROCK ISLAND RAILROAD TRACKS AND HIGHWAY #6 BY-PASS. (SECOND READING)
Comment: The Engineering Division of the Department of Public Works has completed
a speed study on First'Avenue between Highway #6 By -Pass and the Rock
Island Railroad tracks. The following factors were taken into consider-
ation during the speed study:
1. Road Surface Characteristics, Shoulder Conditions, Grade, Alignment
and Sight Distance.
2. The 85th percentile speed and pace.
3. Roadside development and culture as well as roadside friction.
4. Safe speed for curves or hazardous locations within the zone.
5. Parking practices and pedestrian activity.
6. Reported accident experience for a recent 12 month period.
The 85th percentile speed measured during the morning off-peak hour
was 36.9 miles per hour with the afternoon off-peak hour being 37.0
miles per hour. Eighty-seven percent of the vehicles were within the
October 29,t 1974

10 mile per hour pace in the morning and 85% of the vehicles were
within the 10 mile per hour pace in the afternoon. The median speed
in the morning was 32.7 miles per hour with the afternoon median
speed being 33.0 miles per hour.
Based on a physical inspection of the site as well as the above data,
it is recommended that a speed limit be established on First Avenue
of 35 miles per hour between Highway #6 By -Pass and the Rock Island
Railroad tracks. It is recommended that the speed limit north of the
Rock Island Railroad tracks remain at 25 miles per hour. Deferred

a 3-1 vote approval of an ordinance amending the sign regulations of
the Zoning Code. Major changes include provisions for political cam-
paign signs in residential zones, barber poles to project into the
public right-of-way, and signs in the windows of buildings in the

Item No. 21 - CONSIDER RESOLUTION APPROVING A SANITARY LANDFILL AGREEMENT WITH THE
IOWA STATE HIGHWAY COMMISSION.
Comment: The City of Iowa City has previously negotiated contracts for the use
of the Landfill by other governmental agencies. The Iowa State High-
way Commission has also requested use of the City Landfill on the same
basis as is being made available to other agencies. This resolution
will authorize the Mayor and the City Clerk to execute a similar agree-
ment with the Highway Commission. Deferred from the October 22, 1974,

Comment: The Engineering Division, of the Department of Public works has completed
warrant studies of various intersections within the City of Iowa City.
The following is a synopsis of these studies.
a) First Avenue & Lower Muscatine - A 16 -hour manual count indicates
that the minimum traffic volume warrant for traffic signals is met
at this intersection. Additionally, the traffic accident experi-
ence warrant is just short of meeting the requirements for the
installation of traffic signals. It is recommended that traffic
signals be installed at this intersection and that a 4 -way stop
sign be authorized until such time as the signals are placed in
operation.
b) Mall Drive and Lower Muscatine - The existing traffic volumes at
this intersection fall short of meeting signalization warrants;
however, they do continue to meet the four-way stop warrant. It
is recommended that the four-way stop signs remain at this inter-
section and a new count be taken during the Spring of 1975.
c) Highway #6 By -Pass and Sycamore Street - The Iowa State Highway
Commission authorized the installation of traffic signals at First
Avenue and #6 By -Pass on the condition that a warrant study would
be conducted at Sycamore and #6 By -Pass after the traffic situation
had stabilized. This intersection continues to meet the minimum
traffic volume warrants for traffic signals and it is recommended
that the staff be authorized to forward this information to the
Iowa State Highway Commission along with an application for a permit
to install traffic signals on a permanent basis.
d) Highway #6 By -Pass and Fairmeadows Blvd. - This intersection meets
the minimum traffic volume warrants for the installation of traffic
signals and, in addition, meets the traffic accident warrant. It
is recommended that the staff be authorized to forward this infor-
mation to the Iowa State Highway Commission along with an applica-
tion for a permit to install traffic signals at this location.
e) Dodge Street and College Street - The count at this intersection
indicates that neither the traffic signal warrant nor the four-way
stop warrants are met. The existing signal installation, there-
fore, does not meet the warrants as outlined in the Manual on
Uniform Traffic Control Devices, for either traffic volume or
collision experience. It is recommended that the staff be authorized
to forward these counts to the Iowa State Highway Commission along
with an application for a permit to remove existing signals. Addi-
tionally, it is -recommended that a resolution be passed authorizing
the installation of stop signs on College Street to stop traffic
on College before entering Dodge Street. Deferred from October 22,
1974, meeting.

Comment: -This resolution approves the award of bid to Wolf Construction, Inc.
of Iowa City, Iowa, in the amount of $25,700.00. The project was
